This comprehensive report reviews the progress that has been made by the Department in improving the readiness of the National Guard and Reserve. In the Board's judgement, there are areas where further improvements are requir3d to make the Reserve components more effective members of the Total Force. The Board's recommendations are listed throughout the report. The report represents the collective views of the members of the Board, and not the official policy positions of this Department or any other Department or agency of the United States government. The Board, having just celebrated its 40th Anniversary, continues to make excellent contributions to our efforts to ensure that the National Guard and Reserve are adequately manned, equipped, trained, and ready as pa.t of the Total Force. The Board's assistance to me and the Department has been significant and most appreciated.
