Chapter 2 considers the Fair Access to Care Services (FACS) criteria and explores how the various domains apply to assess psycho- social needs and develop social care support. Chapter 3 considers the psychosocial domains of NHS Continuing Healthcare and how the health and social care eligibility frameworks may interact and overlap. Chapter 4 of this pocketbook moves on to providing general help and guidance to support good practice, including highlighting some of the main pitfalls experienced by practitioners and provides a range of examples to illustrate how eligibility criteria can be applied to support a personalised approach to psychosocial needs. In the context of social care service provision, these terms are clearly set out and defi ned as: (cid:175) duty: The authority must act as set out in the legal framework. (cid:175) power: The authority can act but it is not compelled to do so. Law and policy, which consists of primary and secondary legislation (i.e. Acts of Parliament and Rules and Regulations) together with government guidance, which must be followed by local authorities save in exceptional circumstances, provide the framework for the provision of social services. Each Local Authority is required to interpret this framework and apply systems, policies and procedures to meet the 2244772288..iinnddbb 11 2244//0077//1122 22::4499 PPMM
