The Secretary and cians of Arkansas ace deeply appreciative of the release of this funding anc the efforts of the Election assistance Commission in boli obtaining and disbursing the funding tothe tates. ‘Ackansas began actively seeking to veplace our current election systems in June of 2014 with an intial legislative hearing on iasues elated to elections in Ue fll of 2013. AL the ime of that hearing, 72 ofthe 75 counties in trkansas were utizing"Unityvare” slacticn equipment provided by Election Systems & Software (ES5} incorporating Rta real-time aucit logs. The three other counties utlzed Hare Intereivic Schouptcoric FLECTronic (DRE! voting sytems. This equiorent anersted without the creation ofa paper tal. This office ecognized the necessity of ensuring our cltizens were provided with safe, secure, and efficient elections. We issued 2 "request for proposal for an integrated election equipment system to be delivered on a ful county-by-county 2asis. Following the submissinreview pracess, Secretary ‘of State Mark Martin selected the system progosed by Election Systems and Software, At that time, this office selected four counlies te seive as plot counties during the 2016 Primary lection. Based upon the success of these counties during that election, the pilot was expanded to an additiona six counties Following the General Llection of 2016, and based upon the outstanding success and acceptance of the new integrated election equioment system this ofice embarked gon an equipment purchase and cistbution process established upon a 50/50 sharing af the casts between the county and this office, Funding fromm this office was derived through various cost saving measures undertaken in our weary budgets. The fist year ofthis new program, eoulament was previded to the countivs under the cost snaring orogram ralsing cur total numberof counts 20. One county was so pleased with the results they elected to purchase the entire system shraugh their own funding, bringing our total to 21 counties. July 13,2018, In the spring oF 2028, this office realized additional savings in aur yearly budget and prepared to expand our lst of counties withthe integrated election equioment systems. In cases where a county made 3 reduction in the in the umber of voting erations, and a subsequent reduction in the amour of equiament readed 57 that county, this oFco offered 100% of thal savings ta the county. ‘These sevings opened up the possibilty ofa greater number of counties ta achieve their match to th 50/50 program. With the expensiture of aur available funding, we expanded the number of counties ‘withthe new system to 32 of our 75 counties. With notification of the new HAVA funcing, Secretary Martin determined the hest method of ensuring safe, secure, and efficient elections for our citaens was to continue to replace the old equipment with the new integrated election equipment system. Specific emphasis was placed on ensuring the three counties lacking any bala or saper tral be upgraded ta the new systams. Each af these three counties were afferec ~ and accested ~ a proposal by this otfice to provide 100% funding, of their equipment to ensure they could afford ta have their equipment replaced. Following that acceptance, the remaining HAVA funcing was olfered ta remaining counties wha had 2s yet not upgraded their equipment on a 50/50 basis. We continues to couple this with an opportunity for ‘ach county 10 achieve addtional sazings on their portion chraugh reductions in the equipment required ‘Through utilzation oF the HAVA funding provides by the Election assistance Commission, county contributions of varying amounts based upon chair individual election requirements, anc funding provided directly Unrough this offie, Arkansas hss now expended $22,988 milion in 54 of our 75 counties. Ths has enabled, as af this date, over 12 milion registered voters in this state the ‘oppertunily to vote on the new integrated election equipment system. This equates to approximately 68.8% of registered voters in Arkansas Again, | would lie to express my sincere appreciation to yau and the commissicn in halping us reach bis significant milestone. ur intent is fo continue with the process of delivery oF new integrated flection equipment systems to the remaining counties in an effet wo achieve 100% delivery of safe, secure, and efilent elections forthe citizens of arkansas.
