Conducted with- out the approval of the Security Council of the United Nations (UN), on the basis of the erroneous accusation that Saddam Hussein was developing and hiding weapons of mass destruction, this war has divided world opinion. Before and after the launching of a military attack on Iraq by the US and the UK in March–April 2003, anti-war demonstrations were held in various European cities. A majority of UN members expressed their dissatisfaction with the way in which the situation was handled. More significantly, the war even created a rift within the Western alliance, epitomized by the opposition to the attack in 2003 on the part of France and Germany. Given its controversial nature, this volume aims to explore the implications of the Iraq War for the world order — for an order in Iraq and beyond, in the present era and beyond. It is a collection of essays on topics relevant to the war and international order. Attempts to explore the implications of the Iraq War are by no means novel. A number of authors have offered their interpretations of the cause of the war and its possible consequences. However, unlike many avail- able works on the subject, the present volume seeks to take a broad view and to explore long-term implications of the war, rather than adhering to a narrow view and concentrating on any short-term impact. In this respect, its focus is not only on domestic governance v b1019_FM.qxd 12/15/2010 11:07 AM Page vi b1019 Beyond Iraq: The Future of World Order vi Preface in Iraq, but also on regional governance in the Middle East and global governance. It considers the historical background of the present sit- uation, so as to capture the long-term future trend. Furthermore, it explores not only immediate military strategies but also ideological implications which can have long-term consequences. All the chapters of this volume are written by leading scholars in their respective fields, who have done a substantial amount of research on relevant issues. While all these chapters offer a professional analy- sis, they are written for a general audience, avoiding technical terms and scholarly jargon. We hope the readers will find that these chapters offer an objective and rigorous analysis of subjects that have aroused much controversy, such as the role of the US, Islam and religious extremism, without resorting to ideological bias or stereotyping. This is the third volume in the series of books on the Iraq War and its consequences. The first volume was published in December 2003: Iraq War and Its Consequences: The Thoughts of Nobel Peace Laureates and Eminent Scholars, edited by Irwin Abrams and Wang Gungwu. The second was published in August 2005: Iraq Beyond the Headlines: History, Archaeology, and War, edited by Benjamin Foster, Karen Polinger Foster, and Patty Gerstenblith. This third volume is pre- sented in the belief that, six years after the publication of the second volume, the time is ripe to explore the long-term implications of the Iraq War for the reconstruction of the world order.
