47:2481 August 31, 2016 ECS Mid-Atlantic, LLC 1.0EXECUTIVE SUMMARY ECS Mid-Atlantic, LLC (ECS) was contracted byVictory Housing, Inc. to perform an ASTM E1527-13, PhaseIEnvironmentalSiteAssessment(ESA)ofBauerParkApartmentslocatedat14635,14639,and 14643 Bauer Drive in Rockville, Montgomery County,Maryland (i.e. subject property). This Executive SummaryisanintegralpartofthePhaseIESAreport.ECSrecommendsthatthereportbereadinits entirety. ThesubjectpropertyisidentifiedonMontgomeryCountyTaxMapHR13as ParcelN231andowned byBanor Housing, Inc.The approximately 3.88-acre subject property is occupied by the Bauer Park Apartments.The facility includes three 3-story senior living buildings constructed in 1977. The buildings include residential units, laundry rooms, trash rooms, lobby, and a community room and rentalofficesinbuilding14635. Asphaltparkingareasandlandscapedareasarepresentaroundthe building. The buildings are currently heated with natural gasand receive water and sanitary sewer services fromthe WSSC. D Thesubject propertyis located in a residential andcommercialarea of Rockville, Maryland. Thesubject propertyis bound on the north by Norbeck Road (MD-28) followed by residential property;totheeastbyresidentialtownhomes;tothesouthbyapark;andtothewestbyBauerDrive R followed by an Exxon gas station and Rock Creek Village ShoppingCenter. According to historical research, the subject property was open agricultural land prior to developmentofthesiteforthreeapartmentAbuildingsin1977.Neighboringpropertieswerelikewise agricultural fields, with the gasoline filling station and shopping center (Rock Creek Village Shopping Center) to the west constructed in 1970. A dry-cleaning tenant was reported in the shopping center F from 1970 to 1996. Other neighboring properties included residential land to the north and east around 1970 and a school farther south constructed in 1964. T AregulatorydatabasesearchreportwasprovidedbyEDR.Thedatabasesearchinvolvesresearching a series of Federal, State, Local, and other databases for facilities and properties that are located within specified minimum search distances from the subject property. The reportidentified the subject property on the Oil Control Program (OCP) database, in association with a former Underground Storage Tank (UST) that was closed in place. In addition to the site, the EDR report identified several off-site properties within the minimum ASTM search distances. ASTM E1527-13 defines a “data gap” as: “a lack of or inability to obtain information required by this practice despite good faith efforts by the environmental professional to gather such information”.Data gaps which would be expected to impact our ability to render a professional opinion concerning the subjectpropertywere not identified. WehaveperformedaPhaseIEnvironmentalSiteAssessmentingeneralconformancewiththescope andlimitationsofASTME1527-13oftheBauerParkApartmentslocatedat14635,14639,and14643 Bauer Drive, in Rockville, Montgomery County, Maryland. Any exceptions to, or deletions from, this practice are described in Section 2.6 of this report. This assessment has revealed no evidence of recognized environmental conditions in connection with the property except for the following: ECS Project # 47:2481 Page1 August 31, 2016 ECS Mid-Atlantic, LLC • Rock Creek Village Shopping Center at 5500-5576 Norbeck Road was identified on the Voluntary Cleanup Program (VCP) database. This facility is located adjacent to the west and topographically cross-gradient from the subject. According to the MDE fact sheet, the property was developed with a gasoline filling station and dry-cleaner since 1970. Tetrachloroethene(PCE)wasidentifiedinthesoil,groundwater,andsoil-gasattheproperty. Methyl-tert-butyl-ethene (MTBE) and Diesel Range Organics were also detected in the groundwaternearthegasstation.TheVCPissuedaNoFurtherRequirementsDetermination (NFRD)in2012withrestrictedcommercialorindustrialuseandgroundwateruseprohibition attheproperty.Basedonthecloseproximitytothesiteandtheindicationofgroundwater, soil,andsoil-gasimpact,thislistingisconsideredtobeanRECtothesiteduetothepotential to impact subsurface conditions at the site. • Exxon at 5500 Norbeck Road is located adjacent to the west and topographically cross-gradient from the subject. This facility is listed with three Oil Control Program (OCP) cases with releases and cleanups. The MDE provided a Site Status and Case Closure letter dated October 20, 2015. DRO was detected at two former lifts from 2,700 ppm to 19,000 ppm(greater thDanthenon-residential cleanup standard of650 ppm). Fourtemporary wells were installed and DRO was detected in one groundwater sample at 0.24 ppm. The OCP authorizedtheabandonmentofthewellsandclosedthecase.However,theresidualsoiland groundwater contaminatioRn at this facility is considered to be an REC to the site. The following Historical Recognized Environmental Condition (HREC) was identified during this assessment: A • BauerParkApartments(subjectsite)wasidentifiedwithoneOilControlProgram(OCP)case (01-1557MO1).Thecaseislistedwithnoreleaseandwasclosedin2002.MDEfilesindicatea F 10,000-gallon heatingoilUSTwasclosedinplaceduetoutility conflicts. Threesoilsamples werecollectedatthebottomofthetankandanalyzedforDieselRangeOrganics(DRO).The testedparameterwasnotdetectedinthesoilsamples. Basedontheindicationofnorelease T and case closure, this listing is considered to be an HREC to the site. ECS notes the following Business Environmental Risks (BERs): • Concurrent with this Phase I ESA, ECS performed an asbestos-containing materials (ACM) survey and a Lead-based paint (LBP) survey.
