Consider motion to receive and order filed the report from Finance Department regarding the financial summary operating results through October 2013. b. Consider motion to receive and order filed the report from the Finance Department regarding sales tax, lodging tax and building permits for the City of New Ulm. C. Consider motion approving the issuance of a Lawful Gambling Permit for Sioux Trails Ducks Unlimited Chapter to conduct raffles gambling at New Ulm Country Club. d. Consider motion approving the issuance of a Lawful Gambling Permit for New Ulm Area Catholic Schools to conduct bingo, raffles and pull -tabs gambling. e. Consider motion to receive notice that the City /PVC's mileage reimbursement rate is decreasing to 56 cents per mile effective January 1, 2014, concurrent with mileage rate set by the United States Internal Revenue Service. 2. PUBLIC HEARING: a. Conduct Public Hearing and consider resolution approving with conditions the final plat of Sarah Hills Third Addition located at 1428 -1510 Maplewood Drive and 1506 -1518 Airport Road. b. Consider resolution adopting the amended final assessment roll for the Minnesota River Levee Project. 3. LICENSES AND PERMITS: a. Consider motion to approve the issuance of Bed and Breakfast License for the period beginning January 1, 2014 and ending December 31, 2014. b. Consider motion approving the issuance of a Gravel Pit License for M.R. Paving & Excavating, Inc. 4. REPORTS FROM OFFICERS, BOARDS AND COMMISSIONS: a. From the Planning Commission relating to: 1) Consider for approval the petition of Melvin Schugel Jr. to rezone from R -A ( Agricultural Residence District) to R -1 ( Single Family Residence District) the property legally described as Part of Lot 2, Auditor's Plat of the Balance of Lot 2, NE '/ 4 - NE Y4, Section 24, Township 110, Range 31 West. 2) Consider resolution approving the application of Brian Gramentz, City Manager of the City of New Ulm, Minnesota, requesting a Conditional Use Permit to allow the placement of fill within the Flood Fringe District of the Minnesota River at 2300 -2414 North Broadway. b. From the Board of Zoning Adjustment relating to: 1) Consider the application of Melvin Schugel for a variance from the City Code on lot area and depth in the proposed Sarah Hills 3rd addition, the property is legally described as Part of Lot 2, Auditors Plat of the balance of Lot 2, NE '/ 4 of the NE %, Section 24, Township 110, Range 31 West Brown County ( Street Address: 1428 — 1510 Maplewood Drive and 1506 — 1518 Airport Road). 5. OLD BUSINESS: a. Consider resolution adopting the final 2014 Budget for the City of New Ulm totaling $ 21, 094,915 with a total Property Tax Levy of $6,102,572 and a City of New Ulm Net Property Tax Levy of $5,945,572. b. Consider motion to receive report on city regulations and recycling /shredder operations located in other Minnesota communities. 6. NEW BUSINESS: a. Consider motion approving a general wage adjustment for non -u nionized, full -time employees, 2014 City Attorney fee schedule, authorize the City Manager to make adjustments to the part-time hourly rated classifications as needed and approve the terms of the settlement agreement reached with AFSCME, Local 1204 for contract renewal. b. Consider resolution designating annual community celebration as community events" for the year 2014. C. First reading of Ordinance No. 14 -115, Fourth Series, amending section 3.31 of the City Code of the City of New Ulm relative to The Heritage Preservation Commission. 2 d. Consider resolution authorizing the Narren of New Ulm to "colorful strips of decorative cloth" on Minnesota Street in observance of the season of Fasching. e. Consider resolution directing staff to proceed with citizen survey for 2013 City and PUC operations according to MS 6.91. f.
