Bureau of Equal Opportunity PA Department of Transportation PREFACE What is the Statewide Minority and Female Resource Directory? This directory was prepared to assist contractors (prime and sub) serving the Commonwealth of Pennsylvania, Department of Transportation. It is to be used as a tool by firms holding Federal/State contracts in locating and recruiting minority, female, and disadvantaged applicants for employment on highway and bridge construction and nonconstruction contracts. Contractual provisions state that “the contractor will, unless precluded by a valid bargaining agreement, conduct systematic and direct recruitment through public and private employee referral sources likely to yield qualified minority group applicants. To meet this requirement, the contractor will identify sources of potential minority group employees, and establish with such identified sources procedures whereby minority group applicants may be referred to the contractor for employment consideration.” This directory does not attempt to replace any existing directory published by any government agency. The Statewide Minority and Female Resource Directory grew out of a response for requests to better help contractors integrate their work force with minority and female employees.
