Dublin is a great city and I wanted to assist the City Council in its work for the people of Dublin and showcasing it to visitors from abroad. In 2015 we celebrated the 300th anniversary of the Mansion House, official residence of the Lord Mayor of Dublin and scene of historic events in the city. The House was open for tours thoughout the year, a lecture series on previous occupants was held and in December we launched the Mansion House commemorative book 300 years of history and hospitality. We also welcomed the descendants of Joshua Dawson back to the Mansion House 300 years after their ancestor sold his townhouse to the Corporation. Dublin City Council continued to organise some major events this year and work with other public organisations in the City to showcase the city. Ironman 70.3 was held for the first time and the City Council and neighbouring Councils worked together to bring this international event to our streets. Regular events in the city calendar continued to be held including the Liffey Swim and SSE Airtricity Dublin Marathon which are greatly supported by the City Council. Another sporting event was the victorious homecoming of Dublin Footballers and the Sam Maguire cup to O’Connell Street in September. Road to the Rising, held on Easter Monday, was a collaboration between the City Council and RTÉ recreating 1915 O’Connell Street and was a huge success. On 28th February we acknowledged the work and achievements of Brother Kevin Crowley OFM Cap and John Giles by awarding them the Freedom of the City of Dublin. We welcomed many visitors including Lord Mayors of Belfast Nichola Mallon and Arder Carson, Mr. Jacek Jaśkowiak, Mayor of Poznań Poland, His Excellency Joachim Gauck and President of the Federal Republic of Germany. We continued remembering the past with the Decade of Commemorations when in August we remembered the death of Jeremiah O’Donovan Rossa. In November, I travelled with the Lord Mayor’s Coach to London to take part in the 800th Lord Mayor’s Show. In September, I led a cross-party delegation of Councillors to meet with the Minister of Environment, Culture and Local Government to discuss immediate actions that can be taken to alleviate the Housing crisis and in particular the homeless situation in Dublin. I would like to thank the elected members of Dublin City Council, Owen Keegan, Chief Executive and all the staff of Dublin City Council for their support and for their hard work for Dublin during the year. I look forward to working with you all in the future. Críona Ní Dhálaigh Ardmhéara Bhaile Átha Cliath Lord Mayor of Dublin 4 Dublin City Council Annual Report and Accounts 2015 CHIEF EXECUTIVE’S WELCOME Dublin plays a pivotal role in driving the national economy. 2015 saw very welcome signs of a further strengthening in the Dublin economy. The continuing reduction in unemployment and rise in employment, the decline in vacant commercial units and increasing consumer and business confidence generally all point to a sustained economic recovery in the region. As part of our enhanced economic development and enterprise support role the first Dublin Economic Monitor was launched in April 2015. A joint initiative of the four Dublin local authorities, the Monitor tracks key economic indicators for the Dublin city region, capturing data from the height of the boom to the economic crash and the subsequent recovery The economic recovery has brought new challenges for the region. Despite increasing demand, housing supply shows little signs of recovery. This has led to increasing pressure on the private rented sector, strong growth in rents and to a significant increase in the number of predominately low income family and single person households presenting as homeless – most of whom have never experienced homelessness previously. This put enormous pressure on the Council’s and the region’s homeless services in 2015, which has continued into 2016. Addressing the market failure in the housing sector must be a high priority for any new Government if homelessness is to be tackled and the economic recovery in the region sustained. The economic recovery is also generating increased demands for improved City Council services. As a consequence of the austerity of recent years there are accumulated needs for significant investment in key City Council services and infrastructure. A buoyant Dublin economy will have a positive impact on the City Council’s financial resources and will improve the City Council’s capacity to provide enhanced services and fund new infrastructure. However, there must be no let up in the programme of reform and transformation that ensured the Council’s survival post 2008. 2015 also saw commencement of work on the Council’s very ambitious Easter Rising Centenary celebrations with a particular emphasis on community-based activities. The City Council continued to deliver projects, services, initiatives and events throughout 2015 to ensure that the city remains an attractive place in which to live, work, do business and visit. Among the many highlights for the city and the City Council were the following: • the completion of the Grafton Street Improvement Scheme, • the City Council’s participation in the IBM Smarter Cities Challenge in 2015, which led to the installation of photovoltaic panels on the Civic Offices, Wood Quay and on four Dublin City Public Library buildings, • the opening of Dublin City Council’s €3m housing development at Grand Canal View, Bluebell, Dublin 12 and of the €12.5m housing development, at Peadar Kearney House, Railway Street, Dublin 1, • the Mansion House ‘300’ celebrations, • the Festival of Russian Culture and • the Age Friendly Over 55’s Open Day. Finally, I would like take this opportunity to thank the Lord Mayor, the Elected Members, the Senior Management Team and all the staff of Dublin City Council for their hard work during the year.
