Taking the country cases of Morocco, Tunisia, Lebanon and Jordan,thisworkexplorestherelationshipbetweenthegovernmentof thesendingstates,theoutmovementoftheircitizensandthecommu- nitiesofexpatriatesthathavedeveloped.Byfocusingontheevolutionof government institutions charged with various aspects of expatriate affairs,thisworkbreaksnewgroundinexplainingthechangingnature oftherelationshipbetweenexpatriatesandtheirhomestate.Farfrom suggestingthatthestateiswaninginimportance,theconclusionsindi- catethatthisrelationshipprovidesevidencebothofstateresilienceand ofnewtrendsinthepracticeofsovereignty.
