O v This volume analyzes the impediments that local conditions pose to e r successful outcomes of nation-building interventions in conflict-affected c O areas. Previous RAND studies of nation-building focused on external m interveners’ activities. This volume shifts the focus to internal i n circumstances, first identifying the conditions that gave rise to conflicts g or threatened to perpetuate them, and then determining how external O and local actors were able to modify or work around them to promote b s enduring peace. It examines in depth six varied societies: Cambodia, t a El Salvador, Bosnia and Herzegovina, East Timor, Sierra Leone, and c l the Democratic Republic of the Congo. It then analyzes a larger set e s of 20 major post–Cold War nation-building interventions. The authors t assess the risk of renewed conflict at the onset of the interventions and O subsequent progress along five dimensions: security, democratization, P e government effectiveness, economic growth, and human development. a O c vercOming They find that transformation of many of the specific conditions that e gave rise to or fueled conflict often is not feasible in the time frame of L o nation-building operations but that such transformation has not proven O P c essential to achieving the primary goal of nation-building—establishing a bstacles tO eace L peace. Most interventions in the past 25 years have led to enduring F a peace, as well as some degree of improvement in the other dimensions c assessed. Previous RAND studies have focused on the activities of external interveners. This monograph shifts the per- spective from external actors to internal circumstances, first identify- ing the local circumstances that gave rise to conflicts or threatened to perpetuate them, and then determining how external actors and local leaders were able to modify or work around those circumstances to pro- mote an enduring peace. The book aims to provide policymakers with the means to judge with greater clarity how local circumstances are likely to affect their prospects for success and what sorts of outcomes might be realistically achievable.
