NCLUDES THE MARINE CORPS ALMANAC CONCEPTS PROGRAMS UNITED STATES MARINE CORPS Foreword A Message from the Commandantofthe Marine Corps These are historical times inwhich our Marines are serving, and the character oftheir service rivals that ofanypreceding generation ofMarines. At the forefront,we continue to shouldera criticalportion of the nation's prosecution ofthe GlobalWar onTerror, with more than 39,000 Marines forward deployed or forwardbased. The majorityofthese Marines are in Iraq, each one supportingthe cause offreedom. As"soldiers ofthe sea,"the Marine Corps provides the nationwith unparalleled strength and flexibilityin dealingwith the challenges oftoday, and ensuringwe are prepared forthoseto come. Readi- ness remains the hallmarkoftheMarine Corps, and through the operational concept ofSeabasingwe are refininga construct forprojectingpower from the sea -from aJoint force-to anyhostile shore aroundthe world. Once ashore,we are experimentingwith the concept ofDistributed Operations as ameans of leveragingthe untappedpotential ofourMarines and the heretofore unrealized utilization oftechnology to supportaforcewhich rapidlydisperses and re- aggregatesbased on information ofenemydisposition, intentions, or fleetingopportunities. Preparedto meet anychallenge, the Marine Corps remains the nation's premier expeditionarycombat force-in-readiness. Chapter1 j USMCConcepts+ Programs2006 Marines areprimarilya naval forcewhose strength is the abilityto gain access to denied areas-often from great distances. We fight across the spectrum ofconflict and sustain our deployed forces for extendedperiods oftime in support ofU.S. Combatant Commanders throughoutthe world. However, webelieve that our futurewillbe characterizedprimarilyby irregularwars.Marines aretrained and educatedto thinkindependently and act aggressivelywith speed and initiative. Theyseekto exploit the advantages oflanguage training and cultural understanding. Theythrive on the chaotic and unpredictable environmentswhere ourforces are employed. Theyare committedto and sustainedbytheir families, theAmericanpeople, andour operationalpartners. Theyare devotedto each other andto the cause offreedom. This commitmentwaswitnessed thispastyear as Marines continuedtheir efforts in theAlAnbarprovince, overseeingtwo elections anda referendum creatingthe first-ever Iraqi constitution. EveryMarine is a rifleman andawarrior-this represents ourlinkto the past and ourkeyto the future. We focus on warfighting excellence in all aspects ofMarine Corps training-fromboot camp to high-tempojoint and combined exercises.A guidingprinciple ofthe Marine Corps is thatwe fight as combined-armsteams, seamlesslyintegrating our ground, aviation andlogistics forces. We exploitthe speed, flexibility, and agilityinherent in our combined-arms approachto defeattraditional, terrorist, and emerging threats to our nation's security. This 2006 edition ofConcepts andPrograms describes our strategic direction, operational concepts, andthose majorprogramswe require to continue the Marine Corps'warfighting excellence and superiorityin the 21st century. Thisbookalso contains facts and figures on ourpeople, organizations, and resources to foster abetter understanding ofthe Corps andthe remarkableAmericans who fill its ranks.
