Firstly, Brain Informatics combines the efforts of Neuroscience, Cognitive Science, Machine Learning, Big Data Analytics, Artificial Intelligence(AI),andInformation andCommunicationTechnology(ICT)tostudythe brain as a general information processing system. Secondly, new informatics equip- ments, techniques, and platforms are causing a revolution in understanding the brain. Thirdly,startingfromitsproposalasafield,thegoalofBrainInformaticsistoinspire future AI, especially Web Intelligence (WI, i.e. AI in the connected world). BI 2019 provided a premier international forum to bring together researchers and practitioners fromdiversefieldsforpresentationoforiginalresearchresults,aswellasexchangeand dissemination of innovative and practical development experiences on Brain Infor- matics. The main theme of BI 2019 is “Brain Science meets Artificial Intelligence” with respect to the five tracks: Cognitive and Computational Foundations of Brain Science; Human Information Processing Systems; Brain Big Data Analytics, Curation and Management; Informatics Paradigms for Brain and Mental Health Research; and Brain-Machine Intelligence and Brain-Inspired Computing. The BI conference series started with the WICI International Workshop on Web IntelligencemeetsBrainInformatics,heldinBeijing,Chinain2006.The2nd,3rd,4th, and 5th BI conferences were held in Beijing, China (2009); Toronto, Canada (2010); Lanzhou, China (2011); and Macau, China (2012), respectively. Since 2013, health was added to the conference title as Brain Informatics and Health (BIH) with an emphasisonreal-worldapplicationsofbrainresearchinhumanhealthandwell-being. The BIH 2013, BIH 2014, BIH 2015, and BIH 2016 were held at Maebashi, Japan; Warsaw,Poland;London,UK;andOmaha,USA,respectively.In2017,theconference wentbacktoitsoriginaldesignandvisiontoinvestigatethebrainfromaninformatics perspective and to promote a brain-inspired information technology revolution. Thus, theconferencenamewaschangedbacktoBrainInformaticsinBeijing,China,in2017. In2018,theconferencewas held inArlington,Texas,USA.In2019,thisgrand event was held in Haikou, China, during December 13–15. The BI 2019 conference was hosted by Hainan University, and officially sponsored by the Chinese Association for Artificial Intelligence (CAAI) and Web Intelligence Consortium (WIC). BI2019solicitedhigh-qualitypapersandkeynotetalkswithworld-classspeakers,a panel discussion, workshops, and special sessions. BI 2019 involved several world leaders in brain research and informatic technologies, including Aaron Ciechanover, Lin Chen, Qionghai Dai,HongkuiZeng,Michael Fox,HeshengLiu, Jing Luo,Tianzi Jiang,YongHe,andmanyotheroutstandingresearchers.Theseproceedingscontain26 high-quality papers acceptedand presentedatBI 2019, which bridgesscalesthat span from atoms, to thoughts and behavior, and provides a good sample of state-of-the-art vi Preface research advances on Brain Informatics from methodologies, frameworks, techniques, to applications and case studies. TheBI2019conferencepromotedmoremultidisciplinarystudiesoninnovativeand integratedsolutionstoimproveourabilitytounderstandthebrain,andpromotedmore brain-inspired technologies and BCI systems for important real-world applications. In recent years, new experimental methods, such as neuroimaging, opto-genetics, and dense-electrode recording are generating massive amounts of brain data at very fine spatial and temporal resolutions. The new data fusion and AI methodologies are welcomedtoenhancehumaninterpretivepowerswhendealingwithbigneuroimaging data,includingfMRI,PET,MEG,EEG,andfNIRS,aswellasfromothersourceslike eye-tracking and from wearable, portable, micro, and nano devices. Brain Informatics research creates and implements various tools to analyze all the data and establish a more comprehensive understanding of human thought, memory, learning, decision-making, emotion, consciousness, and social behaviors. These methods and related studies will also assist in building brain-inspired intelligence, brain-inspired computing, human-level wisdom-computing paradigms and technologies, and improving the treatment efficacy of mental health and brain disorders.
