Net Value of Prime Contract Awards Over $25,000 by Federal Supply Classification Code and Description, and by DoD Component for FY 1996 55 List of Abbreviations 77 INTRODUCTION This report includes summary data on Department of Defense (DoD) prime contract awards over $25,000 by Service Category and Federal Supply Classification (FSC) for fiscal years (FYs) 1996, 1995, 1994, and 1993. These are displayed in Table 1, page 9; Table 2, page 13; and Table 3, page 35. Only the FY 1996 data are displayed in Table 4, page 55. Awards of $25,000 or less are covered in Exhibits A and B, page 4. Exhibits A through F are discussed in the "HIGHLIGHTS" section, page 3. Table 1 - This table covers awards for Research, Development, Test, and Evaluation (RDT&E) services. Data are displayed according to DoD procurement program categories. Table 2 - Data on awards for Other Services and Construction are provided in Table 2, arrayed according to Federal Procurement Data System (FPDS) codes and descriptions. The FPDS system of codes covers all non- RDT&E services and is comprised of 23 groups and approximately 1500 individual classes. Some of the groups that are shown in Table 2 include Construction of Structures and Facilities, Operation of Government-Owned Facilities, Lease or Rental of Equipment, and Utilities and Housekeeping Services. Table 3 - This table contains data on awards for Supplies and Equipment, presented according to the appropriate FSC code and description. The FSC system of codes is composed of 78 groups and approximately 700 individual classes. This system was developed primarily for supply management of items known to be in the supply system of the Federal Government. Definitions of the classes appear in the Cataloging Handbook, Federal Supply Classification, Part I, "Groups and Classes," H2-1, which may be purchased from the Superintendent of Documents, U.S. Government Printing Office, Washington, D.C. 20402-9371. Table 4 - This table shows only FY 1996 data by DoD Component for each of the FSCs displayed by category in Tables 1, 2, and 3 above. DoD Components include the Army, Navy, and Air Force, as well as the Defense Logistics Agency (DLA), Office of the Corps of Engineers (OCE) civil functions, and the Other Defense Agencies (ODAs), such as the Defense Information Systems Agency or the Defense Mapping Agency. The following chart provides a graphical comparison of dollar amounts associated with Table 1 through Table 3, and displays their proportional relationship with the total amount of awards over $25,000. The large number of subcontracts awarded for basic and intermediate materials and components are not reflected in this report. As an example, most of the steel plating for ships is purchased by defense prime contractors. Only a small portion is purchased directly by DoD (see code 9515). Similarly, a large dollar amount of electronic equipment is purchased by defense contractors who have received prime contracts for missiles and other weapons systems. Terminations and other downward adjustments of contracts are included in the award category to which their dollar amount corresponds. They are considered positive entries when calculating the total number of contract actions but negative entries when calculating total net value. It should be noted that a contract can be terminated years after the original obligation was made, even when there are no actions in between (e.g., FSC code El99, Purchase/Other Miscellaneous Buildings, had a negative funding modification action during FY 1994 on a FY 1982 contract). Detailed information on procurement actions of $25,000 or less are not included in Tables 1, 2, 3, and 4 of this publication. The exclusion of these procurements (from Tables 1, 2, 3, and 4) understates the purchase of commercial type items and services and may overemphasize military hard good items, which are normally purchased in large dollar amounts. Due to this exclusion, for example, Subsistence Purchases (FSC Group 89) may be understated. For security reasons, some contracts have been reported with a classification other than the one describing the item purchased. Therefore, data for a number of the Federal Supply Classifications presented may be incomplete. • Data categorizing contract awards by Service Category and Federal Supply Classification include awards to all types of contractors. In this respect, the coverage differs from other reports published by WHS/DIOR that provide this type of information only on awards to business firms in the United States. • Totals and percentages in Exhibit A through Exhibit F are computed on whole dollars and may not add up due to rounding. HIGHLIGHTS Total Procurement Exhibit A, page 4, shows total prime contract awards categorized by the major types of business. As this exhibit shows, since FY 1995, total prime contract awards increased by $813 million, or 0.6 percent; awards to Business Firms decreased by $544 million, or 0.5 percent; awards to Educational and Nonprofit Institutions decreased by $4 million, or 0.1 percent; awards to Interagency/Foreign Military Sales (FMS) increased by $621 million, or 5.0 percent; and awards for Work Outside the United States increased by $749 million, or 13.3 percent. Exhibit B, page 4, shows an increase in the actions over $25,000 and a decrease in actions of $25,000 or less since FY 1995. Actions over $25,000 increased by $2,004 million, or 1.7 percent; the actions of $25,000 or less decreased by $1,191 million, or 8.6 percent. The increasing use of the Government Purchase Card, which is not reported in the Defense Contract Action Data System, is the primary reason for the decline in actions of $25.000 or less. Type of Effort Exhibit C, page 5, provides data on awards over $25,000 by Type of Effort. As shown in this exhibit, in FY 1996, awards for Supplies and Equipment accounted for 44.4 percent of the total. The balance of the awards came from Other Services and Construction, 38.6 percent, and RDT&E work, 17.0 percent. Research, Development, Test, and Evaluation (RDT&E) Category Exhibit D, page 5, shows FY 1996 and FY 1995 RDT&E comparisons, by selected subprograms within the DoD claimant programs. The claimant program, "Electronics and Communications Equipment," had the largest dollar change between FY 1995 and FY 1996; the change was a decrease in this category of $619 million, or 17.7 percent. Additionally, between FY 1995 and FY 1996 (see page 10, Table 1, Concluded), Basic Research decreased by $18 million, or 1.1 percent; Exploratory Development decreased by $33 million, or 1.4 percent; and Other Development/Support decreased by $1,221 million, or 6.9 percent. Each procurement category's share of the total RDT&E for FY 1996 was distributed as follows: Basic Research accounted for 7.9 percent: Exploratory Development, 11.3 percent; and Other Development/Support, 80.8 percent. Other Service and Construction Category Exhibit E, page 6, shows the ten service groups with the greatest dollar change from FY 1995 to FY 1996. The group that showed the largest amount of change for FY 1996 was Group J, "Maintenance, Repair & Rebuilding of Equipment." The change in this group was a decrease of $838 million, or 13.9 percent. However, Table 2A, page 13, shows a steady four year increase for the total amount awarded by the DoD for Other Services and Construction category. Federal Supply Classification (FSC) Category Like Exhibit E, Exhibit F, page 6, also shows a comparison of the ten FSC groups with the greatest dollar change from FY 1995 to FY 1996. The FSC group that increased the most for FY 1996 was Group 19, "Ships, Small Craft, Pontoons, and Floating Docks"; the increase in this group was $2,523 million, or 26.5 percent. Conversely, Group 13, "Ammunition & Explosives," decreased the most, $1,921 million, or 35.3 percent.
