Committee Reports Citizens Advisory Committee (CAC) Meeting of November 18, 2015 The CAC approved its meeting calendar for 2016, and heard reports on:  Temple Terrace’s plans for implementing complete streets, transit oriented development and multimodal transportation; members asked about their effects on walkability, parking and economic development  Hillsborough County Economic Development Initiatives, including competitive sites and redevelopment programs  Florida Transportation and Strategic Intermodal Systems Plans (FTP and SIS Plans)  The Expressway Authority’s innovative Connected Vehicle Pilot Project  Tampa’s plans to make Scott Street stormwater and streetscape “green”  Population and growth trends in the urban core compared to forecasts Technical Advisory Committee (TAC) Meeting of November 16, 2015 The TAC approved its 2016 meeting calendar, and heard similar reports to the CAC, with comments on the following:  A suggestion was made to include the Florida Department of Education on the FTP steering committee reviewing the Florida Transportation and SIS Plans.  TAC members supported the Scott Street design, particularly the aesthetic and functional stormwater treatments, and members were assured that the roundabout curb heights would allow school buses and emergency vehicles to navigate through easily.  A presentation on previous passenger rail studies and the potential for joint use of CSX freight tracks prompted questions about the time frame and next steps. CAC-TAC Joint Meeting of December 16, 2015 Today’s Bylaws Amendment was supported by both committees. Members commented on the following agenda items:  Tampa’s Spruce Street project – Pedestrian connectivity is a concern throughout the Home Depot/Target/Total Wine property at Spruce & Dale Mabry, a large retail area with residential neighborhoods directly behind. The proposed improvements on Spruce St are considered a good first step. The City’s consultant was asked to consider a trail connection across Dale Mabry, a recognized gap/barrier in the regional trail network. Members of both committees would like to be invited to the public meetings when they are scheduled. Plan Hillsborough planhillsborough.org  Tampa-Hillsborough Expressway Authority Strategic Plan – Members were [email protected] interested in more information on the Gandy Connector, the Brandon Parkway, 813 - 272 - 5940 601 E Kennedy Blvd greenway treatments, and safety on Meridian Avenue. 18th floor Tampa, FL, 33602  Legislative update – Hearing about the new FAST Act, members asked about new requirements for considering inter-city rail in MPO plans. Rule-making details are to come  Social Justice in Transportation – Members asked for mapping tools to show where low income and minority populations are located.  Walk-Bike Safety Outreach & Video Contest – The CAC asked for a future briefing on why our community is historically faced with such alarming numbers of fatalities.  Schools and Transportation – Ideas were generated on better planning for safe access to schools, such as ridesharing, HART passes for students, proactive site planning. Tampa Bay TMA Leadership Group Meetings of November 6 and December 11, 2015 At the request of the Group members, the November meeting was held as a workshop on the concept of passenger rail service on the existing freight tracks that were offered for sale and joint use by a CSX Corporation representative at the Group’s previous meeting. Hillsborough, Pinellas, and Pasco MPO directors shared information about previous rail studies and transit-oriented development plans in each county. FDOT reviewed the federal and state requirements for analyzing potential rail projects. Group members asked that an information page on the concept be prepared for the state legislative delegation. An information page was drafted for the Bay Area Legislative Delegation’s December 8 meeting, accompanied by the TMA’s 2015 Top Five Priorities. This is included in your agenda packet. The Group expressed concern about waiting until February to meet again, and requested an additional special meeting, which was held on December 11 at PSTA. HART Director Eagan discussed their approach to regional stakeholder engagement for HART’s upcoming premium transit study, which will look at the CSX-owned corridors in Pinellas, Pasco, and Hernando as well as Hillsborough. TBARTA reviewed previously-prepared cost estimates for building and operating rail in the CSX corridors, and Pinellas MPO provided information on the scope and cost of real estate appraisals conducted by FDOT District 5 for the Orlando SunRail project. Members expressed concern about waiting until the end of the HART premium transit study to begin the real estate appraisal process, and asked that the legislative priorities be clarified to reflect that additional funding is needed for a real estate appraisal similar to Orlando’s. TBARTA MPO Chairs’ Coordinating Committee (CCC) Meeting of November 13, 2015 The MPO Chairs approved their 2016 meeting calendar and were briefed on the new Florida SUNTrail program and on major regional projects in the newly updated 2040 Transportation Plans of the Polk TPO and the Sarasota/Manatee MPO. The group also discussed the latest steps in the consolidation of the CCC with TBARTA, and confirmed that the group is renamed as a TBARTA standing committee. Hillsborough MPO was represented by Vice Chair Cohen. Bicycle/Pedestrian Advisory Committee (BPAC) Meeting of November 4, 2015 Committee members heard presentations on and were supportive of:  The City of Tampa’s partnership with the Housing Authority to make Scott Street a safer connector for children and an elder population to travel the corridor;  The Vision Zero movement that acknowledges that for safer road traffic systems, providers should account for inevitable human error and account for it in the design of roadways. Livable Roadways Committee (LRC) Meeting of November 18, 2015 The committee approved the 2016 calendar and heard status reports on:  Orlando’s “Signature Corridor” vision for I-4, with common design themes that tie together diverse destinations and reinforce community identity;  Walk Bike Tampa, an alliance that started about two months ago with a goal to make Tampa safe, walkable and livable. The group is pursuing Vision Zero, a multi-national road traffic safety effort to achieve a highway system with no fatalities or serious injuries;  Scott Street Green Street, a low-impact development approach to street redesign. Infiltration planters and pervious sidewalks will help manage and treat stormwater in the right of way;  George Road Complete Street Health Impact Assessment (HIA) – The MPO has partnered with the Florida Department of Health to conduct a Health Impact Assessment of adding sidewalks, bike lanes and crosswalks to improve access to parks and regional trails;  SIS/Florida Transportation Plan – Members asked that the same briefing be provided to the HART ADA committee. BPAC-LRC Joint Meeting of December 16, 2015 Today’s Bylaws Amendment was supported by the committees. Members commented as follows:  The committees support the Spruce Street Corridor Improvements proposed by the City of Tampa, but do urge the City of Tampa to provide a complete sidewalk network in the corridor.  The committees discussed the need to educate the public on the danger of crossing multi-lane roads. Specifically, the committee members reflected that a motor vehicle travelling at 45 miles per hour travels over 600 feet in 10 seconds. A joint meeting of the Pinellas and Hillsborough MPOs’ BPACs is planned for January 13, 2016 at the Austin Davis Library, 17808 Wayne Rd, Odessa from 6- 7:30 pm. Transportation Disadvantaged Coordinating Board (TDCB) Meeting of December 11, 2015 The Board reviewed the Sunshine Line’s customer service survey for fiscal year 2015. Client satisfaction with service remains at 98%. The Sunshine Line provided service to 257 more clients than the previous year with no budget increase. It was noted, however, that approximately 14,000 fewer employment trips were provided in 2015. Following discussion, the TDCB made a motion asking that the MPO Board request an update from HART on HART’s activities related to the former Job Access & Reverse Commute (JARC) program. A draft of a letter to HART is included in the MPO packet. The Board approved the renewal of a coordinated contract with the City of Temple Terrace, which provided 4,112 trips to the senior citizens of Temple Terrace last year. Members of the TDCB will participate in the TD Legislative Day on January 21, 2016 in Tallahassee. Information on the needs of the transportation disadvantaged persons in being able to access services across county lines will be highlighted. TBARTA MPO Staff Directors Meeting of December 11, 2015 The MPO Staff Directors approved their 2016 meeting calendar – changing the meeting location from FDOT’s to TBARTA’s office – and discussed next year’s CCC-TBARTA interlocal agreement for administrative services, and the use of logos on printed documents. Hillsborough MPO will convene a conference call on the regional planning tasks to be included in each MPO’s Unified Planning Work Program (UPWP). FDOT is changing some of the requirements for MPO grants administration, effective with the next UPWPs; training is being provided. The Technical Review Team is looking at the use of a multimodal Accessibility Index as a supplement to the travel demand model. TBARTA will bring back another draft of the 2016 TBARTA Regional Priority Projects at a future meeting. HILLSBOROUGH COUNTY METROPOLITAN PLANNING ORGANIZATION MEETING OF NOVEMBER 10, 2015 MINUTES The Metropolitan Planning Organization (MPO), Hillsborough County, Florida, met in Regular Meeting, scheduled for Tuesday, November 10, 2015, at 6:00 p.m., in the Boardroom, Frederick B. Karl County Center, Tampa, Florida. CALL TO ORDER Chairman Miller called the meeting to order at 6:00 p.m. II. PUBLIC COMMENT Chairman Miller gave the procedures for speakers. Commissioner White moved to open public comment at 31 minutes, one minute per speaker. (The motion died for lack of a second.) After remarks, Commissioner White recommended hearing the 35 speakers at one minute a piece. MPO Board members concurred. The following people spoke in opposition to the Tampa Bay Express (TBX) project: Messrs. Ricardo Fernandez, Tampa Heights Civic Association Incorporated (Tampa Heights), who read a letter regarding TBX; Kent Bailey, chairman, Tampa Bay Group Sierra Club; and Stanley Lasater, president, Southeast Seminole Heights Civic Association Incorporated; Mses. Beverly Morrow, 1106 East Ellicott Street, and Lauren Campbell, 701 Grand Court; Messrs. Philip Compton, 1430 East Park Circle; William Hunter, 5806 North Branch Avenue; and 1 TUESDAY, NOVEMBER 10, 2015 Emanuel Leto, 915 West Braddock Street, who asked those opposed to stand; Ms. Doreen and Dr. Douglas Jesseph, 6007 North Suwanee Avenue; Ms. Michelle Cookson, 6002 North Suwanee Avenue; Mr. Adam Metz, 777 North Ashley Drive, Apartment 1407; Mses. Elizabeth Johnson, 5708 River Terrace, and Donna Stark, 214 West Haya Street; Messrs. Mit Patel, 807 South Oregon Avenue, Unit B; Thomas Lewis, Tampa Heights; and Matthew Suarez, Tampa resident; and Ms. Kelly Grimsdale, V.M. Ybor Neighborhood Association Incorporated. Mr. Ray Chiaramonte, Executive Director, Tampa Bay Area Regional Transportation Authority (TBARTA), talked about the need for regional transit solutions, neighborhood protection/impacts, and Florida Department of Transportation (FDOT) willingness to work with the citizens. Mses. Laura Lawson, Tampa resident, and Jane Cabrera, 803 East Genesee Street; Messrs. Mario Nunez, representing Tampa natives, and Kevin O’Hare, 401 West Kennedy Boulevard; and Mses. Catherine Wallace, garden coordinator, Tampa Heights Community Garden, and Mara Latorre, 927 East 11th Avenue, spoke against the TBX project. Chairman Miller thanked the citizens and called attention to information in background material. III. COMMITTEE REPORTS AND ONLINE COMMENTS Ms. Gena Torres, MPO, summarized both items. IV. CONSENT AGENDA A. MPO Minutes: October 6, 2015 B. Accept Report: 46th Street and 131st Avenue Complete Street Studies C. Transportation Improvement Program Amendments D. Committee Appointments E. MPO 2016 Meeting Calendar F. Cancel the November 17, 2015, Policy Committee Meeting Chairman Miller called for a motion to approve the Consent Agenda. Councilwoman Montelione so moved, seconded by Councilman Cohen. Assistant County Attorney Cameron Clark said Item IV.C. was unrelated to the Consent Agenda and required a roll call vote and sought MPO guidance. Commissioner Crist indicated he was representing Commissioner Murman. Upon roll call vote on the Consent Agenda, the motion carried fourteen to zero. (Commissioner Hagan was out of the room; Mayor Lott was absent.) V. ACTION ITEMS A. FDOT District 7 Tentative Work Program Highlights and MPO Comments Ms. Beth Alden, MPO Executive Director, introduced the item. Ms. Debbie Hunt, FDOT, shared a presentation and replied to Councilwoman Montelione about funds being distributed to other counties due to work program projects exceeding fiscal year funding allocations. After remarks, Councilwoman Montelione thanked Mr. Paul Steinman, District 7 Secretary, FDOT, 2 TUESDAY, NOVEMBER 10, 2015 for attending the MPO meeting and wondered if the disseminated funds were included in the current work program. Mr. Richard Clarendon, MPO, expounded on MPO program priorities, referred to a letter in background material, and answered queries on TBX next steps. Commissioner Beckner would not support the item if the MPO Board did not have another opportunity to weigh in and expectations were unmet. Ms. Hunt touched on FDOT collaboration and stated FDOT would report back to the MPO Board in March or April 2016. Subsequent to inquiring on the projects that would not be completed due to TBX funding commitments, Councilwoman Montelione expressed concern with the lack of funds to address safety issues and requested a map of the TBX project north of Dr. Martin Luther King Jr. Boulevard. Mr. Lopano reported planning dollars were available for the next fiscal year, pledged to advocate for an increase of funds for the remainder of the work program, and asked about restoring funds to specific projects identified as priorities. Mayor Chillura thanked Chairman Miller for the MPO evening meeting/FDOT staff and desired having a better communication process on projects. Subsequent to asking staff to keep the MPO Board informed on project funding, Chairman Miller sought a motion to accept the MPO recommendation of the letter going to FDOT on the issues the MPO had, which was in the packet in the blue folder. Mr. Lopano so moved, seconded by Mr. Waggoner, and carried fourteen to zero. (Commissioner Hagan was out of the room; Mayor Lott was absent.) B. Interlocal Agreement with the PC Regarding the Brandon Corridor Study Ms. Alden detailed the item. After expressing gratitude to staff for looking at the east/west corridors in the Brandon area and on bidirectional turn lanes in the Bloomingdale area, Commissioner White moved approval of the item, seconded by Councilman Maniscalco, and carried fourteen to zero. (Commissioner Hagan was out of the room; Mayor Lott was absent.) VI. EXECUTIVE DIRECTOR’S REPORT Ms. Alden highlighted the report, as provided in background material. VII. OLD BUSINESS AND NEW BUSINESS - None. VIII. ADDENDUM A. TBARTA Correspondence regarding the Chairs Coordinating Committee 3 Board & Committee Agenda Item Agenda Item: Committee Appointments Presenter: None; Consent Agenda Item Summary: The Bicycle/Pedestrian Advisory Committee (BPAC) shall be responsible for making recommendations to the MPO, Hillsborough County, City of Tampa, City of Plant City, City of Temple Terrace, the Hillsborough County Environmental Protection Commission, the Florida Department of Transportation, the Southwest Florida Water Management District, and others, on matters concerning the planning, implementation and maintenance of a comprehensive bikeway and pedestrian system. In addition, the BPAC shall be responsible for studying and making recommendations concerning the safety, security, and regulations pertaining to bicyclists and pedestrians. The following individual has been recommended by the BPAC as an at-large member:  Tony Monk The Citizens Advisory Committee (CAC) shall be responsible for providing information and overall community values and needs into the transportation planning program of the MPO; evaluating and proposing solutions from a citizens perspective concerning alternative transportation proposals and critical issues; providing knowledge gained through the CAC into local citizen group discussions and meetings; and establishing comprehension and promoting credibility for the MPO Program. The following individual has been nominated by the Hillsborough County Aviation Authority for membership:  Bill Roberts The Livable Roadways Committee (LRC) shall be responsible for integrating Livable Roadways principles into the design and use of public rights-of-way and the major road network throughout Hillsborough County. The LRC seeks to accomplish this responsibility by: making recommendations to create a transportation system that balances design and aesthetics with issues of roadway safety and function; ensuring that public policy and decisions result in a transportation system that supports all modes of transportation, with a special emphasis on pedestrian and bicycle infrastructure and transit infrastructure and service; providing information and assistance to the MPO, local governments and transportation agencies relating to the mission of the Committee; and enhancing coordination among MPO member agencies and public participation in the transportation planning process. The LRC shall coordinate its actions with the appropriate representatives of the Florida Plan Hillsborough planhillsborough.org Department of Transportation.
