It has been an honour and privilege to work with like minded Volunteers for the support of clubs. I thank the Sub Committees, Chairman and Secretaries of the various Committees for the hours of work put in .my administration staff for the financial, RFU and Club matters. The County has seen from the RFU of last season in the way it will be funded going forward, and has seen a significant amount of work being passed down to the County Committee to achieve this end !!, I point out to clubs County members are elected volunteers representing clubs !! And not paid servants of the RFU!! . I would like to thank the steering Committee under Mo Jackson and Rob Palmer for putting together the Report known as the Planning, Founding & Reporting document this will be Devon’s working Action Plan, of which clubs have had the opportunity to see and respond to with feed back on the special events held around the county. As President I have an obligation to all clubs in Devon for funding from the RFU, and made the PFR document available for clubs to see making the document transparent to all clubs, from the attendance of clubs and their feed back this has been achieved. Clubs seeking funding for a specific project must be working towards the Junior Seal of Approval or whole Club Seal of Approval. The Seal shows on achievement that the club is well organized and well run. It will be a requirement for future RFU club funding. I travelled around the County and visited many clubs as my ongoing theme of office and was made most welcome with much support for the County RFU, many topics were discussed! Not all rugby! I thank all the clubs who participated in County Senior, Intermediate and Junior Cups, and congratulations to the winners. I thank those clubs who supported the County Championship and released players, both for the U20 and Senior XV’s. Also I thank the School of Rugby Management Team and the Schools County Squad Management Team along with the under17/18 group including Woman’s Rugby Squads and Management. Last but not least of my thanks are to the Devon and Plymouth Referees Societies of which we are indebted, I thank you all for the time you put to the game. I wish all clubs in the County the very best for the 2011-12 season. Maxwell Turner - President Devon RFU Ltd. Hon. Treasurers Report - Extract from the report given to the Financial A.G.M. in October 2010. A splendid surplus of £36 after the Revenue extracted £419 of our net surplus of £455.! Summary of income shows a reduction of £13,731 from the previous year but actually 2009/10 is approx. £7,000 higher than 2 years ago so don’t read too much into the figures e.g. Toolkit Funding was £5,000 lower than in 2008/09. It has to be appreciated that RFU support will continue to flatten or even fall; that the interest on our term deposits will remain low for another 12 months or so; that gate monies will be poorish whilst we do not play Cornwall in the championship and we were more generous than before in our financial support for the Schools Rugby after the RFU support reduced by £1,700. Expenditure – The U17/18 Development teams cost a total of £6,290 and only £1,650 was financed by the RFU – so we dipped into the Stipend & Conditional RFU income – not ideal but these are the decisions we have to make annually. New RDP Chairman, Rob Palmer, is looking at cutbacks. Similarly the expenditure on the Senior team – is £23,275 reasonable ? Apart from Vospers sponsorship of £2,000 we have to finance the team mainly from the RFU monies. The Playing Committee are considering “reductions”. Office costs remained stable and although committee costs seem large increasing by 28%, quite reasonably there are more claims from committee members and there were more meetings than in the previous financial period. We could trim the subsistence buffet to a ham sandwich and cup of tea but is that fair to a county committee who give up considerable time to help run a successful CB ? Competitions expenditure was expected to be higher but will probably reduce back to approx. £2,000/£2,500 again this year. School of Rugby £4,826 – will be higher this year as costs last year were under budget. Grants to Schools Rugby, which is basically the costs of kit not paid for by the DSRU, will be less.The £1k paid out for Volunteer/Recruitment is including a supportive sum towards referees kit.Overall the total expenditure was approx. £400 lower than the previous year The Union’s Accumulated Fund in the Balance Sheet still stands at £180k which includes the Referees Fund of £33,781. Over the last 7 years the Union’s funds have been boosted by VAT refunds and various sponsorship funds so when I hear threats from the RFU about reclaiming funds from CB’s who are not using them I am considerably displeased. Hard days are ahead; the Government will prune their financial backing so if the Devon RFU wish to continue its support to the various sectors in the county we shall have to use the Reserves.. I conclude by thanking County colleagues for their support and to club treasurers who are not finding life too easy ! Ken Jeffery, Hon. Treasurer. Rugby Development Partnership - Chairmans Report 2010 -11 Role of the Rugby Development Partnership The role of the Rugby Development Partnership (RDP) is to plan, arrange funding and coordinate the delivery of all aspects of rugby development within the county of Devon. The Devon RDP is funded in part by the RFU with the Devon RFU providing additional funding. Each area is subject to a funded budget and performance reviews. Coaching; There is now a Coaching Sub-Committee up and running for Devon. This oversees the planning and delivery of coaching matters in the county. It is chaired by Chris Perkins. A coaching development pathway is now being introduced. The concept is that club coaches who wish to move into representative coaching will firstly become involved in coaching one of the four District teams at either Under 13’s or Under 14’s age grades. They may then progress onto coaching the Under 15’s or 16’s county teams in conjunction with the Devon Rugby Football Schools Union, the Girls county Under 15’s or 18’s squads, and then onto Under 18’s or Senior Mens or Ladies XV. Next season, the drive is for the Club Coaching Coordinator’s (CCC’s), to produce their own club Coaching Development Plans and for the Devon RFU and the RFU employees support them to achieve the plan. A priority is to ensure the RFU recruits a new Community Rugby Coach (CRC) for south and west Devon, to support the excellent work that is currently undertaken by the CRC for north and east Devon. A coaching bursary was introduced this season, and will be continued into next season. This is being funded by the Devon RFU from its reserves. To qualify the club applying must have:  A current Coaching Development Plan;  A lack of coaches qualified to RFU Level 1 or 2 for the Under 15’s, 16’s, Colts or Senior XV’s teams in that club;  No head coach currently qualified to Level 2 for the relevant squad;  No more than two Level 1 coaches currently for the relevant squad;  An objective need for funding support from the Devon RFU. If approved, the Devon RFU will fund 50% of the cost of a Level 1 or Level 2 course for nominated individuals. The Devon RFU will pay the 50% of the cost of the course on the successful completion of that course. Bids for the bursary will be decided by the Coaching Sub-Committee and overseen by the Rugby Development Partnership. The Devon RFU is also intending to hold District Coaching Seminars (subject to demand) in each of the four Districts in the county, and a Devon RFU Coaching Seminar supported by Exeter Chiefs RFC. Referees The RDP works with the Devon Rugby Referees Society and Plymouth Rugby Referees Society to recruit, retain and develop referees. This includes referees that are members of either society, or club referees. This season, the courses run by the RFU are: Venue Course Delegates Withcombe RFC Mini Midi 9 Exeter Saracens RFC Mini Midi 10 (5) West Buckland ELRA 7 Tiverton RFC ELRA 18 (11) Kingsbridge RFC ELRA 15(12) Brixham RFC ELRA 15 (5) Newton Abbot RFC ELRA 12 (2) Tavistock RFC ELRA (3) Exmouth RFC ELRA 8 (2) Devonport Service ELRA 8 Clyst Vale CC ELRA 15 (15) Total = 8 x ELRA 106 (50) 2 x Mini-MidiMM 19 (5) (Figures in brackets in red indicate students). The referee’s societies run development evenings, and run mentoring schemes for young referees. They also attend coaching seminars to improve understanding of the rules and their interpretation. My thanks to Simon Lane and Steve Harland from the Referee’s Society for their work supporting referee development this season. School of Rugby The Devon CB School of Rugby (SoR) has now been running for four years. It is funded by the RFU to their curriculum and the Devon RFU is assessed against the standards required. It caters for players from Under 13’s to Under 16’s who show the potential to become Elite rugby players. This season, players graduated from the SoR having achieved significant results in terms of their personal performance and representation in county, divisional or national rugby. Several players are moving onto the Exeter Chiefs Academy, with others progressing to schools or colleges in the South West. The effect of the SoR can be seen in the standard of junior rugby in the county. The gratitude of the CB goes to the SoR Manager, Rob Taverner, and to all the coaches who give up their time in the name of player development.
