Before accepting the invitation to write the preface to this book' I had some hesitations. Many different considerations were involved. Having weighed these carefully, I decided that it was my duty to write this preface. The sense of duty that impelled me to write this preface can be suMi- vided under hve different headings. First, my deep afTection for, and tremendous admiration of' the United States and its people. I came to the conclusion that all the values that made me admire the American people were being eroded by the covert oper- ations of the CIA and kindred secret bodies. In the course of their history, the American people have usually responded generously'and spontaneous- ly to the calls of those who, throughout history, have been driven from their own country by persecution, famine, or poverty. Millions of my own countrymen, driven from their own shores by famine and persecution, sought and found a new life and freedom in the United States. The words engraved on the Statue of Liberty at the entrance to New York harbor have a very real and dramatic meaning to many segments of the population of the United States; Give me your tired, your poor, Your huddled masses yearning to breathe free, The wretched refuse of your teeming shore. Send these, the homeless, tempest-tossed to me, I lift my lamp beside the golden door! The world looked to the United States as the golden gate where the lamp of liberty was shining.
