Carter Richard Thomas DEPUTY CITY CLERK Karen Watts Yehudah June 27, 2013 NEW YORK STATE ENVIRONMENTAL QUALITY REVIEW ACT (“SEQRA”) NOTICE TO POTENTIALLY INVOLVED AND INTERESTED AGENCIES THE CITY COUNCIL OF THE CITY OF MOUNT VERNON HEREBY DECLARES ITS INTENT TO BE LEAD AGENCY FOR THE COORDINATED ENVIRONMENTAL REVIEW OF THE PROPOSED ZONING AMENDMENT TO CREATE A MULTI-FAMILY SENIOR CITIZEN HOUSING FLOATING OVERLAY ZONE Description of Action: The City Council is proposing to amend the Zoning Code of the City of Mount Vernon to create the RMF-SC Multi-Family Senior Citizen Housing Floating Overlay Zone along locations shown on the enclosed map. The Proposed Action requires: City Council creation of the zoning designation which is RMF-SC Multi-Family Senior Citizen Housing Floating Overlay Zone based on the recommendations of the Planning Board and Architectural Review Board. The Proposed Action is classified under SEQRA as a “Type I Action”. PLEASE TAKE NOTICE that pursuant to SEQRA, within thirty (30) days of the date of this Notice and the enclosed documents are mailed to you, a lead agency for the Proposed Action must be designated. The City Council has determined that it is the appropriate agency to serve as lead agency for the coordinated review of the Proposed Action. At a meeting of the City Council held on June 26, 2013, the City Council classified the Proposed Action as a “Type I Action”, declared its intent to act as lead agency for the coordinated review of the Notice of Intent Senior Citizen Housing Floating Overlay Zone June 27, 2013 Proposed Action, and authorized circulation of this notice and enclosed documents to involved and interested agencies. It is requested that as a potentially involved agency, you consent to the City Council serving as lead agency. If the City Council does not receive a response within the next thirty (30) days, it will assume that you have no objection to the City Council serving as lead agency. If, however, an involved agency does not agree that the City Council should be designated as lead agency, it may follow the procedures set forth in 6 NYCRR Part 617.6(b) (5).
