Columbia 20410 District of :*'***" Charrette on Design Guidelines for the East Plaza June 29 30 - 1994 HUD’S MISSION AND PRIORITIES Under the leadership ofPresident Bill Clinton and Secretary Henry Cisneros, the mission ofthe U.S. Department ofHousing and Urban Development is to helppeople create communities ofopportunity. The Clinton Administration’s five Community Empowerment Principles define how HUD seeks to accomplish its mission: urn A Commitment Community to A Commitment to Support Families A Commitment to Economic Lift A Commitment to Reciprocity and to Balancing Individual Rights and Responsibilities A Commitment to Reducing the Separations by Race and Income in American Life The physical, economic, and social landscape ofour cities is changing. Structural changes in the economy are transforming it from one based on manufacturing to one based on services. Popula—tion andjob centers are reloc—ating to the suburbs, while poor and minority populations augmented by immigrants are increasingly concentrated in inner-city ghettos-and barrios. The number ofhousing units affordable to low-income families continues to fall, and a greater and greater percentage ofpoor families must spend more than halfoftheirincomes on rent and utilities. More and more homeless people huddle in our streets. The housing and community development needs oflow- and moderate-income HUD families continue to grow and change. The following first-yearpriorities address these changing needs within the realities offiscal restraint and through the vision and values ofAmerica’s new leadership.
