AA ftst er a ly few weeks, the city gradually reveals itself to be remarkably functional. Distances that seemed vast experientially turn out to be compact geographically. Crowds that appear to teem ambiguously turn out to move with well-choreographed1ed intent. Apparently innumerable buses and trains arrive and depart with such remarkable dependability that you always end up just where you need to be.' an 7 ' Urbanism inHong Kong is a result of a combination of top-down planning and bottom-up solutions, a unique collaboration between pragmatic thinking and comprehensive masterplanning, played out inthree- dimensional space. Footbridge networks throughout the city that grew piecemeal, built by different parties at different times to serve different immediate needs, eventually formed an extensive network and became a prevailing development model for the city's large-scale urban projects. ! 1 Ground is a continuous plane and a stable reference point. ltis the surface on which the conflicts of urban propinquity: public and private, planned and impromptu, privileged and disadvantaged, are worked out. ln cities like New York, great cultural significance is placed in being on the spatial ground, and infrastructural solutions: platforms and tunnels are deployed to keep the ground continuous. ln other places, cultural activity - commerce, entertainment, public program - may continue well above the ground plane. ln Tokyo, Shinjuku station extends an entire district underground; while restaurants and bars fill skyscrapers above the ground. The ground plane remains a reference point for cultural life. Hong Kong enhances three-dimensional connectivity to such a degree that it eliminates reference to the ground altogether.
