AIR FORCE INTEGRATED NATURAL RESOURCES 2 MANAGEMENT PLAN 3 Nellis Air Force Base 4 Creech Air Force Base 5 Nevada Test and Training Range 6 7 8 1 ABOUT THIS PLAN 2 This installation specific Environmental Management Plan (EMP) utilizes the U.S. Air Force’s (USAF) 3 standardized Integrated Natural Resources Management Plan (INRMP) template. This INRMP has been 4 developed in cooperation with applicable stakeholders, which may include Sikes Act cooperating 5 agencies and/or local equivalents, to document how natural resources will be managed. Non-U.S. 6 territories will comply with applicable Final Governing Standards (FGS). Where applicable, external 7 resources, including Air Force Instructions (AFIs); USAF Playbooks; federal, state, local, FGS, biological 8 opinion (BO) and permit requirements, are referenced. 9 Certain sections of this INRMP begin with standardized, USAF wide “common text” language that 10 address USAF and Department of Defense (DoD) policy and federal requirements. This common text 11 language is restricted from editing to ensure that it remains standard throughout all plans. Immediately 12 following the USAF wide common text sections are installation sections. The installation sections contain 13 installation specific content to address local and/or installation specific requirements. Installation sections 14 are unrestricted and are maintained and updated by USAF environmental Installation Support Teams 15 (ISTs) and/or installation personnel. 16 NOTE: The terms ‘Natural Resources Manager’, ‘NRM’ and ‘NRM/POC’ are used throughout this 17 document to refer to the installation person responsible for the natural resources program, regardless of 18 whether this person meets the qualifications within the definition of a natural resources management 19 professional in DoDI 4715.03. It may be updated or revised more often if 3 changes occur to natural resource management and conservation practices, including those driven by 4 changes in applicable regulations. In accordance with (IAW) the Sikes Act and AFI 32-7064, Natural 5 Resources Management, the INRMP is required to be reviewed for operation and effect not less than 6 every five years. Annual reviews and revisions are accomplished by the base Natural Resources Manager 7 (NRM), and/or an Installation Support Team Natural Resources Media Manager. The installation shall 8 establish and maintain regular communications with the appropriate federal and state agencies. At a 9 minimum, the installation NRM (with assistance as appropriate from the NR Media Manager) conducts 10 an annual review of the INRMP in coordination with internal stakeholders and local representatives of the 11 United States Fish and Wildlife Service (USFWS), state fish and wildlife agency, and National Oceanic 12 and Atmospheric Administration (NOAA) Fisheries, where applicable, and accomplishes pertinent 13 revisions. Installations will document the findings of the annual review in an Annual INRMP Review 14 Summary. By signature to the Annual INRMP Review Summary, the collaborating agency representative 15 asserts concurrence with the findings.
