The senior researchers involved–StefanTangermann(coordinator,withmanagementsupport provided by Martin Banse), Allan Buckwell, Sophia Davidova, Wil- helmHenrichsmeyer,JoSwinnen–havingknowneachotherforalong time, shared a keen interest in agricultural developments and policy trends in the transition economies of Central Europe, agricultural relationsbetweenEasternandWesternEurope,theimplicationsofthe impending eastward enlargement of the European Union (EU), the futureoftheCommonAgriculturalPolicy,andinquantitativeanalysis of all these issues. It therefore required no more than a few words to sparktheircooperationonthisproject.Thus,whenJensSchaps,atthe timewithDGVIoftheEuropeanCommission,referredinpassingtothe urgent need for more quantitative analysis of the agricultural implica- tionsofCentralEurope’saccessiontotheEU,theplanwasimmediately borntoengageinajointresearchproject.TheEU’sFourthFramework Programme for Research, Technology and Development offered a unique opportunity for applying for research funding and in the short time remaining before the application deadline, a proposal was put together.Thebidwassuccessful,andworkcouldsoonstartonproject FAIR1-CT95-0029,AgriculturalImplicationsofCEECAccessiontothe EU. ix 219 Z:\Customer\CABI\A3672 - Tangermann - Central + Eastern European\A3672 - Tangermann - Central & Eastern European #1.vp 10 February 2000 12:18:33 AMA:A3672:DA:First Revise:10-Feb-00 Preface Color profile: Disabled Composite Default screen x Preface Work on the project was organized into six tasks, reflected in Chapters2–7ofthisbook.Theampleresultsachievedinthesetasksare onlysummarizedhere.Alargenumberofworkingpapers,publications and conference presentations, cited in the individual chapters, have provided more detail on the methodologies applied and the findings madeintheindividualcomponentsoftheproject.Overall,themessage is that determined policy efforts are still required in both Central EuropeandtheEU,andintheaccessionnegotiationstomakeeastward enlargement a success in the agricultural and food sector. We would hopethatthisbook,andtheresearchunderlyingit,canhelptoidentify some of the major issues that require policy action on both sides. We alsohopethatthewidevarietyofresearchmethodologiesemployedin theprojectandreflectedintheindividualchaptersofthisbookcontrib- utetodemonstratingtheusefulnessofcarefulempiricalanalysis,based on sound theory, as traditionally provided by agricultural economists. From the personal perspective of those directly involved in this project, the cooperative effort was great fun. A group of devoted and competent junior researchers, appearing as authors of chapters in this book,workedenthusiasticallyandgrewtogetherasatrueteamduring the many meetings that brought together the project participants from thefourlocations.Ideasandresultswerefreelyexchanged,andcooper- ation across the individual tasks proceeded much more smoothly thanevenoptimisticexpectationscouldhaveanticipated.Personalities matched well, and coordination among the four research groups involved, potentially a nightmare in such networks, turned out to be a pleasure. All of us participating in this project have greatly benefited from the cooperation, as researchers and individuals. Ourthanksgoinmanydirections,andonlysomerecipientscanbe mentioned here. We are grateful to the European Commission for pro- viding the financial support that made this project possible, and for showingcontinuedinterestinitsresults(whichshouldnot,though,be takentoreflectthepositionoftheCommission).Administratorsinthe fouruniversitiesinvolvedshowedgreatpatiencewithourdemandsas well as the delayed arrival of the money from Brussels.
