New concepts about the structure and role of government are emerging in many different countries: ‘open government’ in the US, ‘the big society’ in the UK and ‘government 2.0’ in Australia. The government of the Netherlands is also undergoing major changes. The ‘Compact Civil Service Implementation Programme’ aims to transform the Dutch Government into an organisation that accommodates social dynamics and requires less public funding and fewer staff. An intrinsic part of the Government’s new way of working is based on a combination of proposals for cutting costs, including in housing and ICT, and for providing professionals in government with sufficient space to operate through management based on results and trust.
