Asteeringcommitteehasdeterminedfunctionalresponsibilities betweenthetwoagencies.Themajorworkloadsidentifiedconcernrecreation,landand wildlifemanagementissues. AGENCYPOSITION: TheBLMwelcomestheopportunitytocooperativelymanagethisareasinceCanyon FerrycomplementsBLMmanagementofrecreationfacilitiesalongtheupperMissouri Riveranditstributaries. Oneofthegoalsinthelong-termmanagementstrategyisto involveadditionalmanagementpartnersand/orcooperators. Withadequatefundingand withoutsideaswellasinteragencycooperation,thepotentialexiststomakethisthebest andmostutilizedwater-basedrecreationareainthestate. BACKGROUND: CanyonFerryisoneofthemostheavilyusedreservoirsinthestatewithover200,000 visitor-daysannually. Itincludes267homesitesatthenorthendofthereservoirand severalconcessionaireleases. Until1993,recreationoperationsatCanyonFerrywere managedbythestate,butthestateparksdivisionturnedtheareabacktoBORearlyin 1994duetoseverebudgetshortfalls. Allstatenon-realtypropertyhasbeenremoved fromthepremises. In1992,theBLM,theBORandtheMontanaDepartmentofFish,WildlifeandParks proposedaninteragencyapproachformanagingCanyonFerryReservoirthrougha memorandumofunderstanding(MOU). Inhistestimonyatacongressionalhearing concerningCanyonFerry,however,BORCommissionerDanBeardindicatedhewanted toreviewtheMOU,andsubsequentlythethreeagenciescouldnotreachconsensusona newagreement. AGENCYPOSITION: TheBLMsupportscollaborativedecisionmakingprocesses. Aworkshopwasheldformemberagencies toleamaboutoneanother'splanningprocessesandconstraints. Acitizen'sadvisory groupwasalsodevelopedtoensurelocalinvolvementinthisprocess.
