‘This investigation was conducted under the auspices of an ongoing Milwaukee County
John Doe investigation, Mikwaukoo County Casa No. 190000007. The Honorahle
Neal Netteshelm presides over this Jahn Daz procceding, Tho John Roo is subject fo a
‘Soorscy Order. To the extent that the John Doe investigation ralates to Kelly
Rindficiseh, Groit Davis, Brett Davis for Lt. Governor, a campalgn comrnittee, the
Friends of Scott Walker, a campaégn commits, and stich ulher iividuals as are
amed in this complaint, Judge Nettesheim has autharized the release af information

Rindifleisch, Kolly M. ts, Rindficisch was hired by Deputy Chief of Staff Tim Russoll

and was promoted fo Deputy Chief of Steff in March 2010 when Tint Russell tonk the
postion of Housing Direclor for the Deparment of Health and Human Seruices.

Russell. Timothy D._As noted above, Mr, Russell was the Depuly Chief of Staif In the
Office of the County Executive af tims relevant to this complaint prior to March 2010,

Walker. Mr. Villa served as an inforrnal advisor to the Frisnds of Scott Walker, Ho is

Mr. Walker was a'sa @ oandidate for Governor, and he waa the candidate supported by
the campaign commiiles known a8 the Friends of Scott Walkor.

Werwie, Cullen. lr. Warvia sarved as tha sacond campaign manager for the Brelt
Davis campaign committe, "Bratt Davis far Lt. Gavemor." He replased Enrily Lee In
thal posilion following Erily Loe's March 2010 deparlure fromm the Davis campaign.

Wink, Dartene. Ms. Wink was an employee responsible for Gonstituant Services in the:
Office of the Wlivwaukee Gounly Exscutive, In May 2010, Ms. Wink resigned her
position after f was rovealed that sho was pasting aomments of a political nature on the
ihwaukee Journal Sentinel web site

. INTRODUCTION & SUMMARY OF OFFENSES

Kelly Rindtielsch was hired by Deputy Chef of Staff Tim Russell in early 2010 to fil a
position as Poliyy Advisor within (he Offieas of tha Gounty Executive, Whon she arrived
for ior first day of work, Chief of Staff Tom Nardclii was unaware she. had been Fired
Rirdlaisch, howover, was a formor Iogislative aie who had worked in Madison. Thers
she hed met the then County Executive's friend and advisor, Jim Villa. She also knew
Keith Gilkes from her work in Madison.

Using @ non-Couniy Issued, personal taptop computer and a non-County, private
wireless Internet connection supplied by Tim Ruseall, Ms. Rindflsisch worked on
ompjocts assigned to her by Russel (at loast according to her own description shurty
ater stavting in the County Executive's Otfice as a poly advisor’. In an fnternet chat
on January 25, 2010 with a friend, George Ermer, alter Ermert leamed of the private
vlnelews nebucrk in the County Executive's Offize, Ermer! asked Rindiieisch if she "was
going fo be helving out the campaign too." Rindlleisck replied to Ermert tat:

“half of what Fm doing is policy for the campaign,”
Rindlteiseh stated that she worked on Operation Freeda as weil. See Figure 4 below.

was done for Brett Davis during business hours wile Rindfletsch was paid lo do work

Darlane Wink resigned ier positian In the County Executive's Office an about Nay £4,
2010 because cf her apparent political work during the business cay. In the weeks
thercaficr, Ms. Rindfleisch ihereafler decreased the amount of fundraising work she die
from the County Executive's Office,

Dan Morse, a fundraiser for the Friondls of Scott Walker, was brought on te holp with
Davis" fundraising activities in June 2010. Rindtictsch did not work well together with
‘Moree and she resigned her poslfon with Ine Davis campalgn tn July 2070. Morse
Continued his role as a Davis and a Walker fundralaer through the end of each of these
campaigns,

After leaving county goverment in November 2010, Ms, Rintlaisch workerd on the
Governor Welker Inauguration. Thereafter, although her salary is sted as an "In Kin
contribulon from the Republican Party of Wisconsin to the Fifends of Scull Welaer, Ms,
Rindilaisch worked as a fundralser for the Fefenkls of Scolt Walker. To my knowledge,
Ms. Rindiieisch left this position in the second week in January 2042

the Deparment uf Human Resources of Milwaukee Counly In response to a Johe Doe
subpoena, | know that Ms. Rindflelsch was employed as an "Administrative Secratary,
Policy Adviser” in tha Office nf the County Sxacutiva for the pariad of January 13, 2019
lo March 14, 2610.

Further, based upon a review of Rindifelsch’s personnel fle, on March 18. 2010, Ms.
Rinallelsch was promoted (0 lhe position of Depuly Chial of Staff in Bie KMibwaukoo
County Fxoculve’s Office. Mis, Rindilciseh hold this postion through Novomber 2940.

James Vila stated that he resides at 1931 South 22" Street, West Alis and that in
March 2670, Ms. Rindfleisch began living at his home sevetat days a week, This fs the
same address that Ms. Rindifeisch claimed as hor Milwauker County residence to ful
her residency requirement as a Mikyaukes Gounty emplayee.

Andrea Boom is « woman who worked with Kelly Rindetsch prler to Rindflelsch's
employment In Milwaukee County, In 2011, Ms. Boom worked together with bs.
Rindtloisch at the offices of the Friends of Scott Walker. In her testimony bofore the
John Doe Judgo, Andree. Bcom stated that shio cngaged in “chat sessions” with its,
Rindiluisch using the chat aceaunt of deeday 89@hntmail. com. Boom idenithed the
monlker of “ellyk” as belonging ta Kelly Rindilelsc't. Figure 2 ls s copy of partof a
‘chat session’ recovered fram Kelly Rindflelach’s laptoo computer.’ According to the
information obtained [rom the Rinulleisch laplop snd as confirmed by the John Doo
testimony of Andrea Room, Mis. Rinefloisch engagod in a “chat sossion" wih Ande
Boom, which chat session hoars a date of Wednossay April 28, 2011) beginning at 8:20,
am, As set forth in Figure 2, Rindfleisch “chatted! that she does have a residence:
requirement as an empioyee for Milwaukee County and that she ves on "93 and

specific card is swinac by the carcaoider, including the location accessed by the
cardnaldor. As part of tha John Doe Investigation, these Key Card access records for
the Key Card assignad to Kelly Rindsisch were suboenaed and exsmined.

Like county "Key Card" racords, OPS Parking also maletalns reconds for hose persons

Agents investigating the Caucus Scandal

danuary 1995 ~ May 1909. She worked atthe Assembly Republican Caucus (ARC) in
slative services and media from May 1999 - Nlarch 2000, Rindftetsch worked at the
‘Senate Republican Caucus (SRO) rom March 2000 - December 2001 as a palley
annalys(, and was — at Ihe tine of the Interview - cmployed as a staffer for Slate Senetor
Mary Panzer.

Rindflcisch stated that, whan she began workieg ai fhe ARC, Sherry Schultz holped
Rindfeisch with planning and organizing fundraisers for Assembly Ropublican
Mambers,

Rinaifeisct slaled that ARC staffers wore assigned to wark with specific new members,
of the Assembly. ARC statiors wore expected to help the new member wéth setting up
their affica structure, policy ‘ssues and ‘undraising. Rind[leisch slated she left the ARC
bofaro the 2000 campaign cycle began, so her Involvement with undraising was mostly
related ta compilng fists of 2alenllal people tu Invite

Rindilelech stated that she was approached by a Brian Fraley whe asked her lo work at
la SRC. Rinefleiech gava statoments regarding her work on paliieal campaigns as
ditected by Bean Fraley, She stated that her nay as a state employee wocle be.
