The Supplement to the AFC for the SFERP has been prepared by the City for the relocationofthe project to a4-acre site ofCity owned land, located near the San Francisco Bay inthe Potrero District ofSan Francisco. The SFERP will consist ofa nominal 145-megawatt (MW) simple-cycle plant, using three natural gas-fired, General Electric LM 6000 gas turbines and associated infrastructure. The project will employhigh efficiency combustion turbine technology and selective catalytic reduction to minimize facility emissions. The projectwill use recycled water from anonsite treatmentplant. Construction and operationofthe SFERP will facilitate the retirement ofexisting unreliable and highly-polluting in-City generationwhile maintaining the reliability ofthe electric system. Prior to the construction ofthe SFERP, completion ofthe Jefferson-Martin transmissionproject, and a number ofadditional transmissionprojects that are currently either complete or inprogress, will provide for closure ofthe Hunters Point Power Plant. In addition, the California Independent System Operator has confirmed that construction ofthe SFERP, in combinationwith the constructionofa number ofplanned transmissionprojects and the construction ofa small generating facility at the San Francisco International Airport, will provide fortherelease ofunits at the Potrero Power Plant fromthe applicable Reliability-Must-Run (RMR) agreement. Release from theRMR agreement will eliminate a significant source ofrevenue for continued operationofthe units and will allow Mirant Potrero, LLC to shutdownthe units. The City is committedto minimizing impacts onthe community in Southeast San Francisco, where the SFERP will be located. The Cityhas procured anoption for local emission reductioncredits to offset NO emissions fromthe SFERP. Inaddition, the City is developing, with community input, a x PM mitigation/community benefits package to minimize the impacts ofthe SFERP on residents of 10 San Francisco. As an official ofthe City and County ofSan Francisco, I hereby attest, under penalty ofperjury, that the contents ofthis Supplement to the AFC are truthful and accurate to the best ofmy knowledge.
