In 1783 the state of Georgia was newly free of British rule and undertook a broad effort to extend educational opportunitythroughout the state. One of the first steps was to charter theAcademyof RichmondCounty.The Academy offered secondary diplomas and post-secondary instruction which prepared students fortheirjunioryearat major American universities. In 1925, post-secondary instruction was assigned to the newlyformed Junior College of Augusta, thefirst public juniorcollege in the state ofGeorgia. Whenthesiteofthe Augusta Arsenal, formerlythe estate of Freeman Walker, was givento educational purposes,theJuniorCollege moved to its present location. Fromthecenturyoldoaksandmagnolias oftheformer estate to thethick masonry of the old Augusta Arsenal, the campus remains rich in reminders of bygone eras and its military origins. TTie institution changed itsnametoAugustaCollege in 1958 when it became a part of the University System of Georgia. Augusta College continued to grow in size and programs: the first fouryear degrees were awarded in 1967 and graduate degrees in 1973. Now, more than 50 associate, bachelor, masters, and specialist degree programs are offered. On June 12, 1996, the college became Augusta State University. Asamemberofthe University System of Georgia, Augusta State University is the primarypublic institution ofhigher learning in the state's second largest city. While it shares the technological and innovative resources ofthe University System, it maintains the historical roots that make the learning experience as unique as the campus itself. The university is well known for its dedication to expanding educational opportunities for people of all ages and backgrounds, with a special emphasis on service to Georgians in the Central Savannah River Area. We express this dedication in the first sentenceof ourmission statement, the central pointofreferenceforallouracademicand other programs (The full text of the ASU Mission Statement appears on page 3.): Augusta State University is committed to excellence in teaching, ad- vancementofknowledge, and enrichmentofthecommunity in a climate which fosters humane values and a life-long love of learning. Accreditations Augusta State University is accredited by the Commission on Colleges of the Southern Association of Colleges and Schoolsto award Associate's, Bachelor's, Master's and Specialist's degrees. All teacher education degree programs for elementary, special, secondary, and P-12 teachers, administrators, counsellors, Augusta State University Catalog 1 andsupervisors, areapprovedbythe Georgia Professional Standards Commission and accredited by the National Council for Accreditation of Teacher Education (NCATE). The nursing program is accredited by the National League for Nursing and approved by the Georgia Board of Nursing. The music programs are ac- credited by the National Association of Schools of Music. The University System of Georgia The University System of Georgia includes all state-operated institutions of higher education in Georgia - 13 universities, 6 senior colleges, 15 two-year colleges. These 34 public institutions are located throughout the state. The University System's mailingaddress is 244 Washington Street, S.W. Atlanta, Georgia 30334. A 15-member constitutional Board of Regents governs the University System, which has been in operation since 1932. Appointments of Board members are made by the Governor, subject to confirmation by the State Senate. The regular term of Board members is seven years. The Chairperson, the Vice Chairperson, and other officers of the Board are elected by the members of the Board. The Chancellor, who is not a memberof the Board, is the chief executive officerof the Board and the chief administrative officerof the University System. The policies ofthe Board of Regents provide a high degree of autonomyfor each institution. The executive head of each institution is the President, whose election is recommended by the Chancellor and approved by the Board. State appropriationsforthe University System are requested by, made to, and allocated by the Board of Regents. The overall programs and services of the University System are offered through three major components: Instruction, Public Service/Continuing Education, and Research. Instruction consistsofprogramsof study leading toward degrees, ranging from the associate (two-year) level to the doctoral level, and certificates. Requirements for admission ofstudentsto instructional programs at each institution are determined, pursuant to policies of the Board of Regents, by the institution. The Board establishes minimum academic standards and leaves to each institution the prerogative to establish higher standards. Applications for admission should be addressed in all cases to the institutions. Public Service/Continuing Education consists of non-degree activities, primarily, andspecialtypes of college-degree-credit courses. The non-degree activities are of several types, including short courses, seminars, conferences, lectures, and consultative and advisory services in a large numberof areas of interest. Typical college-degree-creditpublic sen/ice/continuing education courses are those offered through extension center programs. Research encompasses investigations conducted primarily for discovery and application of knowledge. These investigations cover matters related to the educationalobjectivesofthe institutions and to general societal needs. Most of the research is conducted through the universities; however, some of it is conducted through the seniorcolleges. Augusta State University Catalog
