Governor, Delhi being satisfied that this measure is necessary to carry out the purpose of regulation 29 of the Central Electricity Authority (Measures relating to Safety and Electric Supply) Regulations, 2010 read with Government of India, Ministry of Home Affairs vide notification no. S.O.217(E) dated 20th February, 2004 and in supersession of this Department Notification no. F.1(32)/M/2001/EI-Lab/616 Dated 6th March, 2002 except as respective things done or omitted to be done before such supersession, is pleased to make the following conditions for the grant of Certificate of Competency Class-I (Electrical Supervisor)/ Class-II (Electrician) and Licences to Electrical Contractors in the National Capital Territory of Delhi, as following, namely:- Chapter-I General 1. Short Title and Commencement.- (i) These conditions may be called the conditions for the grant of Certificate of Competency to Electrical Supervisor, Electrician and Licences to Electrical Contractors, 2016. (ii) They shall come into force at once. 6 DELHI GAZETTE : EXTRAORDINARY PART IV] (iii) They shall apply to the whole of the National Capital Territory of Delhi. 2. Issuing Authority.- The Electrical Contractor Licence and Certificate of Competency shall be issued/ renewed by the Assistant Electrical Inspector. 3 Enquiry Officer.- Dy. Electrical Inspector shall enquire into allegations of incompetence, negligence and breach of the provisions of regulation 29 of the Central Electricity Authority (Measures relating to Safety & Electric Supply) Regulations, 2010, and conditions of the Licence and Certificates, as the case may be, or of malpractices on the part of the Contractors and to take such action as might be deemed proper. 4 Appeals.- Appeal against the orders of the Enquiry Officer shall be filed to the Addl. Labour Commissioner/ Chief Electrical Inspector/ Electrical Inspector provided that these are filed within one month of the issuing of the order. Chapter – II Issuance of Licence to Electrical Contractors and Certificate of Competency Class-I (Electrical Supervisor)/ Class-II (Electrician) 5 Grant of Licence to Electrical An Electrical Contractor Licence shall be granted to a person or Contractor’s.- firm or a company who meets the following requirements:- (I) The applicant should be a resident of Delhi and having office premises/ shop address in Delhi. (II) The applicant shall submit an undertaking stating that: (a) He will employ/ engage persons having Certificate of Competency Class-I (Electrical Supervisor) and holder or deemed to be holder of Certificate of Competency Class –II (Electrician) for executing the electrical works. (b) He will posses necessary testing instruments required for executing/ testing the work of electrical installation. 6 Documents required for grant of an Any person or a firm or company intending to obtain a licence for Electrical Contractor Licence.- carrying out the business as an Electrical Contractor shall submit the application duly filled in the prescribed Form-A alongwith the following documents:- (i) Proof of resident of Delhi i.e. Driving Licence/ Voter Card/ Aadhaar Card/ Passport or passbook issued by Bank/ Post office. (ii) Undertaking to employ/ engage persons having Certificate of Competency Class-I (Electrical Supervisor) and holder or deemed to be holder of Certificate of Competency Class –II (Electrician) for executing the electrical works and necessary testing instruments required for execution/ testing the work of electrical installation. (iii) Authorization letter in case of partnership firm/ company. (iv) Original copy of treasury challan receipt showing the deposit of the prescribed fee/ receipt of online payment fee. 7 PART IV] DELHI GAZETTE : EXTRAORDINARY 7 Time period for Grant of Licence to The Licence to Electrical Contractor shall be issued within 7 days Electrical Contractor.- on a prescribed Form-B. 8 Fee for Grant of Licence to Electrical The fee for issuance of an Electrical Contractor Licence shall be Rs. Contractor.- 5,000/- (Rs. Five thousand only) and shall be paid through treasury challan in the designated Bank/ online e-payment. 9 Validity of the Electrical Contractor The Licence to Electrical Contractor shall be issued initially for a Licence.- period of twenty five years. 10 Renewal of Electrical Contractor The Electrical Contractor Licence shall be renewed thereafter for a Licence.- period of every ten years. 11 Fee for renewal of Electrical A fee of Rs. 2,500/- (Rs. (ii) The fee for the amendment of a licence shall be Rs. 1,000/- (Rs. One thousand only) and shall be paid through treasury challan in the designated Bank/ online e-payment. (iii) Any amendment in the Electrical Contractor Licence shall be made within 3 days from the receipt of application alongwith receipt of treasury challan/ online e-payment. 13 Issuance of duplicate copy of A duplicate copy of Electrical Contractor Licence granted under Electrical Contractor Licence.- these conditions shall be issued within 3 days from the date of receipt of application alongwith receipt of treasury challan/ online e-payment and copy of FIR/ copy of intimation to Police. A fee of Rs. 1,000/- (Rs. One thousand only) shall be deposited for issuance of duplicate copy of Electrical Contractor Licence through treasury challan in the designated bank/ online e-payment. 14 Issuance of Certificate of Competency (i) Any candidate who possess a Degree/ Diploma or its equivalent Class–I (Electrical Supervisor).- qualification in Electrical Engineering/ Electrical and Electronics Engineering/ Power Engineering (Electrical) from any Technical Institute/ Polytechnic/ College or University recognized by All India Council for Technical Education or University Grant Commission with one year/ three years experience in the field of erection, operation, maintenance or testing of electrical installations after passing Degree or Diploma respectively shall be eligible for grant of Certificate of Competency Class-I (Electrical Supervisor). (ii) The candidate shall be a resident of National Capital Territory of Delhi. 8 DELHI GAZETTE : EXTRAORDINARY PART IV] 15 Documents required for the issuance (i) Application duly filled in the prescribed Form-C of Certificate of Competency Class – I (ii) Self certified copy of Degree/ Diploma in Engineering. (Electrical Supervisor).- (iii) Self certified copy of proof of resident i.e. Driving Licence/ Election Card/ passbook issued by bank or post office. (iv) Self Certified copy of experience certificate. (v) Self certified copy of Aadhaar Card. (vi) Two recent passport size photographs. (vii) Original copy of treasury challan receipt showing deposit of the prescribed fee/ receipt of on-line e-payment. 16 Fee for issuance of Certificate of A fee of Rs. 1,000/- (One thousand only) shall be deposited by the Competency Class – I (Electrical applicant through treasury challan in the designated Bank/ online e- Supervisor).- payment for issue of Certificate of Competency Class – I (Electrical Supervisor). Fee once paid shall not be refunded/ adjusted under any circumstances to any candidate. 17 Time Period for issuance of The Certificate of Competency Class – I (Electrical Supervisor) Certificate of Competency Class – I shall be issued within 7 days after receipt of application alongwith (Electrical Supervisor).- documents and prescribed fees in prescribed Form-D 18 Validity of the Certificate of The Certificate of Competency Class – I (Electrical Supervisor) so Competency Class – I (Electrical issued shall be valid upto the applicant’s age of 65 years. One thousand only) through treasury challan in the designated Bank/ online e-payment upto the applicants age of 65 years. 9 PART IV] DELHI GAZETTE : EXTRAORDINARY 22 Criteria and validity for Certificate of A person (i) who have attained the age of 18 years, and (ii) have Competency Class – II (Electrician).- passed ITI from any recognized Institute of National Capital Territory of Delhi in the trade of Electrician or Wireman or have completed three years Apprenticeship Course through Apprenticeship Advisor, Government of National Capital Territory of Delhi in the trade of Lineman or Wireman or Electrician or multi-skill courses under craftsmen training scheme (one year broad based training course in the Electrical sector of excellence with specialized modular courses of six month duration each in 2nd year) from ITIs, shall be deemed to be a holder of Certificate of Competency Class–II (Electrician). (iii) Validity of the certificate: upto 65 years of age. 23 Validity of the existing Electrical (i) The Licence to Electrical Contractor issued, prior to these Contractor Licence/ Certificate of conditions coming in force, shall remain valid till its expiry Competency Class-I (Electrical date. Thereafter, the licence holder can seek renewal of Supervisor) and Class-II his/her licence under these conditions. (Electrician).- (ii) The Certificate of Competency Class-I (Electrical Supervisor) and Class-II (Electrician) issued prior to these conditions coming in force shall remain valid till their expiry date. Thereafter, the certificate holder may apply for extending the validity of his/her certificate till he/she attains the age of 65 years. Provided further that in case of Certificate of Competency Class-I (Electrical Supervisor) a fee of Rs. 1000/- (Rs. One thousand only) through treasury challan/ online e-payment shall be charged for extending the validity of the Certificate. Note: 1. For online submission and issuance of Certificate of Competency and Licence to Electrical Contractor, the respective applicant will submit application alongwith documents and fee as prescribed online and the certificate can be downloaded from the website of the Labour Department, Government of National Capital Territory of Delhi. 2. All the above certificates will be issued on the basis of self certified documents submitted by the applicant.
