It includes all assurances to be followed by the Area Agency on Aging of the Capital Area under provisions of the Older Americans Act, as amended, during the period identified. The Area Agency on Aging of the Capital Area will assume full authority to develop and administer the Area Plan in accordance with all requirements of the act and related State policy. In accepting this authority the Area Agency on Aging of the Capital Area assumes the major responsibility for the development and administration of the Area Plan and serves as an advocate and focal point for older people in the planning and service area. Expected changes within the population of the region include: rapid growth, an even faster growth rate of the over 60 age group, a greater percentage of minorities, and an increasing percentage of minorities who are over the age of 60. These trends are generally seen throughout the ten counties of this region; however, there are some exceptions that can be noted. Recent Growth in the Region The Capital Area continued to experience a significant amount of growth between the years 2000 and 2005. According to the population figures released by the U.S. Census Bureau, the CAPCOG region in the year 2000 was populated by 1,346,833 people. Estimates from the Texas State Data Center show a 2005 population of 1,550,353, according to the 2000-2004 migration trend (Scenario 2.0). This was a growth rate of 15.1%, which outpaced the 9.6% growth that the entire State experienced. Future Growth in the Region According to the projections from the Texas State Data Center, population growth in the Capital Area through 2020 will occur at a higher rate in the counties immediately surrounding Travis County. Especially high is the rate of growth expected in Hays, Bastrop and Williamson Counties, which are projected to have doubled in population. Caldwell and Burnet will see similar growth rates and should expect a population of around 50,000 by 2020, while Blanco, Fayette, Lee, and Llano each with a 2000 population of less than 20,000 people will remain below 30,000 by 2020. Although the growth rate in Travis County is comparatively low to other counties in the region, it is 9 CAPCOG/AAA Capital Area still expected to have an additional population of 230,000 people, second highest to Williamson which is projected to have 390,000 more people. The CAPCOG region’s population grew by 46.5%, while the over 60 age group grew by 33%. This trend was attributed to the relatively low number of births occurring during the late 1920s and early 1930s.1 The exact opposite is expected through 2020 as more and more people from the baby-boom generation reach the age of 60.
