SAPNET, an autonomous society under IT&C Department has been providing Mana-TV channel services for broadcast over Ku band Satellite with a band width of 17MHz in Ku-band incorporating 4 TV channels and one data channel under MoU with ISRO for distance education and developmental activities of GOAP. SAPNET is located in the premises of DR.B.R.Ambedkar Open University, Rd.No.46, Jubilee Hills, Hyderabad –500 033. It has three studio floors for studio production with PCR and edit facilities, earth station for up-linking of programmes to Satellite and the SAPNET office premises. Presently only one studio with PCR and other edit facilities etc. has been kept for SAPNET use. SAPNET is an organization headed by Chief Executive Officer (CEO) catering to provide facilities to Govt. depts. for broadcast of audio, video and data signals through satellite communication to the targeted user Govt.depts. and people of AP. GoAP has provided nearly 6000 and odd Receive Only Terminals (ROTs) across AP, at different Govt. ZP Schools, Jr. Colleges, Govt. Degree Colleges etc and 1097 MPDO offices to receive the MANA TV signals. MANA TV Bouquet Channel – 1: Higher & Technical Education/Distance learning Channel – 2: Live Interactive for all users departments Channel – 3: Human Resource Development, Social Sector & Agriculture/ Distance Training Channel – 4: School Education Page 5 of 57 RFP for Up-gradation of Mana-TV Equipment for CEO, SAPNET, Hyderabad A.2 Scope of Work SAPNET wishes to augment an improvised MANA TV studio facilities for production of educational programs in conjunction with the other technical setup installed in the TV Studio complex. The additional equipment proposed to be procured is to be installed and integrated with the existing set‐up. The following are the broad specifications of the various equipments in the Full HD tapeless TV Studio chain. Two full HD Cameras chain with wired remote control unit and HD 14X Lens. Production control room should house 4 HD SDI Inputs, minimum 30 HD Live virtual sets Production Switcher, network sources and internal media sources, having capability to record on the internal hard disk. Dual output Multi viewer will simplify the monitoring arrangement in the PCR. The switcher should be an integrated solution for Live Production, Recordings, Graphics, Titling, HD Virtual sets, audio console and built in streaming. To achieve complete tapeless environment for LIVE transmission, play out, production, recording, post production and archiving should have a central storage of 16 TB capacities with RAID5, redundant power supply and hot swappable HDD. This will be the heart of the entire setup which would be connected through Giga bit switch to play out servers, NLEs, Graphics, production switchers and archiving. Programs produced in the studio should be recorded directly into the central storage. It should be possible to integrate existing available SD content into the central storage through NLE. One NLEs system should be available for post production and 3D graphic designing. For effective media management, quick searching and sorting of the available content MAM solution should be integrated with LTO6 for archiving. This will help to create metadata for all the available content. It should also generate Low-res video for all the archived content and all the content stored on the central storage. This low-resolution video and the metadata would help for quick searching and sorting using simple desktops. All required accessories for integration of all studio equipment and functioning of all the above equipments including convertors, cables, audio/video connectors, wall box, patch bays, adapters, sound treatment of walls etc., must be supplied. Any equipment required for functioning of the studio but not specified should also be quoted. A.3. A.4. Scope of incidental services: 1. Furnishing of a detailed operations and maintenance manual for each appropriate unit of the supplied goods. 2. Warranty period services are for Three years for all the items mentioned in Sch-I. A.5. Maintenance: Successful bidder has to supply & maintain all the items including all accessories. If the items mentioned in all the schedules are down and not working, same need to be repaired and restored for normal functioning as per agreed Service Level Requirements. Failing which penalty will be recovered from Performance Security as per Clause C. 15. A.6. Delivery and Installation (Up-gradation of the equipment) period The Successful Bidder shall deliver, install and commission the goods/services within Twelve (12) weeks from the date receipt of Contract agreement. A.7. Warranty Warranty period is for 3 Years comprehensive (including Spares-Parts/Service/ Labour/On- site) for Schedule-I items. During warranty period the bidders should conduct preventive maintenance once in three months besides attending the regular calls. SLA for performance during maintenance period: 1. The original call log for all the logged calls of complaints & calls closed status should be sent by email to Department and copy to SAPNET on fortnightly basis for monitoring. 2. Along with the above mentioned call log, a date wise abstract of calls logged and repair status within SLA and outside SLA should be provided to SAPNET in the following format with supporting call reports duly signed by the user: Calls closed Date No.of Within Within Within Within Within Within Beyond calls 6 hrs 12hrs 1 day 2 days 3 Days 4 Days 4 Days logged The above table may be used for calculation of penalties for not meeting the SLA requirements during maintenance/warranty period. Persistent complaints from the user department during the warranty period relating to the improper service will be sufficient ground for the SAPNET to blacklist the successful bidder from participating in the future tenders. Note: 1. Representations received from the bidders within 3 days from the date of opening of technical bids on the issues related to Pre-qualification/Technical bids evaluation and within a day from the date of opening of commercial bids on the issues related to the commercial bid evaluation will only be accepted. Representations received beyond this period will not be considered and strictly rejected. 2. The bidder should upload all the required documents with clear visibility, avoid missing documents and avoid bidding mistakes. In such cases, APTS reserves it’s right in seeking clarification from the bidder and may disqualify the bidder for the bidding mistakes, missing documents and for the documents that are not clear. A.8 Site Visit Prior to submitting the bid for the work, the bidder should visit and examine the Site of Works and its surroundings and obtain all information that may be necessary for preparing the bid at his own cost, responsibility and risk. The bidder shall bear all costs associated with the preparation and submission of bids. The APTS/SAPNET will in no case be liable for such cost regardless of the conduct or outcome of tendering process. The bidder is expected to examine carefully all instructions, information, conditions of contract, contract data, technical specifications, maintenance specifications, bill of quantities, forms, Annexure in the Bid Document. Failure to comply with the requirements of Bid Documents shall be at bidder’s own risk. Bids which are not substantially responsive to the requirements of the Bid Documents shall be rejected. Roles and responsibilities of the department (ie., CEO,SAPNET) a) Department has to issue necessary instructions to the concerned officers to permit the Bidder/Contract Agency for inspection of the site before submission of the bid and executing the work (without any obstructions) after awarding the contract b) Department has to provide the required basic amenities to the Bidder (required Input/Output Electricity power, Water etc.,) during the execution of the work at site. c) Department has to issue approval letters to the concerned (RTA dept/Check post) departments if the bidder required while transporting the materials (pertaining to this work) to CEO,SAPNET d) Department has to provide sufficient space/room to bidder for keeping their material during execution of the work. e) Department has to nominate one designated officer for this work to co-ordinate with bidder for smooth implementation during executing of the work. Certifying the work, bills and recommending eligible payment to the bidder f) Department has to provide access/handover the site to the bidder for execution of the work. g) Department has to give site readiness certificate to the bidder for starting the project work. h) Department is not responsible for bidders delay during execution of the work. i) The bidder has to give the list of their persons working in the site for issuing temporary passes for entry into the SAPNET premises. j) The bidder has to make all inventories of all items belonging to their company or to SAPNET for all security purposes and inward and outward gate pass entries to be followed as per the guidelines of the SAPNET. A.11. Roles and Responsibilities of the Bidder/Contract Agency/Successful bidder. a) Bidder has to make his own arrangements during execution of the work (ie., Safety, Manpower, transportation, insurance, staying at site etc.,) b) Bidder has to appoint one responsible person (ie., Project Manager level) to Supervise the project and interaction with department officials during Execution, to till completion of the work. The execution has to be carried out with out disrupting the ongoing activities of recording / transmission in the studio. c) Bidder has to take care of their employees during execution of the work d) Bidder has to take prior approval from department for doing any additional work beyond contract agreement. e) Bidder has to complete the work on or before delivery and installation period, after taking site readiness certificate from department. f) Bidder has to provide training on the Servers, Storage items installed at DR Site to the officials identified by the department. g) Bidder has to prepare a complete document (Network Diagrams, Flowcharts etc.) on work done. A.12. Roles and responsibilities of APTS (Tendering agency) 1. Tender processing 2. Conducting pre-bid conference, TCPC meetings along with department officials 3. Evaluating the bids 4. Help in finalising the contract between SAPNET and the agency Page 9 of 57 RFP for Up-gradation of Mana-TV Equipment for CEO, SAPNET, Hyderabad Section-B - Pre- qualification conditions of the tender The bidder must possess the requisite Technical experience, Capabilities and Financial strength to provide the services described in the bid document. The following is the pre- qualification criteria. B.1 Pre-Qualification criteria: 1. The bidder should be a manufacturer/ authorized representative of a manufacturer/whole sale dealer and should be in business of manufacture and or supply / installation and maintenance of the offered similar items for a minimum period of Three years in India as on bid calling date. The Manufacturer’s Authorization form specific to this tender should be submitted as per the Annexure-III. 2. The bidder shall have at least 3 years of experience as on bid calling date in all of the following areas: i. Supply, installation, Operation & Maintenance experience in providing the “services” defined in the scope of this tender. ii. Supply, Installation, Maintenance of TV Studio Equipment ( for TV Broadcasting ) 3. The Bidder shall have a turnover of at least Rs.10.00 Crores in the areas Supply and installation, O&M of TV Studios related items put together, in any of the 2 financial years i.e. in 2010-11, 2011-12 and 2012-13. 4. The Net Worth of the bidder should be positive (Statutory Auditor’s Certificate stating that the bidder has a positive net worth) 5. The bidder must have a full-fledged support centre(or else ready to open office after awarding the contract.(Undertaking letter to be given by bidder) in Andhra Pradesh to support the installation & should have qualified engineers to attend to the support as & when required by The CEO, SAPNET, Hyderabad within 24 hours of receiving the call . Details of the service centers should be enclosed in Form P4 6. Bidder should give a Declaration that the Bidder has not been debarred/ blacklisted as on bid calling date by any Central or State Govt. / Quasi –Govt. Departments or organizations for non-satisfactory past performance, corrupt, fraudulent or any other unethical business practices as per Format given in Form P7. The bidder should not have any legal disputes with ITE&C or associated depts. including SAPNET at the time of bidding. 7. The bidder should have valid quality certification from ISO9001-2008 and valid ISO9001- 2008 certificate to be enclosed. 8. The products quoted should not be declared End of Life at the time of delivery and OEM should support the products quoted for at least 5 years and a letter to this extent be attached as a proof 9. The bidder should furnish the information on major past supplies under the relevant product/services as a proof PO/Contract Copy/ satisfactory performance to be submitted for the last Two Financial Years (2011-2012 and 2012-13).
