The wording of point 100 under agenda item 15 – Activities of WTO/TBT of interest to Developing Countries was modified as requested by the author of the comment, Mr. Sakurada, JISC (Japan). DEVCO ACTION It is proposed to table the minutes of the 37th DEVCO meeting as amended 9 DEVT 13571428 DEVCO 03/2004 ITEM 4 MATTERS ARISING FROM THE MINUTES OF THE PREVIOUS MEETING The various decisions taken by DEVCO at its 37th meeting have been followed up by the DEVCO secretariat and the actions taken on them are described below: DEVCO Resolution 2/2003 - Follow-up to the DCTF report and Programme of Action DEVCO, thanks the ISO Secretary General for a comprehensive report on the Developing Country Task Force (DCTF) and the Programme of Action approved by Council in March 2003; expresses confidence that this Programme of Action will be implemented and urges members from both developed and developing countries to give their full support to its implementation. The ISO Five-Year Action Plan for Developing Countries – Standards for Progress 2005-2010 will be presented to DEVCO for approval under agenda item 7. DEVCO Resolution 3/2003 - Preparation and Publication of Manuals DEVCO, thanks the revision team for completing the work on Manual 3, notes the suggestion from SII (Israel) to invite past CEOs of ISO member bodies, members of DEVCO, to act as ambassadors of good will and contribute to the revision work, accepts the proposal made by the secretariat to revise Manual 7 - Participation in international standardization and, thanks ABNT (Brazil), DGN (Mexico), ICONTEC (Colombia), ISIRI (Iran) and SON (Nigeria) for volunteering to be part of the revision team for Manual 7. An update on Manuals is included in the report by the DEVCO Secretary, under agenda item 5. DEVCO Resolution 4/2003 - Training seminars and workshops DEVCO, taking note of the latest list of training seminars organized by the ISO Programme for Developing Countries in the period since the last DEVCO meeting on: Environmental Management and ISO 14000; The Role of Standardization Infrastructure in Economic Development; Life Cycle Assessment and ISO 14040 Standards, Quality Management and ISO 9000:2000, Implementation of ISO 9001 and Training of Trainers, Quality Management System Auditors. also takes note of seminars planned for the remaining months of 2003, thanks the following donor organizations for their financial contributions and for providing their expertise towards the organization of these seminars: the World Trade Organization (WTO), the Norwegian Government (NORAD), 13 DEVT 13571431 DEVCO 03/2004 Page 2 the USAID/Pragma Metrology, Accreditation, Standardization and Quality Management Assistance Program the Swedish International Development Cooperation Agency (SIDA) also thanks the following national standards bodies for hosting these seminars and in many cases providing technical expertise: BELST (Belarus) IRAM (Argentina) BIS (India) JISM (Jordan) BNM (Madagascar) KAZMEMST (Kazakhstan) BOBS (Botswana) KYRGYZST (Kyrgyzstan) COHCIT (Honduras) LVS (Latvia) CONACYT (El Salvador) MBS (Malawi) DTNM (Nicaragua) TCVN (Vietnam) DZNM (Croatia) NSIQO (Namibia) EOS (Egypt) UZSTANDARD (Uzbekistan) INNOQ (Mozambique) reiterates its request that the DEVCO secretariat continues to provide seminars on the above topics as long as they are required by industry and the public sector and as long as participation is assured, as well as to take account of new needs for training seminars as they are articulated by members. The text of the resolution was communicated to the donors on 6 October 2003. Seminars and workshops held since the last DEVCO meeting will be presented as part of the report by the DEVCO Secretary, under agenda item 5. DEVCO Resolution 5/2003 - Robert Oteng Fellowships DEVCO, noting the information contained in document DEVCO 05/2003 on fellowships awarded to an officer from SAZ (Zimbabwe) and MNCSM (Mongolia) in October 2002, thanks SAI (Australia) for hosting the fellows and for offering training on conformity assessment, laboratory accreditation and standards management, takes note that AENOR will host an officer from NC (Cuba) in November 2003, expresses the hope that funds will be forthcoming under the Funds-in-Trust in the future to finance other fellows under the scheme. The text of the resolution was communicated to SAI (Australia) on 6 October 2003. DEVCO Resolution 6/2003 -Training of technical officers for ISO technical committee secretariat functions DEVCO, noting TMB resolution 9/2003 on Re-allocation of the secretariat of ISO/TC 93, congratulates JBS (Jamaica) for assuming the secretariat of ISO/TC 93 – Starch encourages JBS to nominate a secretary to ISO/TC 93 who can then undergo the appropriate training organized by ISO DEVPRO, reiterates previous invitations to other developing country members of DEVCO to host technical committee secretariats of interest to them, 14 DEVT 13571431 DEVCO 03/2004 Page 3 thanks BIS (India) for hosting the ISO/TC Secretariat training course on Standards Development in ISO, New Delhi, June/July 2003. The newly appointed secretary to ISO/TC 93 was trained at the ISO Central Secretariat and hosted by the secretariat of ISO/TC 34 – Food products, 3-7 November 2003. DEVCO Resolution 7/2003 - Sponsorship of developing country delegates DEVCO, expresses appreciation once again to NORAD for its financial contribution making possible the attendance of 17 participants to the meetings of TC 207 – Environmental Management, in Bali, June/July 2003, expresses the hope that donors will maintain contributions to enable developing country participation in ISO technical committees. The text of the resolution was communicated to NORAD (Norway) on 6 October 2003. DEVCO Resolution 8/2003 - Twinning arrangements DEVCO, expresses appreciation to ISO/TMB for changing ISO Directives to allow the possibility of twinning in the work of ISO/TC/SCs, encourages developing countries to benefit from this opportunity to enhance their participation in ISO work. A report on twinning activities is included as part of the report by the DEVCO Secretary, under agenda item 5. DEVCO Resolution 9/2003 – Development of International Standards needed by developing countries DEVCO, thanks BIS (India) for its progress report on the Working Group on Hand Pumps, notes that ISO/DIS 17613 Manually operated pumps for drinking water – Guidelines for selection and acceptance was submitted to ISO member bodies for voting by 2003-12-17, encourages developing country members to vote/comment on the Draft and to propose other subjects of interest in their economies for international standardization. The text of the resolution was communicated to BIS (India) on 6 October 2003. DEVCO Resolution 10/2003 – Promotion and public relations DEVCO, thanks SCC (Canada) for sponsoring one officer each from IBNORCA (Bolivia), INTECO (Costa Rica), SLBS (Saint Lucia) and TTBS (Trinidad and Tobago) to attend the 2nd ISO Networking Conference in Ottawa, May 2003, approves the draft outline of Guidance on Awareness-Raising Campaign with further suggestions for improvement, 15 DEVT 13571431 DEVCO 03/2004 Page 4 requests DEVCO secretariat with assistance of the relevant services of ISO Central Secretariat to prepare the text to assist developing country NSBs in promoting standardization and related matters in their respective countries. The text of the resolution was communicated to SCC (Canada) on 6 October 2003. Work on the awareness raising campaign will be completed during the first quarter of 2005. DEVCO Resolution 11/2003 - Application of ICT in standardization DEVCO, takes note of the progress report on the implementation of the MED 2000 Project, notes the extension of the MED 2000 project and the initiatives taking place in 2003, thanks SCC (Canada) and DIN (Germany) for funding the assistance provided through the extensions, welcomes the second revised English edition of Manual 11: Standards Work on the Net, and its translation into French and Russian, takes note of the offer from EOS (Egypt) to assist in the translation of Manual 11 in Arabic. Thank you letters were sent to SCC (Canada) and DIN (Germany) on 6 October 2003. A report on the implementation of the MED 2000 Project is included in the report by the DEVCO Secretary, under agenda item 5. DEVCO Resolution 12/2003 – Future ISO Programme for Developing Countries DEVCO, notes the information provided in document DEVCO 06/2003 concerning the ISO Programme for Developing Countries and its relation to ISO Strategic Planning (ISO Horizon 2010), considering the importance of the ISO Programme for Developing Countries and the overall ISO strategies, approves the extension of the current Programme for Developing Countries to cover the year 2004 and, requests the Secretariat of DEVCO to prepare a draft Programme for Developing Countries for the period 2005 – 2010 for consideration by DEVCO at its next meeting, while providing transparency in the planning process. The draft ISO Five-Year Action Plan for Developing Countries – Standards for Progress 2005-2010 was reviewed by the DEVCO Chair’s Advisory Group in June 2004 and circulated to DEVCO members as part of the DEVCO working documents. DEVCO Resolution 13/2003 - Experiences of Developing Countries in using ICT, training and promotion of standards DEVCO, thanks Mr. C. Costa, IRAM (Argentina), Mrs. G. Rebello da Silva, INNOQ (Mozambique), Dr. Sunarya, BSN (Indonesia) and Mrs. R. Tabari, ISIRI (Iran) for their excellent presentations, and congratulates each of the speakers for the outstanding work accomplished in using ICT, training and promotion of standards in their countries, and 16 DEVT 13571431 DEVCO 03/2004 Page 5 approves the proposal to establish a working group consisting of EOS (Egypt), ICONTEC (Colombia) and ISIRI (Iran) to work with the DEVCO Secretariat in obtaining information on existing national standards users’ societies (SUS) and IFAN and using this information to encourage developing countries to establish their own national SUS. The DEVCO secretariat mailed information on IFAN (International Federation of Standards Users) to EOS, ICONTEC and ISIRI on 17 November 2003. DEVCO Resolution 14/2003 - Contributions from ISO members to the Funds-in-Trust DEVCO, referring to the report DEVCO 08/2003 on contributions received for the Funds-in-Trust during 2003, expresses sincere thanks to the following ISO members having generously contributed to the Funds-in-Trust in 2003: Australia, Austria, Bosnia and Herzegovina, Botswana, Canada, Colombia, France, Kuwait, Macau, Netherlands, Norway, Serbia and Montenegro, South Africa, Spain, United Kingdom and USA. The text of the resolution was communicated to NORAD (Norway) on 6 October 2003 (together with DEVCO resolution 7/2003). DEVCO Resolution 15/2003 - Activities of CASCO of interest to developing countries DEVCO, thanks the Chairman of CASCO for his report to DEVCO, expresses appreciation to the CASCO leadership for their valuable contribution to holding of a CASCO/DEVCO Workshop on Product and Management System Certification in Developing Countries and in Countries in Transition in Geneva, November 2003, invites developing country members to send delegates to attend this Workshop. The ISO Programme for Developing Countries sponsored the participation of a delegate from BPS (Philippines), EOS (Egypt), IRAM (Argentina), ORN (Rwanda), SAZ (Zimbabwe) and UNBS (Uganda) to the CASCO/DEVCO Workshop. DEVCO Resolution 16/2003 - Activities of COPOLCO of interest to developing countries DEVCO, thanks the Chair of COPOLCO for her report to DEVCO, congratulates TISI (Thailand) for successfully hosting the COPOLCO meetings, workshop and regional seminar in Bangkok, September 2003 warmly thanks SAI (Australia) and the Swedish International Development Agency (SIDA) for sponsoring 40 participants from Asia to attend the Workshop on Consumer Confidence and the Role of Standards and the regional seminar on Consumer Representation in Standardization, commends the leadership of COPOLCO for the work accomplished in Bangkok. 17 DEVT 13571431 DEVCO 03/2004 Page 6 DEVCO Resolution 17/2003 - ISO 14000 DEVCO, thanks Mr. John Henry, Secretary of ISO/TC 207/SC 3 for reporting on the activities of ISO/TC 207, notes the report in the Working Documents on activities carried out by the DEVCO Secretariat on ISO 14000 concerning Environmental Standardization (ISO/TC 207 process), sponsorships and training, considers these activities to be of prime importance to members in developing countries, warmly thanks the Swiss Government, NORAD (Norway) for their continued support to developing countries in this area. DEVCO Resolution 18/2003 – Activities of UNIDO of interest to developing countries DEVCO, warmly thanks Mr. G. Pattaconi for reporting to DEVCO on the activities of UNIDO. DEVCO Resolution 19/2003 - WTO/TBT DEVCO, thanks Dr. El-Tawil for his presentation on WTO activities, recognizing once again the excellent collaboration between WTO and ISO demonstrated by a number of joint projects, thanks the WTO for holding seminars and workshops on the TBT Agreement for the benefit of developing countries and for the continued collaboration with ISO in this field, warmly thanks Mr. Shyam Gujadhur for his excellent presentation on the activities of the ITC. DEVCO Resolution 20/2003 - Coordination of technical assistance to developing countries in the fields of standardization and related matters DEVCO, notes the report on the coordination of technical assistance through the Joint Committee on assistance to Developing Countries in Metrology, Accreditation and Standardization (JCDCMAS), requests the Secretariat of DEVCO to continue to collaborate with the other international organizations in the framework of JCDCMAS to achieve better harmonization of concepts and coordination of assistance, recommends giving priority to the implementation of the e-learning project to promote awareness and a better understanding of the role of standardization for development. 18 DEVT 13571431 DEVCO 03/2004 Page 7 DEVCO Resolution 21/2003 - PASC report DEVCO, thanks Dr Thien Nguyen, PASC XXVI Chair, for sharing a summary of best practices and recommendations resulting from workshops held in February in Singapore and in August in Vietnam on developing country participation in International Standardization, notes that the issues raised at the workshop validate the outcome of the ISO/DEVCO/TMB survey conducted last year and support the ISO Programme of Action as approved by Council in March 2003. Special DEVCO Resolution DEVCO, thanks Dr. Anwar El-Tawil, Secretary of DEVCO for his excellent work, commends his efforts in furthering the DEVCO agenda through the years and wishes him a happy retirement. 19 DEVT 13571431
