The commentperiod starts Friday, June 22, 2012 and ends on Thursday, Citiesof;VlamedaCounty August 2, 2012 at 5:00 p.m. DavidCampos CityandCount)'ofSanFrancisco The federallyrequiredTransportation ImprovementProgram (TIP) is acomprehensive listing of surfacetransportation capitalprojects forthe nine-county SanFrancisco Bay Areathatreceive SantDaaCvlaeraCoCrotuenstey federal fiinds, are subjectto afederallyrequiredaction orare regionally significant. The MTC, as the federallydesignatedMetropolitanPlanningOrganization (MPO) forthe San Francisco Bay BillDodd NapaCountyandCities Arearegion, prepares andadoptstheTIP at leastonce everyfouryears. The TIP covers a four- yearperiod andmustbe financiallyconstrainedbyyear, meaningthatthe amount ofdollars U.S.DepaDrotmreennteofMT.ranGsipaocrtoaptiinoin committedtotheprojects (also referred asprogrammed) mustnotexceedthe amount ofdollars estimatedto be available. The Draft2013 TIP includesprojects programmed over four fiscal FederalD.Gloved' years from FY2012-13 through FY2015-16. The TIP must include afinancial plan that ContraCostaCounty demonstratestheprogrammedprojects canbe implemented, and mustbe accompanied bya MarkGreen transportation-airqualityconformityanalysis. To further assist in the public assessment ofthe ofBayAreaGovernments 2013 TIP, and specificallyto addressthe equity implications ofthe proposed TIP investments, MTC ScottHaggerty has conducted an investmentanalysis with afocus on low-income and minority residents. AlamedaCounty AnneW.Halsted MTC has alsoprepared aDraftConformityAnalysis forthe 2013 TIP. As required by federal SaanndFrDaenvceilsocopmBeanytCCoonmsemrivsastiioonn conformityregulations, MTC mustdemonstratethattheTIP is consistentwith ("conformsto") the federal airqualityplanknovm asthe State Implementation Plan. Conformity to the SIP MarinCouSntteyveanKdiCnistieeys meansthatthetransportation activities will notcause new airquality violations, worsen existing violations, ordelaytimelyattainmentoftherelevantnational ambient airquality standards. For SamLiccardo theBayArea, the conformityanalysis addressesthe national 8-hourozone standard, national CitiespfSantaClaraCounty carbonmonoxide standard, andthenational 24-hour fine particulate matter standard. JakeMackenzie SonomaCountyandCities MTC has developedthe Draft2013 TIP and DraftConformity Analysis in cooperation with the countyCongestion ManagementAgencies, California Department ofTransportation (Caltrans), KevinMullin CitiesofSanMateoCounty individual cities, counties, transitoperators, and otherproject sponsors, and in consultation witli theFederal HighwayAdministration(FHWA), Federal Transit Administration (FTA) and U.S. BijanSartipi StateBusiness,Transportation Environmental ProtectionAgency (EPA). All projects included in the TIP are consistent with the andHousingAgency long-range Regional Transportation Plan (RTP), the Transportation 2035 Plan forthe San JamesP.Spering Francisco BayArea. SolanoCountyandCities ScottWiener Copies ofthe Draft 2013 TIP and Draft Transportation-Air Quality Conformity Analysis are SanFranciscoMayor'sAppointee available forpublic review at the MTC-ABAG Library, 101 Eighth Street, Oakland, and at major public libraries in each ofthe nine Bay Area counties, and on the MTC website at: http://www.mtc.ca.gov/funding/tip/2013. MTC Public Hearing will hold apublic hearing on the Draft 2013 TIP and Draft Transportation- : Air Quality Conformity Analysis during MTC's Programming and Allocations Committee meeting on: Wednesday, July 11, 2012, 11:00 a.m., or immediately following MTC's Administration Committee meeting, whichever occurs later, at 390 Main Street, San Francisco, CA Written Comments: Written comments may be submittedto MTC's Public Information Office at: 101 Eighth Street, Oakland, CA 94607 or faxedto MTC at 510-817-5848 or sent via e- mail to [email protected] . Written comments are due by 5:00 p.m. on ThursdayAugust 2, 2012. Formore information, call MTC's Public Information Office at 510-817-5787. The Final 2013 TIP and Final Transportation-Air Quality Conformity Analysis are scheduled for adoption by MTC on September 26, 2012. Once approved by the Commission, the 2013 TIP will be forwardedto Caltrans, FHWA and the FTA for approval and inclusion into the Federal State Transportation Improvement Program (FSTIP). Federal approval ofthe FSTIP is scheduled forDecember 2012. The Final Transportation-Air Quality Conformity Analysis and the Commissions conformity determination will be forwarded to FHWA and FTA fortheirjoint review and concurrence. Sincerely, Alix A.
