(India) A. DESIGN BASIS REPORT - GENERAL 1. INTRODUCTION The New All India Institutes of Medical Sciences (AIIMS) are being established in the country under AIIMS (Amendment) Act 2012 as a Central Government Autonomous Institutes of national importance. The mandate of these Institutes is to develop – • Medical Education • Medical Research • Tertiary Healthcare Government of India proposes to establish a New All India Institute of Medical Sciences (AIIMS) at Gorakhpur in U.P., India, under Pradhan Mantri Swasthya Suraksha Yojna (PMSSY). The proposed Institute shall have 750 Bedded state-of-the-art multi-Specialty /Super-Specialty facilities with captive Hospital, Medical College (at undergraduate level with annual intake of 100 students and PG/Doctoral Courses in various Specialty/super-Specialty disciplines) and Nursing College, AYUSH block, Auditorium, Night Shelter, Guest House , Hostels, Residential facilities and other ancillary requirements to make the campus self-sufficient. This Institute will participate in providing national leadership in education of the Practicing Physicians & Surgeons and Medical Scientists, Medical research and in the application of sophisticated Medical Technology to patient care. The activities of the Institute will focus on providing the highest quality patient care services, medical education and in advancing medical research. This Institute shall have been envisaged as Centre of Excellence for undergraduate and post- graduate Medical Education, Nursing Education and Medical Services and are to be trend setter in Health Research and advancement of Medical Sciences in India. This Institute will implement new approaches in medical education and provide best facilities for postgraduate/doctoral studies and research. Ministry of Health & Family Welfare (MoHFW), Government of India has engaged HLL Infra Tech Services Ltd. (HITES) as the Executing Agency for setting up of new AIIMS at Gorakhpur, Uttar Pradesh. Page 1 Construction of AIIMS Gorakhpur Design Basis Report HITES, on behalf of MoHFW, has appointed M/s Suresh Goel & Associates (SGA), New Delhi in a consortium with M/s Silver Thomas Hanley (STH), Australia as Architectural Consultant for Preparation of Master Plan and Concept Designs for this Project. Also considering the special requirements w.r.t acoustic parameters due to vicinity of the project site near the defense airport, HITES, on behalf of MoHFW, has also appointed M/s Veneklasen Associates (VA), Gurugram, Haryana as Acoustical Design Consultant for the Project. As per directions and approval of MoHFW, the project is to be executed on Turnkey i.e. EPC (Engineering, Procurement & Construction) basis wherein the Master Plans & Concept Designs shall be provided to the bidders and after award of work the contractor shall be responsible for complete detailed designing, engineering, procurement and construction of the project. Availability of Project Site The site is located in village Mahadev Jharkhandi, Tukra No. 2, Tehsil Sadar, District Gorakhpur (U.P). The plot of land is measuring 112 Acres (Approx.) and is surrounded by pucca main roads on two sides. The stretch of land is in one pocket. There are various low rise buildings/structures existing in the plot area along with various services and utilities including tubewells, Electrical lines, drains etc. which have been decided to be demolished/removed including diversions of existing drain lines by the Government of U.P for availability of clear site free from all encumbrances. 2. SITE ANALYSIS 2.1. Location and Description Gorakhpur is located in the eastern part of Uttar Pradesh. Gorakhpur is a city along the banks of Rapti River in the eastern part of the state of Uttar Pradesh in India, near the border with Nepal. It is the administrative headquarters of Gorakhpur District and Gorakhpur Division. The city is also home to Gorakhnath temple and many historic Buddhist sites and the Gita Press, world's largest publisher of Hindu religious texts. It is also the headquarters of North Eastern Railways and serves an important center for education and trade. The site is connected to the railway station via NH28 on the north side of the campus and airport on the east side. The passenger airport is proposed to shift to Kushinagar whereas an Airforce airbase exists right adjacent to the site. BRD Hospital is the only medical institution catering to people from all over the district visits this place to get medical solutions to their problems. 2.2. Surrounding The site is located in village Mahadev Jharkhandi, Tukra No. 2, Tehsil Sadar, District Gorakhpur (U.P.). The plot of land is measuring 112 Acres (Approx.) and is surrounded by pucca main roads on two sides. The stretch of land is in one pocket. Page 2 Construction of AIIMS Gorakhpur Design Basis Report It is around 4.5 kms. from Gorakhpur Railway Station, 1.9 kms. from Mahayogi Gorakhpur Airport, and 13 kms. from Gorakhpur Medical College. The immediate neighbourhood of the site comprises of Air force base and Maharishi Gorakhnath Airport to the east, an army school to the north and Madan Mohan Malviya Engineering College to the south. The west and south west are bounded by primarily high density low rise buildings. 2.3. Connectivity The site has a strong connectivity with the National Highway 28 towards the north providing a major vehicular connect with the rest of the city. Maharishi Gorakhnath Airport to the east is located at a distance of 1.9 km from the site. The site also has access from the south through Deoria Road. 2.4. Circulation A majority of the traffic moves from west to east. There are two major entries to the site. Vehicular movement is basically on three roads; NH 28 on the north, Deoria road on the south and a connecting road on the west. 2.5. Building Regulations The site falls under the jurisdiction of Gorakhpur Development Authority U.P. The site area admeasures 112 Acres (4,53,252.80 sq m) Development of infrastructure has been developed with a permissible ground coverage of 35% (1,58,638.48 sq m) and a F.A.R. of 2.00 (9,06,504 sq m). The other details are as follows: Parameters Permissible Ground Coverage 35% (1,58,638 Sq.ms.) F.A.R 2.00 (9,06,504 sq m) Height 40 m The other requirements as per applicable GDA bye laws are as follows: • Minimum green area on site = 15% of plot area • Minimum set backs on all sides of building = 10 m • Minimum staircase width for hospital = 2m. • Maximum travel distance to escape staircase (both for stilt and upper floor) =30m and 45m for building with sprinkler system • Maximum travel distance to escape route for dead end = 6m • Minimum 6 m fire tender way, around building and minimum 9.00 mtr turning radius at road junctions to be left. 2.6. The site slopes gently towards the southeast corner. Besides the above there are existing large trees in the plot area. 3. MASTER PLANNING: 3.1. The Master Plan reflects the strategic planning of the proposed institute for the present and the emerging needs in view of advances in health care and the needs of the population. Master plan delineate building and functional utilization of campus site in a creative efficient manner. The Master Planning has been prepared considering the following key parameters : • Integrated Complex with zoning taking into account the environment and applicable bye-laws with specific consideration with respect to the nearby existing airport • Self-sustaining integrated campus with dedicated zones for Healthcare, Institutional and residential components ensuring seamless movement of residents, patients and visitors • Segregation of various types of movement, including normal and emergency vehicular movement and movement of vehicles for utilities. Barrier-free movement and accessibility for the persons with disability • Creating synergies between patient care, research and teaching • Integrating academic and residential life • Creating holistic environment for overall development of the inhabitants • Functional utility of all services with hygienic condition • Creating a focus of an institution of excellence • Creative open spaces • North south orientation has been ensured for all blocks, enabling maximum daylight and minimum dependence on artificial lighting fixtures. • The proximity to the airport also drove the zoning of various blocks on campus. • The institutional areas have been proposed at the extreme edge of the site thereby ensuring a secluded zone. • Planned Future Development The proposed Master Plan, based on above concepts and building bye-laws, is as under: Page 4 Construction of AIIMS Gorakhpur Design Basis Report - Master Plan Page 5 Construction of AIIMS Gorakhpur Design Basis Report 3.2. PROJECT COMPONENTS: The Institute shall have 750 Bedded state-of-the-art multi-Specialty /Super- Specialty facilities with captive Hospital, Medical College (at undergraduate level with annual intake of 100 students and PG/Doctoral Courses in various Specialty/super-Specialty disciplines) and Nursing College with annual intake of 60 students, AYUSH block, Auditorium, Night Shelter, Guest House, Hostels, Residential facilities and other ancillary requirements to make the campus self- sufficient. a. Hospital Complex: The 750 Bedded Hospital shall comprise of the following blocks / departments: • Hospital Building - Specialty Departments - 360 Beds - Super Specialty Departments - 210 Beds - Other Facilities - 150 Beds - Total - 720 Beds • AYUSH Building - 30 Beds • Total Beds = 750 Beds b. Institutional Complex: The Institutional Complex shall have a Medical & Nursing College. The Medical College shall have intake of 100 MBBS students every year. The Nursing College shall have intake of 60 students every year. It shall have facilities as under:- • Medical and Nursing College with Administrative facilities • Auditorium c. Residential and Hostel Complex: The Residential and Hostel Complex consist of building as under:- • Residences of various types viz. Type II, III, IV, V and Director’s Residence • PG/UG Hostels for Boys and Girls • Nursing Hostels – working and students • Guest House d.
