It is understood this focus will significantly alter and enhance some existing strategies and help to demonstrate DoT’s commitment to engaging and responding to the needs of stakeholders, and improved performance towards Abu Dhabi’s Vision 2030 which has connectivity, sustainability and integration as some of its major underpinning themes. We commit to producing an annual sustainability report in order to show performance and also to measure progress towards our contribution and efforts in creating a more sustainable Abu Dhabi. This report has been prepared using guidance from the leading international guidelines for sustainability reporting, the Global Reporting Initiative’s G3 Guidelines. We self-declare this report to meet GRI Application Level B. This declaration has been externally assured by the GRI and the report has qualified as a GRI Application Level B report. Abu Dhabi has all the components to be a truly world-class and modern Arab capital, with wise and forward-thinking leadership, a fast-growing and strong economy that has bucked tough economic times, a population with a dynamic and energetic way of life, and very ambitious future plans, as envisioned in 2030 Vision. We at the Department of Transport (DoT) are proud to be part of this grand vision set forward by our leadership. Impressive and well-connected, the transport modes for the Capital have taken into account every aspect and detail to help achieve Abu Dhabi’s vision to be a sustainable and liveable city that can be the catalyst for progress and development in all sectors. The DoT has worked closely with all stakeholders, and particularly with the Executive Council, the UPC, and Municipalities and Abu Dhabi Police, to ensure that all transport infrastructure plans and initiatives reflect Abu Dhabi’s “big picture” ambition to be the regional example for a sustainable city. Yet, we also want to ensure that all transport infrastructure helps set up the most secure, accessible and well-connected transport modes for residents and visitors. Using the public buses, the planned metro, tram and railway, the bikes on their special bikeways, or taking the healthier option of walking in shaded and cooled pathways, the people of Abu Dhabi will soon see multiple and hassle-free transport choices that save them a lot of time, money and headache in comparison with using their private cars. Furthermore, such transport modes bring about huge environmental benefits, such as lower carbon emissions. Similar initiatives are planned for the aviation sector and the DoT is in talks with key stakeholders for that purpose. The “Sustainable Transport Report” underlines the DoT’s mission to help Abu Dhabi uphold its heritage, culture and image as one of the most beautiful and liveable cities in the region, while highlighting the initiatives that translate the vision of the Nation’s Founder and the Abu Dhabi Government to protect our natural resources. Abdulla Rashid Al Otaiba Chairman 4 Department of Transport Our beginnings Previously, Abu Dhabi’s transport responsibilities were handled by a variety of entities, across both the local and Federal Government, including: The General Civil Aviation Authority (GCAA), Department of Civil Aviation, Department of Municipal Affairs (DMA) and the Sea Ports Authority (SPA). Established by Law No. 4 in the year 2006 the newly created Department of Transport (DoT) was mandated to cover the entire value chain and ensure fully coordinated planning in all aspects of Abu Dhabi’s transport policy and development in cooperation with all relevant local, regional and international stakeholders. Law No. 5 issued in February 2008 also provided the DoT with further roles and responsibilities as highlighted throughout this report. Vision To deliver an effective transport system that contributes to the economic growth, quality of life and environmental sustainability of the Emirate of Abu Dhabi. Creating and delivering a world-class transport system that supports Abu Dhabi’s broader social and economic Transparency Integrity ambitions, and meets the Emirate’s needs for the future. 2. Developing a clear and appropriate allocation of responsibilities between the various public and private Cooperation entities in Abu Dhabi involved in the delivery, supervision and management of transport services. 3. Delivering cross-portfolio visibility and effective information sharing between the public and private sectors to ensure transport decisions can support and influence real estate and industrial development in other areas. 4. Creating an appropriate structure for the Department of Transport to efficiently and effectively deliver the Emirate’s transport vision. 5 Department of Transport DoT’s Contribution to Abu Dhabi’s Ambition Abu Dhabi Economic Vision 2030 Transport makes up two of the planned economic engines of Abu Dhabi in 2030 (Trade and Transport, and the Aviation Industry). Transport also facilitates the development and growth of a number of other engines, such as the tourism industry or natural resource extraction and transportation, as Abu Dhabi strives to create a diverse and sustainable economy. Plan Abu Dhabi and Plan Al Ain 2030 Core to the future development of Abu Dhabi and Al Ain are sustainability and connectivity. It is recognised that in order to ensure consistent growth and liveability of the Emirate, a multi-modal, integrated transport system will need to be developed, catering for increases in population, and including the use of open spaces, pedestrian and bike modes of transport as central to the creation of a community based city. DoT’s Commitment to Sustainable Development Abu Dhabi Sustainability Group (ADSG) As one of the founding signatories in the creation of the ADSG, DoT has committed at the highest level of the organisation to help achieve Abu Dhabi’s sustainability ambitions and lead in the implementation of sustainable management and reporting practices. The International Association for Public Transport (UITP ) UITP launched a Charter on Sustainable Development in 2003 to increase awareness within the sector on the importance of this issue and to recognise the commitment of UITP members. The DoT is currently a pledge signatory of the UITP Sustainability Charter and will make a voluntary but measurable commitment to monitor, measure and report on its performance in order to become a full member. 6 Organisational Structure In order to deliver on our role as a governmental department the DoT is split into 4 key operational Sectors; Aviation, Maritime, Surface Transport and Support Services. Each sector has an Executive Director that sits on the Executive Committee and each sector is made up numerous divisions with Division Directors reporting to the Executive Directors.
