Also present were Bernard Lynch, Town Manager and John Coderre, Assistant Town Manager. OPEN SESSION Chelmsford Rotary Club Dance - January 19. 2002 Marian Currier came before the Board to announce a dance sponsored by the Rotary Club to benefit Habitat for Humanity. The date ofthe dance is Saturday, January 19, 2002 at 7 pm at the Radisson Hotel. Winterfest - February 2-3, 2002 Pam Armstrong announced the 8th annual Winterfest to be held the weekend ofFebruary 2nd . The kickoffevent is a pancake breakfast. A variety ofevents are scheduled over the course of the weekend. The calendar ofevents will be published in The Independent and The Sun. Donation boxes will be placed at various events as opposed to the button system used in previous years. Mr. Lynch took the opportunity to highlight the work done in previous years by Peggy Dunn and to thank Pam Armstrong and Susan Gates for stepping in to organize the event in Ms. Dunn’s absence. APPROVAL OF MINUTES FROM PREVIOUS MINUTES B.O.S. Board ofSelectmen: October 1, 2001 October 22, 2001 November 2001 7, Selectman McCall made a motion to approve the minutes from October 1 and October 22, 2001. Motion seconded, minutes approved unanimously. Selectman McCall made a motion to approve the minutes from November 7. Selectman Dalton was not present at that meeting due to a conflict with an SSBC meeting. Motion seconded with one abstention. Executive Session October 2001 : 1, October 29, 2001 November 2001 1, Selectman McCall made a motion to approve and accept the minutes from the executive sessions ofOctober October 29 and November 2001. Motion seconded, minutes approved 1, 1, unanimously. BoardofSelectmenMeetingMinutes January 14,2002 TOWN MANAGER REPORTS Mass. Municipal Association MMA The Board and Town Manager attended the annual conference. The meeting provided a better sense ofthe financial issues municipalities will be facing in the coming months. A number ofeconomists gave presentations. The Commonwealth is anticipating a $1.2 billion shortfall. The picture for the State is not good. As for Chelmsford, there appears to be a $2.7 million gap between revenue and expenditures. The challenge will be to correct this year’s problem without creating a long-term problem. Town Meeting is currently scheduled for April 22nd. It could be postponed to May 20th, though the A School department has indicated concerns regarding a delay. decision could be reached by the January 28 Selectmen’s meeting as to a date for the Spring Town Meeting. Fees John Coderre, Charles Femey and staffhave been working hard toward completing an updated schedule offees. The schedule will be presented for a vote at the January 28th meeting. TOWN MANAGER BIDS/CONTRACT AWARDS Preservation ofForefathers Burial Ground-Fannin-Lehner Preservation Consultants. Concord MA Mr. Lynch awarded the contract for the preservation ofthe Forefathers Burial Ground to Fannin- MA Lehner Preservation Consultants, Concord for the amount of$38,000. The work includes the disassembly and reconstruction ofwalls and head stones. Selectman McCall made a motion to approve the award ofthe contract for the preservation ofthe MA Forefathers Burial Ground to Fannin-Lehner preservation Consultants, Concord for the amount of$38,000. Motion seconded and bid award approved unanimously. SCHEDULED BUSINESS Application for One-Dav Beer & Wine License: “An Elegant Evening ofJazz” Chelmsford Public Library Kathy Cryan-Hicks appeared before the Board to request approval for a One-day Beer and Wine License. The event is “An Elegant Evening ofJazz” to be held at the Chelmsford Public Library on February 15, 2002 at 8:00 p.m. It is a benefit for the Friends ofthe Library and the Friends of Music. A grant from the Cultural Council will fund entertainment to be provided by the Paul Broadnax Quintet. Selectman McCall made a motion to approve a One-Day Beer and Wine License for the Chelmsford Public Library for February 15, 2002 from 8 pm - 1 1:30 pm. Motion seconded and approved unanimously. UNSCHEDULED BUSINESS Application ofTransfer ofDiesel Storage License: Land at 330 Billerica Road Selectman McCall made a motion to approve the transfer ofdiesel storage license at 330 Billerica Road from The Manufacturers Life Insurance Co. to Principal Mutual Life Insurance 2
