Indian Port Rail Corporation Ltd., (IPRCL) having its Corporate office at 4th Floor,
Nirman Bhavan, Mumbai Port Trust Building, M. P. Road, Mazgaon (E), Mumbai-
400010, an SPV set up under Ministry of Shipping, as a Joint Venture Company between
the Major ports under the Ministry of Shipping and Rail Vikas Nigam Ltd. under
Companies Act 2013, invites bids under single stage two packet system for the work of
“Construction of Formation, Track and Ancillary Works for Rail Connectivity in
connection with Proposed Dry Port of JNPT at Jalna on Aurangabad-Jalna Section,
Maharashtra”.

1. Bidders are advised to note the eligibility and minimum qualifying criteria specified
in the Instruction to Bidders and Section 3 “ Evaluation and Qualification Criteria”
of bid document.
2. Bidding documents: The interested Bidders may purchase the bidding documents
from the address in Sl.No. 9 below between 10:00 hrs and 17:00 hrs on all working
days from 22/08/2017 to 09/10/2017 on payment of non-refundable cost of Rs.
5000/- (Rupees Five Thousand only) by a crossed Demand Draft on any Scheduled
bank payable at Mumbai drawn in favour of Indian Port Rail Corporation Ltd.,
Mumbai. Bidding documents requested by Post will be dispatched by registered
speed post/courier on payment of an extra amount of Rs. 2000/- (Rupees Rwo
Thousand only). Indian Port Rail Corporation Ltd. will not be held responsible for
the postal delay if any, in the delivery of the documents or non-receipt of the same.
3. Bids must be accompanied by a Bid Security of Rs. 70 Lakhs (Rupees Fifty Nine
Lakhs only) in any one of the forms as specified in the bidding documents and shall
have to be valid for minimum 42 days beyond the validity of the bid.

4. Bidding Documents can also be down loaded from JNPT website from 22/08/2017
to 10/10/2017 and the bids can be submitted on the down loaded document along
with a separate demand draft towards the cost of bidding documents at the time of
tendering in a separate envelope marked “Cost of Bidding documents” failing
which the offer shall be summarily rejected.
5. Please note that if any drawings are referred in the bid document, the cost of such
drawings shall be inclusive in the cost of bidding documents. For viewing the
drawings and to have a copy of the same, the tenderer can contact this office on any
working day. It will be the responsibility of the bidder who is submitting the bid on
downloaded bidding documents to check and see any Addendum/Corrigendum
issued in this regard from the website from time to time and ensure submission of bid
along with all Addendum/Corrigendum.”
6. Pre-bid Meeting: A pre-bid meeting will be held on 08/09/2017 at 15.00 hrs at
IPRCL’s Conference Room at 4th Floor, Nirman Bhavan, Mumbai Port Trust
Building, M. P. Road, Mazgaon (E), Mumbai - 400 010

7. Purchase Preference: Shall not apply to Central Public Sector Enterprises, as
per extant rules in force.
8. Date of Receipt and opening of Bids: The completed Bids must be dropped in the
nominated tender box or delivered to the address below not later than 15.00 hrs on
10/10/2017 and the same shall be opened at 15.30 hrs. on the same day in the
presence of Bidders who choose to be present. IPRCL will not be responsible for any
delays in receiving the Bidding documents by the Bidder or receipt of Bids by
IPRCL.

C. Preparation of Bids
ITB 10.1 The language of the bid is: English
ITB 11.2 Alternative technical solutions are not permitted.
ITB 13.1 Alternative bids will not be permitted.
ITB 13.2 Alternative times for completion will not be permitted.
ITB 14.5 The prices quoted by the Bidder shall be adjustable in accordance with the
provisions in Sub Clause 13.8 of GCC, Section 7, Part B; Particular
Conditions of Contract.
ITB 15.1 The unit rates and the prices shall be quoted by the bidder entirely in Indian
Rupees (INR)
ITB 18.1 The bid validity period shall be at least 120 (One Hundred and Twenty only)
days.
ITB 19.1 The Bidder should submit along with the bid, a bid security for Rs. 70 Lakhs
(Rupees Seventy Lakhs only)

ITB 19.2 The bid security shall be valid up to minimum 42 days beyond the bid validity
period
