Scope and Content:
These files consist of correspondence, memoranda, briefing books, testimony, speeches,
reports, and miscellaneous printed material. The material in this collection reflects the
duties of the Council of Economic Advisers to assist the President in dealing with both
foreign and domestic economic issues. The material details the policy making process for
various aspects of foreign and domestic economic issues. Major topics include imports,
exports, trade and economic policies, and conditions of foreign countries. Specific
problems and actions which have major impacts on the United States economy are
highlighted in the material. Also included are materials used in the compilation of various
economic reports and federal budget formulation. Material from international economic
organizations, summits and correspondence from the general public is also present.

Creator Information: Council of Economic Advisers
The Employment Act of 1946 (60 Stat. 24; 15 USC 1023) established the Council of
Economic Advisers (CEA) as a part of the Executive Office of the President. Its purpose
is to provide the President with unbiased economic analysis and advice on developing,
implementing and monitoring international and domestic economic policy issues. The
Council consists of three members appointed by the President, with one member serving
as chair. In addition, the Council employs other professionals to serve as senior staff
economists. There are also junior staff economists who assist the senior staff. Junior staff
economists are often advanced graduate students serving for a limited time. All senior
and junior staff economists work within certain areas of responsibility, such as
agriculture, macroeconomics or labor. The use of professional and academic personnel
ensures a high level of technical economic sophistication and knowledge of current
economic thinking. In addition, members and staff use their connections to the academic
community to help obtain advice on various issues. Charles L. Schultze served as chair
during the years of the Carter administration.

Charles L. Schultze’s Subject Files
Scope and Content: Containers 1-94. This series was opened in July 2003. This series contains
information dealing with various aspects of Schultze’s activities as Chairman of the CEA. They
include international and domestic economic issues, as well as CEA administrative issues. The
material consists of memoranda, reports, news clippings, correspondence, notes, telegrams,
charts, and graphs. Arranged alphabetically by subject.

Charles L. Schultze’s Budget Files
Scope and Content: Containers 94-100. This series was opened in July 2003. This series contains
information dealing with the Council of Economic Adviser’s input on the Federal budget
process. The material consists of reports, charts, graphs, notes, and memoranda. Arranged
alphabetically by subject.

Charles L. Schultze’s Council on Wage and Price Stability (COWPS) Files
Scope and Content: Containers 100-107. This series was opened in July 2003. This series
contains information detailing the interplay between the CEA and the COWPS. The mission of
the COWPS is to monitor the economy with respect to key indicators such as wages, costs,
productivity, profits and prices. The material also deals with policies, programs, and activities of
the Federal Government and their impact upon inflation. As such, the bulk of the material
reflects COWPS reports or inquiries about such topics. The material consists of memoranda,

Charles L. Schultze’s Economic Policy Group (EPG) Files
Scope and Content: Containers 107-113. This series was opened in July 2003. This series
contains information detailing the activities of the CEA with regards to the EPG. The EPG is
composed of high level cabinet members or their representatives. The mission of the EPG is to
monitor the overall economy and economic policy. Because the Group is composed of members
from various departments and agencies, they are able to share information from their respective
areas of expertise in regards to the economy. The material consists of memoranda, reports,

Charles L. Schultze’s’ Briefing Book Files
Scope and Content: Containers 114-132. This series was opened in July 2003. This series
contains various briefing books from Schultze’s files. The briefing books consist of charts,
graphs, memoranda, biographical sketches, reports, agendas, minutes, notes, and background
information. These books deal with a number of economic subjects. Topics include domestic
economic issues, budget information, health, economic summits, foreign economic assessments,

Charles L. Schultze’s Speech Files
Scope and Content: Containers 133-138. This series was opened in July 2003. This series

contains information regarding Schultze’s and CEA staff member meetings held with groups or
individuals. Included is material regarding meetings in the Oval Office with the President. The

Charles L. Schultze’s Correspondence Files
Scope and Content: Containers 171-205. This series was opened in July 2003. This series
consists of correspondence from Congress and the general public. The majority of the folders
contains public mail and reflects the ideas, feelings, and comments of the general public.
Congressional correspondence was filed separately in this material. Letters from executives of
major corporations and corporate groups are also included in with other general correspondence.
