(KMEP)proposestoreplaceandexpanditsexistingrefinedpetroleumproductspipelineonthe existingCalnevsystembetweentheexistingNorthColtonTerminalintheCityofColton, CaliforniatoBrackenJunction,locatedapproximately1.5mileswestofMcCarranInternational Airport(McCarran)intheCityofLasVegas,Nevada.TheProjectwouldinvolvethe construction,operationandmaintenanceof233milesofnew16-inchdiameterpipelinefrom ColtontoLasVegas.Inadditiontothepipeitself,theProjectwouldincludeanelectrical substationandotherancillaryfacilitiestoincreasepumpingattheColtonTerminal;anewpump station,electricalsubstationandancillaryfacilitiesnearBakerCalifornia;anew3-milelateralto McCarran,aswellasnewormodifiedconnectionstoexistinglaterals,newvalvesandother ancillarymodifications.ThemaincomponentsoftheProjectareshownonFigure1(Overview ofthePipelineSystem). 1.2 NEPA&CEQARequirements ScopingistheformalcoordinationandconsultationprocessrequiredunderNEPAandCEQAregulations toensurethatinterestedpartiesareallowedaforumtoprovideinputontheissuestobeanalyzedbythein theenvironmentaldocument.Thisprocessensuresthatsignificantissues,alternatives,andimpactsare addressedinenvironmentaldocuments,anddeterminesthedegreetowhichtheseissuesandimpactswill beanalyzed.ScopingisrequiredbytheCouncilonEnvironmentalQuality(CEQ)1979regulations(40 CFR1501.7)andunderCEQAforprojectsof“statewide,regionalorarea-widesignificance”per§21083.
