ANSI Standards Committee B I8 approved the proposal by letter ballot taken on September 24, 1964, and following approval by the sponsors it was submitted on July 28, 1965 to ANSI for approval. Because of a conflict with the USA Standard Specification for Carbon Steel Eyebolts, G38.2-1964,f inala pprovalw asw ithheld. Subsequent tot hew ithdrawalo f G38.2-1964,A NSIa pprovedt he B18 proposalo nF ebruary 18, 1969. A revision was approved by letter ballot of ASME (the sponsor) and submitted to ANSI for designation as an American National Standard. ANSI approval of B18.15-1985, Forged Eyebolts, wasg ranted on July 17, 1985. Int hem id-1980s it was determinedt hatt herew ould be need for a standard to cover lifting eyes with metrict hreads. A standard wasd evelopedu singt he existing forgings. After several meetings and revisions, the Committee decided, at the June 1990 meeting, to create a standard thatw ould be compatible with the world market andw ould thus reflect the IS0 standard. This meant that only shouldered lifting eyes would be included, because that ist heo nly style in the IS0 standard. There were concerns aboutt het hreadu ndercut used on metric lifting eyes. AnF EA (finite element analysis) determined that the undercut was not detrimental to performance. Although the material generally usedb y U.S. manufactur- ers greatly exceeds the requirements of the IS0 standard, the decision was made to down rate the capacityt ot he IS0 standardr equirementsF. ollowinga pproval by ASME, the document was submitted to ANSIA. SMEB 18.15.1M-1998w asa pproved by ANSIo n November3 0,1 998. In response to requests from users for lifting eyes with greater lifting capacity and longer threads, the Committee created a standard for straight shank (no flange) lifting eyes based on the capabilities of the materials used in the U.S. for inch threaded lifting eyes. Revisions are madep eriodically to the Standard to incorporate changes that appear necessary or desirable, as demonstrated by the experience gained from the application oft he Standard. Approved revisions will be published periodically. The Committee welcomes proposals for revisions to this Standard. Such proposals should be as specific as possible, citing thep aragraph number(s), thep roposedw ording,a nd a detailed description of the reasons for the proposal, including any pertinent documentation. Interpretations. Upon request,t he B18 Committee willr endera n interpretation ofa ny requirement of the Standard. Interpretations can only be rendered in response to a written request sent to theS ecretary of the BIS Main Committee. The request for interpretation should be clear and unambiguous. It is further recommended thatt he inquirer submit hisher request in the following format: Subject: Cite thae p plicabple a ragraph number(s) and the topic of the inquiry. Edition: Cite thae p plicabele d ition of the Standard for whicthh e interpretation isb eingr equested. Question: Phratshq e eu estion as a request for an interpretatioon f a specific requirement suitable for general understanding and use, not as a request for an approval of a proprietary design or situation. The inquirer may also includea nyp lans or drawings, which are necessary to explain the question; however,t heys houldn ot contain proprietaryn ames or information. Requestst hat are not in thisf ormatw ill be rewritten in this format by the Committee prior to being answered, which may inadvertently change the intent of the original request. ASME procedures provide for reconsideration of any interpretation when or if additional informationt hatm ight affect an interpretation is available. Further, persons aggrieved by an interpretation may appealt ot he cognizant ASME Committee or Subcommittee. ASME does not “approve,” “certify,” “rate,” or “endorse” any item, construction, proprietary device, or activity. Attending Committee Meetings. The B 18 Main Committee regularly holds meetings, which are open to the public. Persons wishing to attend any meeting should contact the Secretary of the BI 8 Main Committee.
