GENERAL 1. INTRODUCTION The New All India Institute of Medical Sciences (AIIMS) are being established in the country under AIIMS (Amendment) Act 2012 as a Central Government Autonomous Institutes of national importance. The mandate of these Institutes is to develop – • Medical Education • Medical Research • Tertiary Healthcare Government of India proposes to establish a new All India Institute of Medical Sciences (AIIMS) at Guwahati in Assam, India, under Pradhan Mantri Swasthya Suraksha Yojna (PMSSY).The proposed Institute shall have 750 Bedded state-of-the-art multi-Specialty /Super-Specialty facilities with captive Hospital, Medical College (at undergraduate level with annual intake of 100 students and PG/Doctoral Courses in various Specialty/ Super- Specialty disciplines) and Nursing College, AYUSH block, Auditorium, Night Shelter, Guest House , Hostels, Residential facilities, construction of boundary wall and other ancillary requirements to make the campus self-sufficient. This Institute will participate in providing national leadership in education of the Practicing Physicians & Surgeons and Medical Scientists, Medical research and in the application of sophisticated Medical Technology to patient care. The activities of the Institute will focus on providing the highest quality patient care services, medical education and in advancing medical research. This Institute is envisaged as Centre of Excellence for undergraduate and post- graduate Medical Education, Nursing Education and Medical Services and is to be trend setter in Health Research and advancement of Medical Sciences in India. This Institute will implement new approaches in medical education and provide best facilities for postgraduate /doctoral studies and research. Ministry of Health & Family Welfare (MoHFW), Government of India has engaged HLL Infra Tech Services Ltd. (HITES) as the Executing Agency for setting up of new AIIMS at Guwahati (Assam). HITES, on behalf of MoHFW, has appointed M/s Creative Designer Architects, New Delhi as Architectural Consultant for Preparation of Master Plan and Concept Designs for this Project. As per directions and approval of MoHFW, the project is to be executed on Turnkey i.e. EPC (Engineering, Procurement & Construction) basis wherein the Master Plans & Concept Designs shall be provided to the EPC Contractor s and after award of work the EPC Contractor shall be responsible for complete detailed designing, engineering, procurement and construction of the project. Location and Description Guwahati (Pragjyotishpura in ancient Assam, Gauhati in the modern era) is the largest city in the Indian state of Assam and also the largest urban area in North-east India. A major riverine port city and one of the fastest growing cities in India, Guwahati is situated on the south bank of the Brahmaputra. Guwahati lies between the banks of the Brahmaputra River and the foothills of the Shillong plateau, with Lokpriya Gopinath Bordoloi (LGB) International Airport to the west and the town of Narengi to the east. It is gradually being expanded as North Guwahati to the northern bank of the Brahmaputra. The Guwahati Municipal Corporation (GMC), the city's local government, administers an area of 328 square kilometres (127 sq mi), while the Guwahati Metropolitan Development Authority (GMDA) is the planning and development body of greater Guwahati Metropolitan Area. Guwahati is the largest city in Northeast India. Guwahati is amongst the Indian cities which will be upgraded to Smart Cities under a project embarked on by Ministry of Urban Development, Government of India. With the grade of a Smart city, Guwahati will have highly up-to-date and radical provisions like regular and continuous electric supply, first-rate traffic and transport system, superior health care and many other prime utilities. Under this scheme, the city will use digital technology that will act as the integral mechanism of the aforesaid facilities and thereby further elevate the lifestyle of the citizens of Guwahati. Guwahati is served by the Lokpriya Gopinath Bordoloi International Airport, in Borjhar, about 20 kilometers west from the heart of the city. National Highway 27 connects Guwahati with the states of West Bengal, Bihar, Uttar Pradesh, Madhya Pradesh, Rajasthan and Gujarat. This highway connects Guwahati with Silchar and further connecting the city to the states of Manipur, Mizoram and Tripura. National Highway 17 from Sevoke in West Bengal terminates in Jalukbari and connects Guwahati with the major cities of Dhubri and Cooch Behar. National Highway 15 and its several secondary roads runs through both the banks of River Brahmaputra and connects the Guwahati with the cities of Tezpur, Jorhat, Dibrugarh and the states of Arunachal Pradesh and Nagaland. 2.2. Proposed Site and Area for Development The proposed site is spread over 189.20 acres (approx.) in Guwahati (Assam). The design approach intends to undertake all proposed construction in a phased manner to enable development of the proposed infrastructure. Though the Master Plan has been prepared Tender No. HITES/AIIMS-GUWAHATI/ 2018 Page 2 Construction of AIIMS Guwahati Design Basis Report for the complete project to be developed in the entire plot of 189.20 acres of land considering the future requirements of the project, however in the present tender the scope of work relates to construction for required facilities in an area of 84 acres (approx.). In addition, the construction of boundary wall for the complete campus, peripheral road, external lighting, water collection tank alongwith other allied works shall be taken up under the scope of present tender. 2.3. Connectivity & Circulation The connectivity to the site is augmented via NH 27 through the Changsari road and through the Changsari-Bilaibil road, Changsari-Salah road and the Sila-Haloguri road. Airport- 30 Km Railway Station 14.5 Km ISBT- 09 Km 2.4. Building Regulations The site falls under the jurisdiction of Guwahati Metropolitan Development Area (GMDA), Guwahati. The site area admeasures around 189.2 Acres i.e. (7,65,691.86 sq.m). The applicable building bye-laws/ regulations considered are given below which need to verified by the EPC Contractor before detailed designing. Parameters Permissible Ground Coverage 25% (191423 sq.m) F.A.R 1.00 (7,65691.86 sq.m) Height  Institutional - as per Bye Laws 1.5 x (road width + front open space) = 58.5m  Residential - as per Bye Laws 1.5 x (road width + front open space) = 58.5m  Minimum green area on site = 15% of plot area  Minimum set backs on all sides of building = 1/3 of building height  Minimum staircase width for hospital = 2m. Tender No. HITES/AIIMS-GUWAHATI/ 2018 Page 3 Construction of AIIMS Guwahati Design Basis Report  Maximum travel distance to escape staircase=30m, 45m for sprinkled building.  Maximum travel distance to escape route for dead end = 6m.  Minimum 6 m fire tender way, around building and minimum 9.00 mtr turning radius at road junctions to be left. 2.5 The proposed site with total area of 189.20 acres (approx.) is a low lying area and is undulating. Out of this total area, the portion of the plot covering the current scope of work which is around 84 acres (approx.) is being filled up with earth by the State Govt. The earth filling is 2.0 meter (approx.) without compaction. Besides this the earthfilling along with the periphery of plot for construction of boundary wall and the required earth filling in the area of 5 acres (approx.) earmarked in the AIIMS Campus for construction of required Main Substation along with other allied works shall be carried out by the State Govt. 3. MASTER PLANNING 3.1. The Master Plan reflects the strategic planning of the proposed institute for the present and the emerging needs in view of advances in health care and the needs of the population. The objectives of Master Plan include integrated complex with zoning taking into account the environment and applicable bye-laws. The Master Planning of the campus has been done considering the following key parameters:  Self-sustaining integrated campus with dedicated zones for Healthcare, Institutional and residential components ensuring seamless movement of residents, patients and visitors  Segregation of various types of movement, including normal and emergency vehicular movement and movement of vehicles for utilities have been planned.  Creating a focus of an institution of excellence  Functional utility of all services with hygienic condition  Creating holistic environment for overall development of the inhabitants  Integrating academic and residential life  All blocks have been planned in the North south orientation enabling maximum daylight and minimum dependence on artificial lighting fixtures.  The institutional areas have been proposed in between the hospital and residential complex to ensure easy connectivity.  Scope of Future Development has been kept into consideration. Project Components: The Institute shall have 750 Bedded state-of-the-art multi-Specialty /Super- Specialty facilities with captive Hospital, Medical College (at undergraduate level with annual intake of 100 students and PG/Doctoral Courses in various Specialty / super-Specialty disciplines) and Nursing College with annual intake of 60 students, AYUSH block, Auditorium, Night Shelter, Guest House, Hostels, Residential facilities ,Boundary wall with Gates & Security Cabins and other ancillary requirements to make the campus self-sufficient. a. Hospital Complex: The 750 Bedded Hospital shall comprise of the following blocks / departments:  Hospital Block - Specialty Departments - 360 Beds - Super Specialty Departments - 215 Beds - Other Facilities - 145 Beds  Sub-Total - 720 Beds  AYUSH Block - 30 Beds  Total - 750 Beds Tender No. HITES/AIIMS-GUWAHATI/ 2018 Page 5 Construction of AIIMS Guwahati Design Basis Report b. Institutional Complex: The Institutional Complex shall have a Medical College and Nursing College. The Medical College shall have intake of 100 MBBS students every year. The nursing college shall have intake of 60 students every year. It shall have facilities as under:-  Medical and Nursing College with Administrative facilities  Auditorium c. Residential Complex: The Residential Complex consists of Residential accommodation of various types, as under:-  Residences of various types viz. Type II, III, IV, V and Director‘s Residence including servant quarters.  PG/UG Hostels for boys and Girls  Nursing Hostels – working and students  Guest House d. Other Facilities:  Shopping Centre  Night Shelter/ Dharamshala  Dining Facilities & Cafeteria  Parking and other Support Facilities  Cafeteria  Recreational & Sports Facilities e. Service Blocks: To accommodate services, the building for following facilities shall be separately provided, as per requirements:-  Substations  HVAC Plant room  Pump Houses  Fire Station  MGPS & MOTs  Other utilities f. Expansion Provisions: Tender No. HITES/AIIMS-GUWAHATI/ 2018 Page 6 Construction of AIIMS Guwahati Design Basis Report Provision has been made in the Master Planning for future development for the following infrastructure:  Expansion for the Hospital Block  Expansion of Medical College  Dental College  Paramedical Institute  International Students Hostel  Expansion of Residential Complex  Expansion of Hostels (UG & PG)  Animal House  Roads, Parking & Sports facilities  Helipad  Other utilities 3.3. Summary Of Facilities Provided: A.
