Buttonwerepreviouslyunderlong-termchartertoMSC. MSCalsoaccepteddeliveryofthreenewLewisandClark-classdrycargo/ammunitionshipsinFY2009.Wearenow introducingthesenewmulti-product,underwayreplenishmentshipstotheMSCfleetinhalfthetimeoriginallyprojected, makingthisarguablyoneofthemostsuccessfulnewshipconstructionprogramsintheNavytoday. TheMSCBusinessExecutionCycle,orMBEC,processwasdevelopedtwoyearsagoandsawtremendousresultsthis year.TheMBECanditsabilitytohelpdrilldownthroughbusinessprocessesbroughttolightareaswhereMSCcouldsave money,improveefficiencyandincreasereadiness.Wemaintainedourrates–the‘fee’chargedtoourcustomers–atjusta0.6 percentannualincrease–farbelowthenationalinflationrate.WedidthisandmorewhiletheMSCfleetwasreadyfor operationaltaskinganaverageof270daysperyear,withmanyshipsatseaformorethan200daysduringthefiscalyear. WealsoincreasedourenergyconservationeffortsinFY2009,sharingourexpertiseacrosstheNavywithinitiativessuch ascuttingbackonshorepowerusage,usingimprovedhullcoatingsandinvestigatingmoreefficientpropellerdesign. MSC’scivilservicemarinerattritionrateisdownto7percent,thelowestlevelsincewestartedkeepingrecords,andour civil-service-employee-vacancy-ratehasremainedsteadyat12percent. WehavemadeMSCamoreefficientandresponsiveorganization.We’vemanagedcostsandoperationsmoreeffectively andcontinuedtodeliverthegoods.WehavealignedMSCclosertoanincreasedcustomerbase,meteveryoperationalmission withstellarresults,keptfaithwithourshipmatesandwillhavereturnednearlyabilliondollarstotheNavybudgetby2013— criticalresourcestheNavyneedsforthefuture.
