PROJECT NAME: Clinton County Justice Center – Bid Package #4 Construction Documents

This Addendum forms a part of the bidding and contract documents. This Addendum supersedes and
supplements all portions of the original bidding and contract documents dated, February 17, 2017,
Addendum No. 1 dated March 9, 2017 and Addendum No. 2 dated March 10, 2017, with which it
conflicts.

ACKNOWLEDGE RECEIPT OF THIS ADDENDUM IN THE SPACE PROVIDED ON THE BID FORM.
FAILURE TO DO SO MAY SUBJECT THE BIDDER TO DISQUALIFICATION.

A. GENERAL CLARIFICATIONS / QUESTIONS
1. The cabinets in Room 1066 weapons/Drugs Room are not part of this Bid package.
These cabinets are being provided by the Owner.
2. Bid form has only options for deduct or no bid. RESPONSE: Deduct price not to install
canopy; refer to attached ASK-05; or write in “ADD” on the bid form.
3. What is desired with the masonry along building line 9.2 in alternate #5? RESPONSE:
Continue CMU wall type to required height; refer to attached ASK-05.
4. Bid form supplements: RESPONSE: Exhibit D is a list of the Subcontractors for their
scope of work.
5. Performance and Labor Bond: RESPONSE: A Performance bond is not required until
you are awarded the work. Contractor just has to carry the cost to obtain the bond.
6. Bids may be mailed or personally delivered.

3.2 START-UP SERVICE
A. Manufacturer shall furnish a factory-trained service engineer without additional
charge. Representative shall supervise start-up and instruct Owner's personnel
on operation and maintenance. Manufacturer's representative shall provide start
up service for two consecutive years including parts and labor necessary for the
replacement of spark plugs.
B. Manufacturer shall provide operating instructions and parts list.
D. Coordinate boiler stack wall and roof penetrations with general contractor.
Provide necessary offsets to avoid other equipment.
E. Provide stack drains at all low points in the system and as recommended by
the boiler manufacturer’s representative.

32. SECTION 23 7314
a. REVISE subparagraph 2.5.C. The outdoor roofs shall sloped a minimum of 1/8”
in lieu of 5/8”.
b. REVISE subparagraph 2.5.N. Factory paint to be alt spray tested in accordance
with ASTM B117 for 700 hours in lieu of 2500 hours.
c. CLARIFICATION on subparagraph 3.2.A and 3.3.A. Local affiliated sales offices
authorized to complete training and startup are allowed.
d. REVISE subparagraph 3.3.A to refer to jail maintenance staff in lieu of hospital
maintenance staff.
33. SECTION 26 2413
a. CLARIFICATION Basis of design for switchboard SDP is Square D QED.
34. SECTION 26 2416
a. CLARIFICATION Basis of design for panelboards GDP, HM-DP, HRL-DP, and
HM-A1 is Square D I-line. All other panelboards basis of design is Square D
NF/NQ.
b. CLARIFICATION Single section NF/NQ panelboards may be used where
schedules call for up to 66 circuits. For schedules that call for more than 66
circuits provide multiple sections with maximum 54 circuits per section.
35. SECTION 26 2923
a. ADD Section 26 2923 Variable-Frequency Motor Controllers to the construction
documents as attached to this addendum.
36. SECTION 28 3111
a. DELETE paragraphs 2.2.B.4 and 2.7.D. Audible notification shall be by temproal
horns, not voice notification.
b. CLARIFICATION Paragraph 3.2.B.1 connections for smoke control systems.
There are four zones for smoke control; north housing, south housing, padded
holding cell, and isolation and medical cells. These areas are served by exhaust
fans EF-1, EF-2, EF-7, and EF-10 respectively. System smoke detectors in the
housing areas or duct detectors associated with the holding and isolation/medical
cells shall be programmed to provide input to the smoke control panels located in
Lobby 1033. Form of input and required wiring/cabling shall be coordinated with
the smoke control panel provider.
D. DRAWINGS

(1) 36” double sided unit with center divider / partition to allow unit to be
accessible storage from both sides.
(2) 24” units.
c. CLARIFICATION: 15” vertical height between shelves is typical.
d. CLARIFICATION: Added additional recessed rail track, for a total of four (4).

8. SHEET FP111A
a. REVISE room 1085 FOOD SERVICE, 2033 KITCHEN and 1081 LAUNDRY to
be considered ordinary hazard group 1 designed at a density of 0.15 GPM/SQ
FT over the hydraulically most remote 1500 SQ FT with a 250 GPM inside and
outside hose sream.
b. REVISE walk-in coolers/freezers to require dry-type sprinkler head.
