By Resolution Number 33-2006, the Redevelopment Commission directed that the Report to the Board be forwarded to the Board ofSupervisors. Since the first printing ofthe Report to the Board, several documents have been updated in light ofrecent decisions ofthe Bay View Hunters Point Project Area Committee, the Redevelopment Commission and the Planning Commission. RedevelopmentPlan - The 02-27-06 Draft Redevelopment Plan Amendment has been replacedby the 03-06-06 version ofthe Plan Amendment that was recommended by the PAC and approved by the Redevelopment Commission (Res. No. 32-2006) Appendix H. Relocation Plan, Business Occupant Re-Entry Policy, and Rules for Owner Participation - The copies ofthe Relocation Plan, Business Occupant Re-Entry Policy and Rules for Owner Participation havebeen revised to remove the "Working Draft" label. (SEAL) Agency Secretary RESOLUTION NO. 33-2006 AdoptedMarch 2006 7, APPROVING THE REPORT ON THE REDEVELOPMENT PLAN FORTHE HUNTERS POINT REDEVELOPMENT PROJECT AND AUTHORIZING TRANSMITTAL OF THE REPORT ON THE REDEVELOPMENTPLAN TO THE BOARD OF SUPERVISORS; HUNTERS POINT REDEVELOPMENT PROJECT AREA AND BAYVIEW HUNTERS POINTREDEVELOPMENT SURVEY AREA BASIS FOR RESOLUTION 1. The Redevelopment Agency ofthe City and County ofSan Francisco ("Agency") proposes to adopt an amendment to the RedevelopmentPlan for the Hunters Point RedevelopmentProject ("Redevelopment Plan"). 2. The proposed Redevelopment Plan would create an approximately 1,500-acre Bayview Hunters Point ("BVHP") RedevelopmentProject Area, consisting ofthe approximately 137-acre existing Hunters Point RedevelopmentProject Area ("Project Area A") and an approximately 1,361 acre area ("Project AreaB"), both located in the southeast quadrantofthe City and County ofSan Francisco ("City"), generallybounded by Cesar Chavez Street to the North, US 101 to the West, San Mateo County to the South, and the SanFrancisco Bay to the East. 3. The Agency has prepared a Report on the RedevelopmentPlan ("Report") for the proposed RedevelopmentPlan. The Reportconforms to the requirements of Section 33352 ofthe California Community RedevelopmentLaw. 4. On March 2, 2006, afterreviewing and considering the information contained in the Final Environmental Impact Report ("FEIR"), the Agency Commission, in a joint meeting with the Planning Commission, by Resolution No. 21-2006, certified the FEIR for the Hunters PointRedevelopmentProject as adequate, accurate, and objective and in compliance with the California Environmental Quality Act (California Public Resources Code Sections 21000 et seq.)("CEQA") and the CEQA Guidelines (14 California Code ofRegulations Sections 15000 et seq.). At the samejoint meeting, the City Planning Commission certified the FEIR. 5. The Agency Commission hereby finds that the Report ispart ofthe Hunters Point Redevelopment Project for purposes ofcompliance with CEQA. 6. In Resolution No. 21-2006, the Agency Commission adopted findings that various actions related to the Hunters PointRedevelopmentProject were in compliance with CEQA. Said findings are on file with the Secretary ofthe Agency and are incorporated herein by reference. Said findings are in furtherance ofthe actions contemplated in this Resolution and are made part ofthis Resolution byreference herein. RESOLUTION ACCORDINGLY, IT IS RESOLVED bythe Redevelopment Agencyofthe City and County ofSan Francisco that the Report on the Redevelopment Plan forthe Hunters Point Redevelopment Plan is hereby adopted; and beit FURTHERRESOLVED, that the ExecutiveDirectoris herebyauthorized to transmit the Report on the Redevelopment Plan forthe Hunters Point Redevelopment Project to the Board ofSupervisors in connection with its consideration ofthe proposed Redevelopment Plan for the Hunters Point RedevelopmentProject.
