INTRODUCTION: 1.1 STATE CET ACT: 1.1.1 The Government of Maharashtra has passed "The Maharashtra Unaided Private Professional Education Institutions (Regulating of Admission & Fees) Act 2015". As per the act, the State Government has published the rules in Maharashtra Government Gazette No.CET 1215/C.R.412/ 15/Edu-2, Dated 19/01/2017, and Amendment rules, 2018 in Gazette no CET- 3517/164(Part-1)/17/Edu-2 dated 30/01/2018 (Annexure-Q). 1.1.2 As per Government resolution No CET3517/C.R. 120/17/Edu-2 dated 13/04/2017, (Annexure-R) the combined selection procedure for the post graduate courses at all Govt./Corporation/Government aided/Unaided Private and Minority Medical Colleges situated in the State of Maharashtra is being carried out in accordance with the rules and orders issued by Government from time to time and on the basis of directions/decisions given by Hon’ble Court in various court orders. 1.1.3 Government of Maharashtra has given approval for NEET-PG-2018 Information Brochure as per MEDD Letter No.CET- 3517/C.R.No.454/17/Edu-2, dated 31/01/2018 (Annexure-S) 1.2 CLARIFICATION: NEET-PG is an eligibility-cum-ranking examination prescribed as a single entrance examination to various MD/MS and PG Diploma Courses as per section (10) of Indian Medical Council Act, 1956. NEET-PG is a single window Entrance Examination for Medical PG courses. No other Entrance Examination, either at state or institute level, in the State of Maharashtra shall be valid for entry to MD/MS/PG Diploma Courses as per Indian Medical Council Act, 1956. SCOPE OF NEET-PG 2018 for admission to postgraduate Medical courses for the academic sessions 2018-19 will include the following. 1.2.1 All India 50 % Quota Seats for MD/MS/PG Diploma Courses. 1.2.2 State Quota seats for MD/MS/PG Diploma Courses in Government/ Corporation and Government Aided Medical Colleges situated in the State of Maharashtra. Information Brochure (1) NEET- PG 2018 1.2.3 MD/MS/PG Diploma Courses Seats at All Unaided Private and Minority Medical Colleges/ Institution situated in the State of Maharashtra. For academic year 2018-2019, online NEET PG 2018 examination had been conducted by Competent Authority appointed by Government of India, New Delhi. In the state of Maharashtra, the Government of Maharashtra has established "ADMISSION REGULATING AUTHORITY AND STATE COMMON ENTRANCE TEST CELL" as per the provision of Maharashtra Unaided Private professional educational institutes (Regulation of Admission & Fees) Act. 2015, (herein after "the act"). The allocation of seats for MD/MS/PG Diploma courses for academic year 2018-19 in various medical Institutions/Medical colleges under ambit of PG course Regulations shall be undertaken as per procedure prescribed in Postgraduate Medical Education Regulations published by MCI. For admission to Medical Postgraduate courses at all Government/ Corporation /Government aided /Unaided Private and Minority medical colleges (Excluding Deemed University) in the State of Maharashtra for State Quota, State Merit list of eligible candidates will be prepared by the Competent Authority of the State of Maharashtra on the basis of NEET-PG 2018 examination. 1.2.4 Annexure E show the list of colleges conducting post graduate Medical courses where admission will be carried out by State CET Cell. The procedure adopted by State CET cell will be called as “Procedure for selection and admission to Medical Postgraduate Courses at the Government / Corporation / Government aided / Unaided Private and Minority Medical Colleges through NEET-PG 2018. 1.2.5 This procedure is applicable only to the seats at disposal of Competent Authority, State CET Cell, for Government/Corporation / Government aided / Unaided Private and Minority Medical colleges admissions in the academic year 2018-2019. No promise is implied therein for subsequent years and no expectations should be based on this procedure for future. 2. DEFINATIONS of important terms are given in Annexure "A". 3. COMPETENT AUTHORITY: The Commissioner, State CET Cell, Mumbai has been designated as Competent Authority for selection and admissions at (i) Government/ Corporation/Government Aided Medical colleges and (ii) Unaided Private & /Minority Medical colleges for the year 2018-19, as per provisions of section 2(e) Information Brochure (2) NEET- PG 2018 and section 10(4) of the Act (for Unaided Private & /Minority Medical colleges) and Government Resolution No. MED-1015/CR 396/15/Edu-2, Dated 16/12/2015 (for Government/ Corporation Medical colleges) (Annexure-W). These admissions will be done on the available postgraduate seats at disposal of Competent Authority in State Quota Seats of Government/Corporation/ Government Aided Colleges and State Quota seat for Central Government/unaided Private & Minority Medical Colleges from state of Maharashtra. The Competent Authority will supervise and control the selection process by implementing these procedures. The Competent Authority will issue necessary executive instructions for implementation of these procedures and provide relevant information to be published or communicated. The Competent Authority will declare time-table, details of the date(s) of various procedures relating to admission process, in consultation with Nodal officer. 4. AUTHORITY: 4.1 Nodal Officer: Director of Medical Education and Research, Mumbai will act as Nodal Officer to carry out this admission process. 4.2 Designated Authority: For the purpose of implementation of these procedures following authorities will act as Designated Authorities. The Designated Authorities may associate other officials to assist them in the selection and admission process. 5. GRIEVANCE REDRESSAL AUTHORITY (IN GENERAL) As per section 9 of the Act, any grievance regarding the admission process will be dealt by the Commissioner, State CET Cell. 6. LIST OF MEDICAL POSTGRADUATE COURSES: The list of available medical postgraduate Degree/Diploma courses along with code numbers are given in Annexure-“B”. 7. DISTRIBUTION OF PG MEDICAL SEATS FROM A) GOVERNMENT/ CORPORATION / GOVERNMENT AIDED MEDICAL COLLEGES, AND B) UNAIDED PRIVATE AND MINORITY MEDICAL COLLEGES:- Information Brochure (3) NEET- PG 2018 A) Government/Corporation/Government Aided Medical Colleges: 7.1 The seats available for admission to medical postgraduate courses through NEET-PG 2018 will be from Institutions located in the State Maharashtra i.e Government/Corporation medical colleges and the State quota seats of the Central Government and Government Aided institutions. 7.2 The seats available for admission to medical postgraduate courses will be distributed as 50% to all India Quota & remaining 50 % to the State Quota. From the State quota, 50% of Seats in post graduate diploma courses from State Government/Corporation Medical Colleges will be reserved for In-service candidates in the State Government services, who have served at least 3 years in remote and/or difficult areas. The additional weightage for In-service candidates will be given as per clause 9 (IV) & (VII) of Post Graduate Medical Regulation 2000 of MCI. Available State quota seats, (after excluding All India Quota) will be distributed in accordance to constitutional reservation policy of State as mentioned in Annexure "C". The specified reservation under Persons with Disability (PWD) category shall be filled as mentioned in Annexure "D". 7.3 All India quota in Government /Corporation medical colleges 50% seats of the intake capacity for post-graduate courses will be filled by the Competent Authority appointed by the Ministry of Health and Family Welfare, Government of India, through merit list of All India NEET PG 2018. 7.4 The seat position for Maharashtra State Quota admissions under NEET- PG 2018 of Government and Corporation medical colleges will be displayed on the website www.dmer.org and www.mahacet.org in due course. 7.5 The institute wise, course wise intake capacity of the seats will be as per Postgraduate Regulation of Medical Council of India (MCI) and Maharashtra University Health Services (MUHS), Nashik. 7.6 The seats available will be filled in, on the basis of State Merit list of NEET-PG 2018. There will be constitutional / Person with disability (PWD) reservation in these seats as per Government orders issued from time to time. (Annexure "C & D") 7.7 Any post graduate seat remaining vacant from All India quota and In- service quota will be reverted back to State quota, after the seats are surrendered by the concerned authorities. The surrendered seats will be filled by State CET Cell Information Brochure (4) NEET- PG 2018 7.8 As per order of Hon’ble Supreme court in W.P. 314/328 of 2015 dated 18/01/2016 (Ashish Ranjan and others v/s Union of India), All India quota seats remaining vacant will be converted into State quota. These seats will be distributed as per the reservation policy of the state Goverment.as per MEDD GR No.CET-1017/C.R.498/17/Edu-2 dated 02/01/2018 (Annexure-T). 7.9 Seats unfilled from In-Service quota will retain their original category and that will be distributed to non In-Service candidates using NEET PG- 2018 merit list. 7.10 Postgraduate seats left unfilled in an academic year, shall not be carried forward to the next or subsequent academic year. The last date of joining MD/MS/Diploma courses is 31st May 2018 as per the guidelines of MCI, issued pursuant to the orders of the Hon’ble Supreme Court of India in W.P. (c) 76/2005 and W.P.314/328 of 2015 dated 18/01/2016 (Ashish Ranjan and other V/s Union of India). The academic year will start from 2nd May 2018 as per MCI guidelines. B) Unaided Private and Minority Medical Colleges: 7.11 The post graduate seats of unaided Private & Minority Medical Colleges from State of Maharashtra will be filled through State Competent Authority of NEET-PG-2018 7.12 The seats available for admission to Post graduate Medical Courses shall be as stipulated by the appropriate authority and declared by Government from time to time. 7.13 In unaided Private medical Colleges and Minority Medical Colleges,50% seats are state CET cell quota seats and remaining 50% seats are institutional quota seats including NRI quota seats. All these seats shall be filled by State Competent Authority NEET-PG 2018. In Institutional quota, maximum 15% of the seats may be filled in, from the NRI candidates. 7.14 In unaided private institutions constitutional reservation is 25 % of total sanctioned intake as per the Maharashtra Government Notification Medical education Drugs department, No MED/2006/1196/C.R.- 204/06/Edu-1(2) dated 24 June 2006, as mentioned in Annexure "C". 7.15 The institute wise availability of the seats will be as per Postgraduate Regulation of Medical Council of India (MCI) and MUHS, Nashik. 7.16 The seats available at disposal of Competent Authority for admission to medical postgraduate courses through NEET-PG 2018 are inclusive of Institutional Quota from Unaided Private including Minority Medical Information Brochure (5) NEET- PG 2018 Colleges as decided by concerned Authorities. The subject wise and college wise seat position will be made available on the website www.dmer.org and www.mahacet.org. 7.17 Postgraduate seats left unfilled in an academic year, shall not be carried forward to the next or subsequent academic year. The last date of joining MD/MS/Diploma courses is 31st May 2018 as per the guidelines of MCI, New Delhi issued pursuant to the orders of the Hon’ble Supreme Court of India in W.P.(c) 76/2005 and W.P.314/328 of 2015 dated 18/01/2016 Ashish Ranjan and other V/s Union of India. The academic year will start from 2nd May 2018 as per MCI guidelines 8. ELIGIBILITY CRITERIA FOR NEET-PG 2018 MEDICAL POSTGRADUATE COURSES: 8.1 Candidate must be an Indian National. Nationality Certificate issued by District Magistrate or Additional District Magistrate or Chief Metropolitan Magistrate or valid passport or School Leaving Certificate of HSC/12th Std. indicating the nationality of the candidate as “Indian” shall constitute the proof of nationality. Non Resident Indians (NRI) are not eligible for any other seat except NRI quota seats in unaided private and private minority medical colleges, subject to fulfillment of NRI status. Persons of Indian Origin (PIO) / Overseas Citizen of India (OCI) are Not eligible for any seat under Competent Authority, State CET Cell. Non Resident Indians (NRI) are eligible only for maximum 15% Institutional Quota seats in the Unaided Private/Minority medical colleges. 8.2 Domicile of Candidate: The candidate must be domicile of the State of Maharashtra except i) NRI quota seats. ii) The candidate who has taken admission under Maharashtra Karnataka Border (MKB) quota from the Government medical colleges. (As per MEDD G.R.No.MED 1018/C.R.06/18/Edu-2, Dated -31/01/2018) (Annexure-U). 8.3 The Candidate must be medically fit 8.4 A) All Maharashtra State candidature: who have passed final M.B.B.S. examination from the college situated in the State of Maharashtra and completed/completing one year internship training by 31st March, 2018 from a recognized medical college (Annexure-F) included in the Schedule of the Indian Medical Council Act, 1956 are eligible. The Medical College should have been affiliated to the Maharashtra University of Health Sciences or Medical College affiliated to Deemed university as per University Grant commission Act Information Brochure (6) NEET- PG 2018 of 1956 under section 13/A, situated in State of Maharashtra. The candidate should have obtained registration, either from the Medical Council of India or Maharashtra Medical Council (MMC). Such a candidate will be held eligible for registration for NEET-PG 2018. Following candidates who have passed MBBS from out of State of Maharashtra, will also be eligible Provided that, the candidates who are domiciled in the State of Maharashtra and – a) Who have obtained admission under 15 % All India Quota for Bachelor of Medicine & Bachelor of Surgery (MBBS) course in the medical colleges situated outside state of Maharashtra and who have obtained a degree from a University situated outside the state of Maharashtra, or b) Who have obtained admission for Bachelor of Medicine & Bachelor of Surgery (MBBS) course in the Government medical colleges of All India Institute of Medical Sciences (AIIMS) or Central Government Institutions, shall also be eligible for admission to the courses, subject to the merit of the NEET-PG marks/percentile, as the case may be Such candidates should submit certificate from the Dean of respective medical college stating that the candidate was admitted under 15% AIPMT quota/AIIMS or Central Government Institutions for MBBS course. B) Persons of Indian origin (PIO) or overseas citizen of India (OCI) and non resident Indians (NRI) shall not be eligible under this candidature. C) NRI candidature: NRI Candidate is eligible for Institutional quota seats in Private Unaided & Private Minority Medical Colleges maximum upto 15%. D) Candidate who has passed MBBS examination from foreign University are not eligible for NEET-PG 2018 admission process. 8.5 All Candidates desirous to take admission for MD/MS/PG Diploma courses under state quota or Institutional quota must have appeared for NEET-PG 2018 and declared eligible by the Competent Authority of NEET PG 2018, Government of India, New Delhi. 8.6 To be eligible for selection: 8.6.1 To be eligible for selection to Medical Postgraduate courses a candidate belonging to General Category must secure minimum of marks at 50th percentile and candidate belonging to constitutional reservation category and constitutional reservation category with person with disability (PWD) claim must secure minimum of marks at 40th percentile in NEET-PG 2018.
