It establishes Headquarters United States Air Force Vehicle Management procedures and describes the supporting data systems. Vehicle Fleet Manager (VFM) or Vehicle Management Superintendent (VMS) will expand or revise these procedures to fit local circumstances, within the intent of this instruction. Some objectives, policies and responsibilities of Vehicle Management are derived from overarching policy in DOD 4500.36-R, Management, Acquisition, and Use of Motor Vehicles, 16 March 2007, DOD 4140.50-R, Management and Standards of DoD Locomotives, 19 June 1985, DOD Instruction (DODI) C- 4500.51, Commercially Procured and Leased Armored Vehicle Policy (U), 25 July 2007 and DODI 4500.57, Transportation and Traffic Management, 18 March 2008. (INCIRLIKAB) Air Force Instruction (AFI) 243-302, Transportation, Vehicle Management, 26 June 2012 is supplemented as follows: The purpose of this supplement is to establish policy and procedures unique for Incirlik Air Base (AB) and all Geographically Separated Units (GSUs) in Turkey. The policies and procedures established in this publication is necessary for implementing and managing the installation‘s Air Force Registered Vehicles (AFRV), Other Government Motor Vehicle Conveyances (OGMVCs) and Non-Registered Equipment Management Systems (REMS), reportable Low Speed Vehicles (LSVs) and Non-Registered Low Speed Vehicles (NRLSVs). This supplement applies to all squadron commanders, equipment custodians/Vehicle Control Officers (VCOs), Vehicle Control Noncommissioned Officers (VCNCOs), AFRVs, OGMVC and NRLSV operators assigned to host and associate units assigned to Incirlik AB and its GSUs. Refer recommended changes and questions about this publication to the Office of Primary Responsibility (OPR) using the AF Form 847, Recommendation for Change of Publication.
