ILLINOIS DFPOSfTr' IAN 1 6 2004 “cRS/i - n Illinois H oflran^ 2300 South Di Springfield, IL, www.dot.s DIVISION OF HIGHWAYS The Illinois Department of Transportation’s Division of Highways is responsible forthe design, construction, operation and maintenance of the state highway system and the administration of the state’s local roads and streets program. The state highway system includes 17,000 miles of roads and 8,000 bridges. It is part of Illinois’ total system of state and local roads encompassing 139,000 miles and 26,000 bridges, the third largest in the nation. The bulk of the Department’s budget is for highway construction and maintenance funded by federal and state motor fuel taxes, sales taxes on fuel and other highway user fees. The Division of Highways is divided into nine districts throughout the state and is comprised of eight bureaus located at the central head- quarters in Springfield. The district offices are responsible for carrying out all of the Division of Highways’ operational functions within their geographical areas and the bureaus provide policy, guidance and specialized expertise to the nine districts. BUREAU OF HIGHWAYS ADIVIINISTRATION The Bureau of Highways Administration is responsible for providing the Division of Highways with administrative and management support for the eight central bureaus and nine district offices including: • Coordinating engineering activities through- out the Division • Preparing, monitoring and processing the Division’s budget • Initiating, coordinating and monitoring personnel transactions • Providing contract support • Supporting data processing, office automation and CADD activities BUREAU OF MATERIALS & PHYSICAL RESEARCH The Bureau of Materials and Physical Research is responsible for administering a testing and research program that ensures economy and quality in the selection and application of mate- rials used in designing, constructing and main- taining the transportation infrastructure of Illinois including: • Conducting laboratory tests • Planning and conducting investigations of pavement design, rehab and material- oriented problems • Informing the Department of research efforts and findings in highway design, materials, construction and maintenance BUREAU OF BRIDGES & STRUCTURES The Bureau of Bridges and Structures is responsible for developing the structural design policies and practices of the Department and providing planning and design of highway structures including: • Designing, developing and preparing bridge plans • Evaluating structural engineering projects • Conducting the Department’s investigation and evaluation of damaged bridges and preparing or approving plans for corrective action BUREAU OF DESIGN & ENVIRONMENT The Bureau of Design and Environnnent is responsible for developing standards, specifi- cations and policies for the design of a state highway network that provides for economical, smooth, safe, rapid and comfortable movement of people and goods throughout the state including: • Developing standards, specifications and policies for highway projects • Processing plans and contract documents through the bid letting process • Developing policies for the preparation of environmental impact statements • Providing aerial photography services • Processing consultant engineering services/agreements BUREAU OF LAND ACQUISITION The Bureau of Land Acquisition is responsible for developing policies for the Department’s land acquisition program statewide including: • Appraising and negotiating with landowners for property needed for the highway system and assisting in relocation • Managing property and monitoring signboards and junkyards • Preparing payment for the purchase of right-of-way BUREAU OF CONSTRUCTION The Bureau of Construction is responsible for setting policies that guide road construction, approving changes in contracts and providing uniform contract interpretation including: • Prequalifing contractors to do business with the Department • Processing contractor payments • Conducting engineering reviews of construction projects totaling more than $1.5 billion per year STX ^iuRfeAU OF LOCAL ROADS & STREETS The Bureau of Local Roads and Streets is responsible for assisting, guiding and directing local governments in accomplishing their high- way, street and transportation activities including: • Acting as liaison between the Department and local governments in administering state and federal programs • Allocating more than $600 million of Motor Fuel Tax funds to counties, cities and road districts BUREAU OF OPERATIONS The Bureau of Operations establishes policies and procedures to provide for the protection of the Illinois transportation infrastructure and for providing safe, smooth and efficient traffic flow under all conditions including: • Coordinating the maintenance of more than 42,700 lane miles • Conducting emergency construction and maintenance operations • Implementing maintenance and traffic programs, including signing, pavement mark- ing and overweight vehicle permits N30112074224426A DISTRICT 1 DISTRICT 6 201 West CenterCourt 126 EastAsh Street Schaumburg, IL60196-1096 Springfield, IL62704-4792 Phone 847/705-4000 Phone; 217/782-7301 DISTRICT 2 DISTRICT 7 819 DepotAvenue 400 WestWabash Dixon, IL61021-3546 Effingham, IL62401-2699 Phone; 815/284-2271 Phone; 217/342-3951 DISTRICT 3 DISTRICT 3 700 East Norris Drive 1102 Eastport Plaza Drive PO.
