This volume prescribes stock control guidance, procedures and utilization of the Item Manager Wholesale Requisition Process (IMWRP) (D035A); Wholesale Management and Efficiency Reports (WMER) (D035B); Reportable Asset Management Process (RAMP) (D035C); and the Wholesale (WHSL) module of the Stock Control System (SCS) Midtier data subsystem. It applies to Headquarters (HQ) Air Force Materiel Command (AFMC), the Air Force Sustainment Center (AFSC), Air Force Life Cycle Management Center (AFLCMC) and Air Force (AF) logistics organizations whose missions require stock control functions. It also applies to other Department of Defense (DoD) personnel requiring “Read Only” access to D035A, D035B, RAMP and WHSL. It does not apply to Inventory Management Specialists (IMS)/Materiel Managers (MM) using off-line data systems, the Combat Ammunition System (CAS) or to contractors performing IMS/MM duties for Contractor Supported Weapon Systems (CSWS). This publication does not apply to Air National Guard (ANG) or Air Force Reserve Command (AFRC) and their units. Refer recommended changes and questions about this publication to the Office of Primary Responsibility (OPR) using an AF Form 847, Recommendation for Change of Publication; route AF Forms 847 from the field through the appropriate functional’s chain of command. This publication may be supplemented at any level, but must be routed to the OPR for coordination prior to certification and approval. The authorities to waive wing/unit level requirements in this publication are identified with a Tier (“T-0, T-1, T-2, T-3”) number following the compliance statement. Submit requests for waivers using AF Form 679, Air Force Publication Compliance Item Waiver Request/Approval, through the 2 AFMCMAN23-501V1 11 APRIL 2017 chain of command to the appropriate Tier waiver approval authority, or alternately, to the Publication OPR for non-tiered compliance items. Request for waivers must be approved by the publication OPR prior to implementation. Ensure that all records created as a result of processes prescribed in this publication are maintained in accordance with (IAW) Air Force Manual (AFMAN) 33-363, Management of Records, and disposed of IAW the Air Force Records Information Management System (AFRIMS) Records Disposition Schedule (RDS). The use of the name or mark of any specific manufacturer, commercial product, commodity, or service in this publication does not imply endorsement by the Air Force. SUMMARY OF CHANGES AFMCMAN 23-5, Volume 1 renumbered to AFMCMAN 23-501, Volume 1. Waivers to this publication must be submitted using an AF Form 679. Major changes include reconciliation procedures, including End of Month (EOM) data package data requirements/storage/reporting as identified in the Air Force Sustainment Center’s corrective action plans to support Financial Improvement Audit Readiness (FIAR). This revision also establishes Supply Condition Code (SCC) X assets in response to Approved Defense Logistics Management Standards (DLMS) Change (ADC) 1159. It incorporates AFSC-initiated AF Form 847 (control ID AFMC 15-003). Inventory Management Specialist roles with regard to adjusting Required Availability Dates (RAD) have been clarified. It removes all references to the Government Furnished Material Transaction Reporting System (G009). It inserts Management Review Code (MRC) assignment and retention decision criteria.
