My initial interest in the study of international organization in general, and the United Nations, in particular, was influenced by Professor Linden A. Mander of the University of Washington and the late Professor Clyde Eagleton of New York University who gave me the basis of preparation for study in this field. Actually many of the ideas in this study are the result of a continuing interest and research about the General Assembly over a period of years. I was stimulated in my interest in this area when I worked with the International Studies Group of the Brookings Institution on their United Nations Project. My interest has been given con- tinuous encouragement by Professor Waldo Chamberlin, who was my professor in graduate school and my supervisor with the Brookings Institution, and who is my colleague at New York Uni- versity. To Professor Chamberlin I owe a debt for inspiration, guid- ance, and consultation which I can never repay. In the past my re- search on blocs in the United Nations has been helped by a grant from the faculty research fund of the Graduate School of Arts and Science of New York University.
