My husband and I bought a property on 26th street 2 years ago that was a fulltime vacation rental at the time and is currently beÌng operated as a full-time vacation rental. Any changes in the status would force us to sellthe property' I have thoroughly enjoyed meeting and having the pleasure of allowing many young families from out of town enjoy all that Del Mar and the beach has to offer. I have never had a single complaint' Alternativelythe neighbors, that are longterm renters, have come home drunk, smoke cigars, urinate off their balcony and often have nonstop barking dogs. short-term vacation rental clients bring an excessive amount of economic impact to the city of Del Mar. They enjoy our city for all that it has to offer and we should not be banning this group of people as long as you have responsible and registered property managers like myself. We have re done three houses in the area that desperately needed a facelifil We moved back to Texas is 05 because we had a newborn at the time and wanted to be close to our family. We have kept our property in Del Mar and come out for the entire summer with our three kids to enjoy all the wonderful things about Del Mar. My kids are a part of Jr Lifeguards, play ice hockey in Escondido and attend beach volleyball camp at Wave. During the time when we cannot be in Del Mar, we rent our property out to cover property taxes and general up keep of the hõuse. We also participate in supporting the Del Mar Lifegaurds and other city programs we feel important' We have a very rigid screening process in addition to a property manager and housekeeper who look over the property. We feel it very- hiema[voernt ant to allõw short term rentals in this wonderful beach community so the rest of the world can come get a slice of (and spend quite a bit of money while doing so). Southern California is quite expensive and people ivho want to come w¡tì"1 tamiiies and friends often times rent a house to make it more affordable and comfortable. Perhaps you should add a tax on the short term rentals- that way everyone can benefit from them. I have even lent this unit for several nights this past year to my neighbor, the Scott and Csilla Crouch family, while their property at 235 25th Street was being fumigated for termites. I will continue to be a good neighbor to allthose around me. I have strict guidelines and curfews for my units. My short term tenants are typically families coming into town to enjoy the beach' lfullysupportthevacationrental businessinDel Marasitstandsnow. lfindthatmanyoftherentersarefamily oriented and enhance the mix of people in Del Mar as wellas add to the commercialviability of our downtown; which frankly had been eclipsed by Solana Beach. lthink allowing vacation rentals is necessary to Del Mar in providing the best quality of life for permanent residents and tourists alike. I see the relationship as symbiotic and highly complementary. The ratio of permanent residents to vacationers is still high and healthy. However, in regulating the industry I would support a minimum stay of 3 nights for vacationers, I already impose a two night minimum stay and do not see three nights as a problem. However, I feel a 4 night minimum stay would drive many potentialvacationers out of the market; i.e. they could afford 3 nights but not 4 nights. Mike and Robin City of Del Mar Home owners 1 1 April 4, 2016 Item 08(4) Myths and Facts about Vacation Rentals Vacation rentals devalue neighborhoods: MYTH Allowing vacation rentals increases neighborhood values. Vacation rentals allow buyers to enter the market that may not otherwise be able to afford or have interest in a neighborhood that does not allow short term rentals. This increase in demand cause increase in prices, taking this away decreases demand/buyers, hence decreasing prices. Examples: 1) Family/buyer who can't afford in a cost environment like Del Mar, vacation rentals allow them to supplement their income to afford a more costly home. 2) lnvestors: Vacation rentals bring in more revenue then a monthly rental in almost all circumstances in vacation destinations. This attracts investors, which increases demand, hence increases price values of homes. 3) Second home buyers have strong predilection to rent out their homes and will not consider areas that don't allow vacation rentals. lf you prevent short-term rentals, this WILL prevent this market from purchasing in Del Mar. Vacation rentals have undesirable tenants that disrupt neighborhoods: MYTH Tenants that typically rent vacation rentals are families, which are not disruptive and welcome in most neighborhoods. Home rentals allows a family to be together, something you can not achieve or typically afford in a hotel room. Of course there is always an outlier every once in a while, a tenant that may be disruptive. But in comparison to a long term rental this tenant is there for a couple of days' vs a long term tenant maybe their years. Which would you prefer, a disruptive tenant for 4 days or one for 2 yea rs. Example: Over the past 5 years we have had two long term renters on our block in Del Mar. One of the tenants of the long term rental was selling Methamphetamines and it took us over a year for investigation and to get 2 April 4, 2016 Item 08(4) the tenant removed. The other tenant was a drug addict that had police visiting weekly and then eventually arrested. Compare this to a 3-7 day vacation rental that someone may be loud one night drinking wine and playing catch with there kids while on Vacation. Think about it!!! California Coastal Commission Looks favorably on Vacation Rentals: FACT There has been consistency with the Coastal Commission to disallow a ban on short term (vacation) retnals on coastal communities. The opportunity to rent residences wíthin CalifornÌa's coastøl communities represents one woy in which California residents and vísitors enjoy the coast. In some instances, residential vacation rentals may provide a lower cost alternatìve to renting hotel or motel rooms for large families or groups of individuqls. In øll cases, vacation rentals increase the range of options avaìlable to coastal vísítors, oftentimes in residentíal øreas along the immediate shoreline where there øre not other signíficant commercial overnìght opportunities. It is difficult to undeistand why people think this is an issue when the economy and continued history of Del Mar centers around the city as travel destination for people from around the world. The tourist business has been one of the main reasons this all changed. The city makes money off these people. please note we are not ¡n favor of changing the shortierm rental policy and definitely not in favor of a moratorium.
