Labor Day weekend each year is reserved for the Annual Convention. No other shows may be held the weekend of the Annual Convention with the following exception. A club may receive permission to hold a show on the Annual weekend upon application to the Board. Application must state specific reasons for the request for exemption and why such a show would have no impact on the Annual. 109.1.1.1 The rotation for the Annual Conventions shall be: Mid Atlantic - 2011, Great Lakes - 2012, Northwest -2013, Northeast - 2014, International - 2015, Southwest - 2016, South Central - 2017, Southeast - 2018, Mid Pacific - 2019. 109.1.1.2 Proposals to host the Annual Convention in the designated region must be received for the Annual Meeting 3 years prior to the proposed convention. 109.1.1.3 In the event no club submits an acceptable proposal, any club in any region may submit a proposal to host the Annual Convention by the agenda deadline for the Semi-Annual Meeting 2½ years prior to the convention and a notice soliciting such proposals shall be published in the TICA TREND. 109.1.1.4 The subsequent designated order of rotation will remain the same. 109.2 Meetings of the Board. 109.2.1 All Board Meetings shall be scheduled for a minimum of 2 days. 109.2.1.1 Meetings of the Board shall be the fourth full weekend in January (Winter Meeting, the third full weekend in May (Spring Meeting) and the week immediately preceding Labor Day weekend (TICA Annual). 109.2.1.2 The Winter Meeting shall be held in Harlingen TX without a show OR at a location outside the United States in conjunction with a show, approved by the Board. 109.2.1.3 The Spring Meeting shall be held in the United States, rotating from Central to West to East, with or without a show. The meeting venue must be at or near a major international airport at a hotel with adequate meeting space, full restaurant service and airport shuttle. 109.2.1.4 The Winter and Spring meeting locations shall be selected by the Board without consideration of accompanying show. 109.2.1.5 Minutes of all meetings of the Board of Directors shall be completed within 10 working days following the meeting. 1024.1 Amendments. Proposals to amend the By-Laws shall be considered by the Board of Directors at regularly scheduled meetings. Proposals from the membership must be in writing and received by the Rules Committee no later than 90 days prior to the opening day of the meeting to allow time for review in order to reach the Executive Office 60 days prior to the opening day of the meeting. Proposals received by the Rules Committee after the 90-day deadline will be placed on the following meeting agenda. Proposals are to be submitted according to ARTICLE TWENTY-FOUR, 124.1.1 of the TICA By-Laws. 5 No. ITEM LEAD STATUS 1 Blueslips online. Rules A12 Agenda Give two options--one that allows people to serve and one that does not. 5 Pedigrees being issued by clubs outside of North America (we already have a procedure in place for NA clubs). Work with the EO on establishing a procedure to allow registries to become "accepted" registries to the EO, e.g. using criteria like licensing judges and producing shows, if they can establish with you that they have the qualification to run a registry (e.g. letting you know how many years they have been registering cats and how many cats are in their database). Part of the application process should also be a trans-lation" of their color names / codes to TICA colors and a contact person in case there are questions regarding a pedigree from their registry submitted to you. Rules W13 Agenda 6 Amend Breed Committee rules to read that you must be a member of the breed committee 6 months prior to the Rules A12 Agenda first of the month in which the ballot is sent. 7 Revise Standing Rules 303.6.2.1 and 303.7.3.1 to be in compliance with By-Laws 7.1.4: 303.6.2.1 Having met the Rules A12 Agenda requirements for and upon advancement to Preliminary New Breed (PNB) status, a cat in PNB may be shown immediately upon advancement by the Board. 303.7.3.1 Having met the requirements for and upon advancement to Advanced New Breed (ANB) status, a cat in ANB may be shown immediately upon advancement by the Board. 8 Place proposal for the Golden Tabbies on the agenda for the Annual. Rules A12 Agenda 9 Motion 23 to table the Siberian Committee appointments to the Annual and to ask the interested parties to send Board A12 Agenda their resumes, showing their qualifications under By-law 15.4.2 and explaining why they would like to be considered, to the Board. 6 7 8 D I A N E D U R Y E A Member of TICA since 1996 Member of Siberian Breed Group since 2006 Cattery “Magnoliastar” registered 2006 Current member of First in Flight Cat Club, member since 2002 My name is Diane Duryea, and I am seeking a vacant position on the Siberian Breed Committee. I live in Tennessee, in the United States, where I have my cattery, Magnoliastar. I have been involved with TICA since 1996, starting out with showing household pets. I became the owner of my first Siberian in 2006. I showed her to a SE Regional win that year. My interest in the Siberian breed continued to grow, and I continued to show, this time with an alter. I was fortunate to meet another breeder, who was instrumental in helping me to lay the foundation for cattery. She became my mentor, and I learned a great deal from her knowledge and wisdom. In 2008, I bred my first litter of Magnoliastar Siberians. I continued to show, and my cats continued to win regional awards, as well as an international award. I breed my cats to the current standard. I have bred both standard colors, as well as colorpoint, and my top priority is that the cats that I breed are healthy, and with good temperaments. I am selective in my breeding program, and breed solely to advance the breed. I do not look upon my breeding program as a source of income. I have been actively involved with First in Flight Cat Club, and actively participate in club activities as my job allows. I enjoy the camaraderie that the club provides, and am always willing to help out with other clubs in other regions when asked. My job has allowed me to travel to various parts of the country, and I support the clubs in that region by showing my cats there. I believe that the current breed standard should not be changed, but am open to discussion to clarify points that the breed section have deemed ambiguous. 9 – 2 – July 27, 2012 I have mentored new breeders, and have been available to answer questions. When asked by another breeder for assistance with her laboring queen, I traveled to stay with her and assist in the birth. If selected to the breed committee, I will encourage open discussion regarding issues that various breed section members have identified. I will work hard to dispel the notion of there being a “American” standard and a “European “ standard. I will continue to promote the breed, and will participate in activities to that end. I want to thank the board for allowing me this opportunity. 10
