Shortagesweredeterminedbylookingattheunemployment,vacancy,andhiring difficultyrates,aswellasthedemand-supplyratioforanumberofoccupational clusterswithinsectors.Occupationsaresortedbyindustrysectorasoutlinedin AppendixA. Thisbookletusesatraffictightsystemtohelpdefineshortages,basedonthe following: Unemployment: Iftheunemploymentrateofanoccupationisless thanthreepercent,thereisashortage. Vacantjobs:If thevacancyrateofanoccupationismorethantwopercent, thereisashortage. Hiringdifficulty:Ifthehiringdifficultyrateofanoccupationismorethan 25percent,thereisashortage. Demandandsupplyofworkers:Ademand-supplyratioofgreaterthan oneindicatesasupplyshortagewhilearatiooflessthanoneindicatesa supplysurplus.
